No HC relief for duo under ED lens for selling 22 acres govt land to IAS, IPS officers
Hyderabad: Making it clear that the court is not in favour of granting any ex parte relief to people facing charges of misappropriating nearly 100 acres of govt/Bhoodan land in Rangareddy district, the on Wednesday refused interim protection to one Munavar Khan and his mother who are under Enforcement Department (ED) scanner. Tired of too many ads? go ad free now The mother-son duo had approached the court seeking a stay on the ED case and also on possible arrests. Khan is facing allegations of selling 50 acres govt land and 50 acres Bhoodan land in Nagaram village of Maheshwaram mandal in Rangareddy. Of this, it was alleged that about 22 acres were bought by bureaucrats alone. The case had come before the court following a petition accusing Khan of selling it as private patta land. Last month, the ED had raided the house of Khan and seized Rs 13 lakh, foreign currency and 45 vintage cars. Later, it filed the case and issued summons to Khan. Apprehending arrest, Khan and his mother approached the HC to quash the ED Case. His counsel requested the court to direct the ED to not take coercive steps as Khan was cooperating with the investigation. However, Justice Narsing Rao Nandikonda, presiding over a vacation court, said he will not pass any order without hearing the ED. After directing the ED to file counters, the judge adjourned the case to June 10.

Telangana to reconcile Bhoodan land records amid rising disputes
Hyderabad: As the Bhoodan land movement completed 74 years and entered its 75th year recently, Bhoodan lands in Telangana remain entangled in a host of unresolved and persistent issues. These include mismatches in land records, missing survey numbers, unclear physical possession, and widespread encroachments. Recognising the scale and complexity of the issue, Telangana Bhoodan Board officials have decided to initiate a reconciliation process to align Bhoodan land records with revenue department data across districts. The problem is particularly severe in areas surrounding Hyderabad, where large tracts of prime Bhoodan land are located. You Can Also Check: Hyderabad AQI | Weather in Hyderabad | Bank Holidays in Hyderabad | Public Holidays in Hyderabad Sources in the govt said reports are being compiled on Bhoodan lands from various districts and cross-checked with the records maintained by the chief commissioner of land administration. According to official data, Telangana has approximately 1.6 lakh acres of Bhoodan land. The largest portions are in the erstwhile Mahabubnagar district (41,700 acres), followed by Khammam (30,700 acres), Nalgonda (28,000 acres), Ranga Reddy (21,000 acres), and Warangal (20,000 acres). Rangareddy district, particularly the mandals of Maheshwaram, Ibrahimpatnam, and Hayathnagar, is a hotspot of Bhoodan-related issues due to the high commercial value of the land. Officials say that several unauthorised transactions have already taken place on these lands. A former district collector explained, "The core problem is the absence of a final gazette notification for many Bhoodan lands. There should be both initial and final notifications specifying the exact extent and survey numbers, but in many cases, these details were never properly recorded by donors." Another complication stems from inconsistencies in land classification, especially before and after the launch of the Dharani land records portal. "For several years, land records would list a parcel as 'patta' land and in other years, the same land would be classified as 'Bhoodan.' This created confusion and led unsuspecting buyers to purchase such lands believing them to be private holdings," sources said. Revenue department sources revealed that many Bhoodan lands lack proper documentation. While CCLA maintains centralised records, Bhoodan officials argue that district collectorates are responsible for local record maintenance and dispute resolution. Encroachments remain another major concern. Though tahsildars are empowered to remove illegal occupations on Bhoodan land, enforcement has been lax. In Kuntloor, for instance, despite govt claims over large tracts of Bhoodan land, nearly 2,000 huts sprang up last year. Sources said revenue officials reportedly failed to act, citing political pressure.

HC declines to interfere with single judge order over IPS officers, others' appeals in Bhoodan land case
The Telangana High Court on Wednesday declined to interfere with a single judge order instructing State government to keep Bhoodan lands in Nagaram village of Maheshwaram mandal in Rangareddy district in prohibited list. A bench of Acting Chief Justice Sujoy Paul and Justice Renuka Yara, after hearing four writ appeals filed by 10 persons (who are among the 76 respondents in a writ petition over Bhoodan lands), suggested to the appellants to file applications before the single judge for vacation of the order. Despite repeated appeals by senior counsels Desai Prakash Reddy and S. Niranjan Reddy, appearing for the 10 appellants, to set aside the single judge order, the bench led by the CJ suggested to them to go back to the single judge bench for securing relief. The four appeals were filed by IPS officers Ravi Gupta, Mahesh Muralidhar Bhagwat, Sowmya Mishra, Swati Lakra, Tarun Joshi, B.K. Rahul Hegde, Rekha Shroff (wife of IPS officer Umesh Shroff), Renu Goyal (wife of IPS officer Jitender Kumar Goyal) B. Rahul Reddy (son of B. Janardhan Reddy) and Veerannagari Gowtham Reddy. They were among the 76 respondents in a writ petition filed by one Birla Mallesh alleging that lands under survey numbers of 181, 182, 194 and 195 in Nagaram village of Maheshwaram mandal in Rangareddy belonged to Bhoodan Board. The petitioner sought a direction for an inquiry into the alleged benami transactions of sale and purchase of these Bhoodan lands by collusion of some persons with top officials in revenue, registration and other departments. The single judge passed an interim order instructing the government to keep the lands under prohibited list, observing that prima facie the said lands appeared to be belonging to Bhoodan Board. The appellants' counsels contended that the 'impugned order' was passed beyond the relief sought by the petitioner. Moreover, the order was passed without issuing notices to the appellants and in their absence. They claimed that the lands purchased by their clients were patta lands and did not belong to Bhoodan Board. With the Acting Chief Justice declining to interfere with the single judge order, one of the counsels of the appellants, citing a Supreme Court verdict, said the HC can set aside even an ex-parte order if it had the ingredients of a judgement or qualified to be an order. The division bench said the ex-parte order of the single judge did not fall in the ambit of final judgement and the appellants had the option of venting their grievance before the single judge explaining their grounds. Senior counsel Niranjan Reddy appealed to the bench to expunge the serious remarks made by the single judge towards the end of the order if the order cannot be set aside as they sent wrong signals. However, the bench did not agree to expunge any paragraphs of the single judge order and said the request cannot be entertained.
