ITI Ltd to deploy BharatNet project worth ₹1,901 cr in North Eastern Region
ITI Ltd., independent India's first PSU and a telecom manufacturing company, on Monday signed an agreement as Project Implementing Agency (PIA) with BSNL on behalf of the Universal Service Obligation Fund (USOF) for NER-II (North Eastern Region) Package-15 of BharatNet Phase-3 Project. According to the PSU, the total value of the contract is ₹1,901 crore, including capital expenditure (capex) and operating expenditure (opex). The order value comprises ₹1,168 crore as capex, ₹700.84 crore as opex for the newly constructed network, and ₹32.21 crore as opex for the maintenance of the existing network. Rajesh Rai, Chairman and Managing Director, ITI Limited, said, 'ITI is happy to sign the agreement with BSNL on behalf of USOF for execution of yet another package of the BharatNet Phase-3 Project. This is a very challenging project. My team is all set and we will give our best to complete this project to the complete satisfaction of our client.' In November 2024, ITI Limited, with its consortium partner, had emerged as the lowest bidder (L1) for Package No. 15 of BharatNet Phase-3 Project comprising Arunachal Pradesh, Nagaland and Manipur states, ITI said in a statement.

ITI secures BharatNet project of Rs 1901 cr
ITI has signed an Agreement as Project Implementing Agency (PIA) with BSNL on behalf of USOF for NER II Package-15 of BharatNet Phase-3 Project. The total value of this contract is Rs. 1901 crore including capital expenditure (capex) and operating expenditure (opex). The order value comprises Rs. 1168 crore as capex, Rs 700.84 crore as opex for the newly constructed network, and Rs. 32.21 crore for opex for the maintenance of existing network. ITI also signed an Agreement with BSNL for Package No. 8 in the state of Himachal Pradesh, and for Package No. 9 in the state of West Bengal, & Andaman and Nicobar Islands with a consolidated order value of Rs. 5055 crore. With this, ITI has signed Agreements with BSNL for three Packages (8,9, & 15) taking the total order value to Rs. 6956 crore. In November 2024, ITI with its consortium partner had emerged as the Lowest Bidder (L1) for Package No. 15 of BharatNet Phase-3 Project comprising Arunachal Pradesh, Nagaland and Manipur states. The BharatNet Phase-3 Project is divided into 16 Packages spread across all states & union territories. BSNL had invited tenders, for Design, Supply, Construction, Installation, Upgradation, Operation and Maintenance of Middle Mile Network of BharatNet Phase-3 Project on a Design Build Operate and Maintain (DBOM) Model.

ITI signs Rs 1,901 crore agreement with BSNL for NER-II Package-15 of BharatNet project
ITI Limited, India's first public sector undertaking (PSU) established after independence and a leading telecom equipment manufacturer, has taken a major step forward in strengthening digital infrastructure in the country. The company recently signed an agreement with Bharat Sanchar Nigam Limited (BSNL), acting on behalf of the Universal Service Obligation Fund (USOF), to serve as the Project Implementing Agency (PIA) for Package-15 of the BharatNet Phase-3 Project. Valued at ₹1,901 crore, this contract covers the North Eastern Region II (NERII) and includes key states such as Arunachal Pradesh, Nagaland, and Manipur. The financial breakup of the contract includes ₹1,168 crore allocated for capital expenditure (capex), ₹700.84 crore for operating expenditure (opex) related to the new network, and ₹32.21 crore earmarked for the maintenance of the existing network. This isn't the only recent win for ITI Limited under BharatNet Phase-3. The company has also signed agreements with BSNL for Package No. 8 covering Himachal Pradesh and Package No. 9 covering West Bengal along with the Andaman and Nicobar Islands. The combined value of these two packages stands at ₹5,055 crore. With the inclusion of Package-15, ITI Limited's total project value under BharatNet Phase-3 has now reached an impressive ₹6,956 crore. Back in November 2024, ITI Limited, in partnership with a consortium firm, had emerged as the lowest bidder (L1) for Package-15, reinforcing the company's competitiveness and capability in handling large-scale telecom infrastructure projects. BharatNet Phase-3 is a flagship project aimed at revolutionizing digital connectivity across India, especially in rural and remote regions. Divided into 16 packages covering all states and union territories, the project focuses on the creation, expansion, and maintenance of the Middle Mile Network. BharatNet Phase 3: BSNL awards ₹1,901.11 crore work order to ITI, Tera Software for northeast
NEW DELHI: State-controlled telecom carrier Bharat Sanchar Nigam Limited ( BSNL ) has awarded a ₹1,901.11 crore advanced work order (AWO) to ITI Limited and its consortium partner Tera Software for the construction and maintenance of the middle-mile network under package 15 of the amended BharatNet programme. '...the Chairman and Managing Director, BSNL, hereby place upon M/s ITI Limited (consortium partner – M/s Tera Software Limited) an Advance Work Order (AWO) for design, supply, construction, installation, upgradation, operation and maintenance of middle mile network of Bharatnet, in NER II (i.e., Arunachal Pradesh, Nagaland and Manipur) against package number 15 at an all-inclusive value of ₹1901,10,51,507.64,' BSNL said in the agreement document. The deal value comprises ₹1,168.06 crore as capital expenditure (capex), ₹700.84 crore as operating expenditure (opex) for the newly constructed network, and ₹32.21 crore as opex for the existing network. Based on the AWO, BSNL and ITI shall sign an agreement. Subsequently, route-wise work orders will be issued by the concerned circle within the AWO quantities allotted against the respective circles, according to the document. The agreement is valid for 10 years. ITI's shares closed 0.63% lower at ₹321.25 on the Bombay Stock Exchange (BSE) Thursday. In November last year, the telecom PSU with its consortium partner emerged as L1 or lowest bidder in BharatNet Phase-3 programme in the states of Himachal Pradesh for package no. 8, and in West Bengal, and Andaman & Nicobar Islands for package no. 9 with total order value of ₹3,022 crores. BharatNet Phase-3 Project is envisaged for the development (creation, upgradation and operations and maintenance) of a middle-mile network of BharatNet on a Design Build Operate and Maintain (DBOM) model for a total of 16 packages/circles. ETTelecom reported on August 7, 2024, that the Telecommunications Consultants of India Limited (TCIL), ITI Limited, indigenous optical fiber cable (OFC) makers HFCL, STL, Polycab, and Pratap Technocrats , among others, emerged as the bidders for the third phase of the Centre's ambitious BharatNet program. Indigenous OFC makers Polycab, STL and HFCL presented solo bids while as many as 18 bidders, including G R Infraprojects, Vindhya Telelinks, Pace Digitek Infra Private Limited, Rail Vikas Nigam Limited (RVNL), Bharat Electronics Limited, Megha Engineering, and others, took the consortium route. A total of 21 bidders put in their bids under the BharatNet 3 program for Madhya Pradesh, Rajasthan, Uttar Pradesh (East), Uttar Pradesh (West), Karnataka, Uttarakhand, Bihar, Himachal Pradesh, West Bengal, Jammu & Kashmir, North East Region – I and North East Region – II, and others. In early 2024, the Centre rolled out the BharatNet III program with an outlay of ₹65,000-crore. The tender is part of the Prime Minister Narendra Modi-led government's ₹1.39 lakh crore BharatNet program which aims to provide last-mile broadband connectivity, and upgrade the existing 164,000 gram panchayats, as well as, connect 47,000 gram panchayats under the new model.

Tera Software in consortium with ITI bags BharatNet project of Rs 1901 cr
Tera Software consortium led by their partner ITI received an advance work order from BharatNet Project for Middle Mile Network - NER-II with in the States of Arunachal Pradesh, Nagaland and Manipur (Package No.l5), with a total worth of order value of Rs.1901.10 crore. The scope of the project includes Design, Supply, Construction, installation, Upgradation, Operation and Maintenance of Middle Mile Network of BharatNet. BharatNet Phase-3 Project is envisaged for the Development (Creation, Upgradation and Operation & Maintenance) of Middle Mile Network of BharatNet on Design Build Operate and Maintain (DBOM) Model to deliver the services to 2,50,000 Gram Panchayats across India under Digital Bharat Nidhi (DBN). With this the total orders received from BSNL reaches to Rs.7,005 crore in consortium with ITI.
