Dibrugarh finalises action plan under ‘Ten Cities, One Implementation' project

"This initiative is a transformative step towards making Dibrugarh a model city in terms of infrastructure and public services. We need seamless collaboration between all stakeholders to ensure timely and efficient execution. Citizen feedback will be crucial in tailoring solutions to local needs. "We are working on a comprehensive plan that integrates technology with urban governance. This will not only improve service delivery but also enhance transparency. Online services for property tax, birth/death certificates, and grievance redressal will be streamlined to make civic processes hassle-free for residents," Phukon said. Dibrugarh charts roadmap for urban waterbody protection
Dibrugarh: In a push for sustainable urban water management, Dibrugarh district commissioner Bikram Kairi chaired a district-level committee meeting on Wednesday to discuss the rollout of the "Assam Urban Area Waterbody Conservation and Development Act, 2024", along with its accompanying rules. Held at the DC's office, the meeting brought together top officials to strategise on conserving and developing urban waterbodies, with emphasis on flood mitigation, eco-tourism, and ecological restoration. The new law aims to regulate, protect, and rejuvenate waterbodies within notified master plan areas across Assam. Key objectives include transforming these assets into natural reservoirs, eco-tourism zones, and sustainable fisheries, while curbing encroachment and environmental degradation. The Act also prioritises the use of waterbodies in urban flood management — a pressing need in flood-prone districts like Dibrugarh. "This Act is a landmark step toward preserving our waterbodies, which are vital for ecological balance, livelihoods, and disaster resilience. The meeting underscored how urban waterbodies could be used as natural infrastructure for flood mitigation, potentially reducing monsoon-related risks in vulnerable city zones. Senior officials in attendance included Biswajit Bhuyan (deputy director, town & country planning), Bipul Kumar Das (CEO, Dibrugarh zila parishad), Jay Vikas (commissioner, Dibrugarh Municipal Corporation), Ashim Hazarika (chairperson, Dibrugarh development authority), and other department heads and committee members. Adulterated fuel causes vehicle failures, petrol pump sealed
Dibrugarh: The Dibrugarh district administration has sealed Indian Oil's M/s Shah Refueling Station in the Bongalgaon area along NH-37 following a that left around two dozen vehicles damaged and stranded on Tuesday night. Vehicle owners were forced to push their stalled cars and motorcycles off the road as engines shut down automatically shortly after filling up with what appeared to be . Upon spot inspection by officials, water was discovered mixed with the petrol, explaining the sudden engine failures that affected both two-wheelers and four-wheelers. "The vehicles were running fine until they refueled at the station. Within minutes of leaving the pump, engines started failing one after another. It was chaos as people tried to figure out what was happening to their vehicles," said Bikash Sharma, a local resident whose motorcycle broke down near the station. Acting swiftly on public complaints, Dibrugarh district commissioner Bikram Kairi ordered immediate sealing of the fuel depot. The situation was further complicated when the station owner failed to produce essential documentation during the official inspection. Authorities noted the absence of critical licenses, including the Assam Trade Articles (Licensing and Control) Order, 1982 license, fire safety certificate and other mandatory operational records.
