Bengaluru: The Karnataka revenue department has fully transitioned to digital issuance of land records since July 1 under the state govt's ambitious Bhu Suraksha scheme. As part of the move, no physical copies of land documents are being issued, and citizens can now access certified land records online via the Bhu Suraksha portal. "If the documents people require are not digitised so far, the department will digitise them on priority and issue them to the applicants within seven days," revenue commissioner P Sunil Kumar said. For the land records already digitised, applicants will receive the documents on the same day of requisition. The shift is aimed at reducing the dependency on govt offices and ensuring quick and easy access to documents. "Category A records are very important documents of lands that should be stored permanently, and category B records should be stored for up to 30 years," he added. Gowda added the department will soon extend the digital document issuance service to Bapuji Seva Kendras located in gram panchayats to ensure accessibility across rural areas. "We will make necessary arrangements to issue the digitised land documents at Bapuji Seva Kendras in rural areas within the next six months," he said. Taking a serious note of the poor performance, Gowda criticised the district authorities. "Under the Bhu Suraksha scheme, Bengaluru Urban district issued only 27 pages. Being the capital of IT industries, it is shameful," the minister told officials at a recent review meeting. He instructed the revenue commissioner to issue a notice to the Anekal tehsildar for failing to implement the scheme and not issuing a single document despite a clear directive. Citizens unable to access the portal directly can still approach nadakacheris or taluk offices to obtain the digitised records. The department has also planned assistance programmes to help those not familiar with online services. As of Thursday, 53 individuals applied online and received 217 pages of documents. The govt aims to expand the reach by linking the service with all taluk and gram-level service centres.

BENGALURU: Slamming tahsildars and other officials of the revenue department in Bengaluru Urban and Bengaluru Rural districts for 'not being available' to people during office hours, Revenue Minister Krishna Byre Gowda said if they can't do their work, they should give it in writing. Taking the tahsildars to task at a meeting here on Friday, the minister said they can't give reasons such as 'attending court cases'. There are revenue inspectors to attend court cases. 'If you don't change your attitude, be ready to face the consequences,' he warned them. He said they should be in their office and help solve people's problems. 'If you can't do your duties, then give it in writing. At taluk offices, there are registers where you can mention the reasons for being away from office. If this order is violated, disciplinary action will be taken against you,' he said. The minister convened the meeting in view of the slow progress in the implementation of the government's ambitious Bhu Suraksha digitisation scheme in Bengaluru Urban and Rural districts. He said the digitisation work is progressing well across the state, except Bengaluru. He directed all tahsildars, including Grade I, Grade II and special tahsildars, to speed up the digitisation work. Action will be taken against them if they show no progress, he said. Byre Gowda said people across the state are getting online services, except Bengaluru. The minister told reporters that once the digitisation work is completed, people will get documents, especially those related to land, at their fingertips. 'We are spending crores of rupees on this initiative. So far, we have scanned 32.64 crore pages of documents across the state,' he said. Certified copies of documents can be obtained from 'So far, 1.99 lakh documents have been disbursed,'' he said. From Friday, people can apply online for documents at Atalji Janasnehi Seva Kendras. In the coming days, documents will be available at Bapuji kendras in gram panchayat offices. People need not go to such kendras if they have the Internet facility at home, he said.

Bengaluru: In a major push towards transparency and protection of land rights, the state revenue department has digitised over 32 crore pages of land records across the state under its ambitious Bhu Suraksha initiative. With the distribution of the digitised documents already underway, the department said the scanning and storage process is being conducted securely to prevent illegal alterations. Officials believe the project will not only safeguard property rights but also eliminate common malpractices in the land documentation system. "For decades, we relied on fragile physical files stored in taluk and district record rooms. They are difficult to retrieve and prone to wear, errors, and even losses. Recognising these issues, we launched Bhu Suraksha to transform land record management," said a senior revenue official. Revenue minister Krishna Byre Gowda, who recently reviewed the scheme's progress, directed all deputy commissioners and tehsildars to ensure its effective implementation. During another review meeting Friday, the minister warned of disciplinary action against officials delaying the digitisation process. Revenue commissioner P Sunil Kumar told TOI: "We already scanned and digitally stored over 32 crore pages of documents. And we estimate that there are over 100 crore pages of records, and all the pages will be scanned and stored safely soon." He added that during the minister's inspection of record rooms, officials flagged the many challenges involved in protecting physical land documents. Officials said that in the past, retrieving a single document often required tedious manual searches. "Now, Bhu Suraksha drastically reduces time and effort for both officials and citizens," said one officer. "The digitised records are encrypted, tamper-proof, and come with audit trails to log every access or update." To ensure accuracy, the department has adopted a multi-tier verification system. Data entered by data entry operators is checked by shirastedars, with random audits by tahsildars. Digitisation efforts are in full swing across all 31 districts.
