District Collector Orders Full-Scale Preparations for Bhoo Bharati Revenue Conferences from June 3 to 20
Gadwal: District Collector B.M. Santosh has directed officials to be thoroughly prepared for the upcoming Bhoo Bharati revenue conferences scheduled from June 3 to June 20, emphasizing the need for systematic and effective implementation. On Friday, an orientation session on Bhoo Bharati was conducted at the IDOC Conference Hall for Tahsildars, Deputy Tahsildars (DTs), and Revenue Inspectors (RIs). Speaking at the session, the Collector said the government's main goal is to resolve all land-related issues efficiently. He stated that the new Bhoo Bharati Act is being implemented in place of the previous Dharani system. Through this new legislation, services such as land registration, mutation, prohibited lands, ROR (Record of Rights) changes, inheritance issues, unregistered agreements (Sada Bainamas), and ORC services will become more accessible and streamlined for citizens. The Collector mentioned that the pilot project in Itikyala Mandal has been successfully completed, with applications accepted and issues being resolved under the new system. He further stated that the revenue conferences would be held in all village panchayats across the district between June 3 and June 20. He emphasized that all officials participating in the Bhoo Bharati program must have complete understanding of the relevant laws, rules, and schedules. Tahsildars were instructed to prepare and submit village-wise schedules for the revenue meetings. Each mandal must form two teams, which will visit one village per day and conduct the conference from morning to evening. Officials were asked to stay in the villages during the program and accept grievances and applications related to land issues directly from the public, ensuring prompt redressal. In cases of assigned lands, officials must identify and immediately report them to higher authorities, with the intention of forwarding them to the CCLA (Chief Commissioner of Land Administration). Applications must be accepted until June 20 and all issues should be resolved by August 14, the Collector said. He instructed that the public should be informed a day in advance of the scheduled date of the conference in their village and that application forms be distributed beforehand. At the end of each day's conference, the received applications must be digitally recorded by data entry operators. A detailed report of the day's activities and public responses must be submitted to the district center after every session. The Collector noted that under the new Bhoo Bharati Act, land disputes can be appealed from the Tahsildar level itself, enabling faster resolution of land-related issues. He called on farmers to utilize this opportunity to resolve their land problems effectively. Following the Collector's address, several officials' queries and doubts were clarified. The program was attended by Additional Collector Revenue Lakshmi Narayana, RDO Srinivas Rao, Tahsildars, Deputy Tahsildars, Revenue Inspectors, and others.

Licensed surveyors trained for Bhu Bharati prog
Mahabubnagar: In a significant step towards the effective implementation of the Bhu Bharati programme, a one-day training programme was organised on Sunday for newly appointed Licensed Surveyors at the Zilla Parishad Conference Hall in Mahabubnagar district headquarters. The training was aimed at equipping the surveyors with essential knowledge and practical skills to execute the provisions of the Act in a seamless manner. The session was inaugurated by District Collector Vijyendra Boyi, who emphasised the importance of accurate land records for ensuring transparency and resolving land disputes. Speaking at the event, the Collector urged the surveyors to approach their responsibilities with commitment and integrity, as they play a crucial role in transforming land governance in the district. Kishan Rao, Assistant Director, Survey and Land Records, in a statement, highlighted that the training is a key component of the state's ongoing land reforms under the Bhoo Bharati programme. He informed that the newly licensed surveyors were carefully selected to support the programme's objectives and that their services would be vital for conducting precise surveys, updating land records, and facilitating the digitalisation process. The training session covered various topics, including the legal framework of the Bhoo Bharati Act, technical aspects of land surveying, use of modern survey equipment, and digital tools for record maintenance. The surveyors were also briefed on field-level challenges and best practices to ensure accuracy in measurements and documentation. All the Licensed Surveyors were instructed to attend the session promptly at 9:30 pm, and their enthusiastic participation reflected the commitment to contribute to the initiative.

Bhoo Bharati Revenue Camps Launched: Land Disputes to Be Resolved at Village Level, Says Collector Santosh
Gadwal: District Collector B.M. Santosh urged farmers to make full use of the "Bhoo Bharati" Revenue Grievance Meetings being held in villages and resolve their land-related issues permanently. He emphasized that the Telangana government is committed to addressing land problems by reaching out to citizens directly, rather than making them visit government offices repeatedly. On Tuesday, the Collector attended a Revenue Grievance Meet organized in Vavilala village of Ittikyal mandal. During the program, he personally received petitions from farmers and engaged in face-to-face conversations to understand their land-related concerns in detail. Speaking on the occasion, the Collector explained that the Telangana government has recently introduced the Bhoo Bharati (ROR) Act, replacing the earlier Dharani system. As part of its implementation, Ittikyal mandal has been selected as a pilot project location in the district. Similar revenue grievance meetings are being organized in 28 mandals across 28 districts of the state to resolve long-pending land issues. He said that earlier people had to go to government offices to resolve land matters, but under this initiative, officials are now visiting villages directly to accept petitions and conduct field-level inquiries. Based on these investigations, eligible beneficiaries will be identified and official orders will be issued before the end of the month. The Collector revealed that on the first day of the drive in Gopal Dinne village, 21 applications related to land issues were received. He advised citizens to submit their petitions in the prescribed proforma. He clarified that while Meeseva centers charge fees for such services, these grievance meetings offer completely free of cost submission and processing of land issue applications. Farmers can apply for corrections and claims related to: Errors in names in land records Variations in land extent Inheritance claims Errors in land nature classification Lands listed under prohibited categories Pending Sada Bainamas (unregistered sale deeds) Missing survey numbers Lack of pattadar passbooks or title documents Collector Santosh urged all farmers to take advantage of this opportunity and resolve any long-standing land problems through these revenue grievance camps. Additional Collector Lakshmi Narayana, Ittikyal Tahsildar Veerabhadrappa, Erravalli Tahsildar Naresh, several farmers, and other officials participated in the program.

Bhoo Bharati Act 2025: A New Era of Transparent Land Governance Begins in Telangana
Gadwal: Bhoo Bharati Act Will Play a Key Role in Resolving Land Disputes Swiftly – District Additional Collector Jogulamba Gadwal: The Telangana State Government's newly introduced Bhoo Bharati ROR Act 2025 is set to become a pivotal reform in addressing and resolving land-related disputes swiftly and transparently. This was stated by District Additional Collector Lakshmi Narayana, who addressed farmers during an awareness seminar on Tuesday at the Mandal Parishad Office in Ittikyala Mandal. Participating in the awareness session focused on the new Bhoo Bharati Act - 2025, the Additional Collector provided a detailed explanation of the Act's features and benefits, helping farmers understand how it would safeguard their land rights and bring justice in land matters. He stated that the government's intention behind enacting the Bhoo Bharati ROR Act is to ensure clear ownership rights to farmers and eliminate long-standing land disputes. He gave a historical overview of the evolution of land administration — from land surveys and tax systems introduced during the reign of Akbar, to the first land survey in 1923, the issuance of Pattadar Passbooks in 1971, the implementation of the original ROR Act in 1978, and new regulations in 1989. He also highlighted the launch of the Dharani portal in 2020, which, despite its initial success, had several shortcomings. Bhoo Bharati replaces Dharani with enhanced transparency and protection for landowners. The Act was officially launched on 14th April 2025, coinciding with the birth anniversary of Dr. B. R. Ambedkar, by the Hon'ble Chief Minister. Under this Act, citizens can now apply through the Bhoo Bharati online portal for a range of services including correction of land records, generation of survey maps, registration of succession rights, and resolution of "Sada Bainama" (informal land sale agreements). Farmers can now access quick services for registration, mutation, name changes, and land conversion processes. According to Section-8 of the Act, documents such as Civil Court decrees, Lok Adalat judgments, Revenue Court decisions, Government/Ceiling/Assigned lands, Inam ORCs, and 38-E or 13-B certificates will be reviewed and verified by the RDO. Applications submitted online will undergo field-level verification and be resolved accordingly. He emphasized the two-tier appeal system introduced under the Act, which allows disputes to be resolved by Tahsildars, RDOs, and District Collectors without the need to go to Civil Courts, ensuring timely decisions. The Additional Collector also mentioned that future services such as land maps in passbooks, Bhudhaar card issuance, and free legal aid for resolving land disputes will greatly benefit the farming community. Based on the land value, disputes will be addressed in a phased manner by RDOs and District Collectors. He noted that out of 4,000 land applications filed under Dharani in the district, 3,000 have already been resolved. With the new Bhoo Bharati Act in place, the remaining 1,000 pending applications are expected to be cleared quickly. He urged all farmers to approach their local Tahsildar offices to resolve their land issues under the new system and assured that village-level awareness sessions will be held to accelerate the dispute resolution process. He called upon farmers to understand and utilize the Bhoo Bharati Act effectively for protecting their land rights and ensuring long-term security. Also present at the event were Ittikyala Tahsildar Veerabhadrappa, Market Yard Chairman Dodappa, Vice Chairman Kumar, MPDO Ajar Mohinuddin, along with several farmers and officials.
