KUALA LUMPUR: Issues related to the Saudi Visa Bio application for haj visa applications and the achievements of Malaysia's foreign policy during its ASEAN chairmanship are among the highlights of today's Dewan Rakyat sitting. According to the Order Paper on the Parliament's web portal, Manndzri Nasib (BN-Tenggara) will ask the Foreign Minister to explain efforts to strengthen ASEAN centrality and unity in facing current geopolitical challenges during the Minister's Question Time. During the same session, S. Kesavan (PH-Sungai Siput) will ask the Foreign Minister to outline the government's latest efforts to defend the rights of Muslims in Gaza following the brutality of the Israeli Zionist regime and the world's failure to halt such atrocities. In the question-and-answer (Q&A) session, Datuk Seri Dr Ismail Abd Muttalib (PN-Maran) will ask the Prime Minister about the government's efforts to resolve issues related to the Saudi Visa Bio application, which was found to be flawed when some haj pilgrims failed to register their biometric data despite several attempts. Syed Ibrahim Syed Noh (PH-Ledang) will pose a question to the Defence Minister regarding the current operational status of the National Service Training Programme (PLKN) 3.0, including the number of phases completed, number of recruits involved, training locations, and key changes introduced compared to earlier versions. Following the Q&A session, the sitting will continue with the first reading of the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025, followed by the second reading of the Poisons (Amendment) Bill 2025 and the Offenders Compulsory Attendance (Amendment) Bill 2025. Hyderabad: Chief Minister A Revanth Reddy will be giving a powerpoint presentation to all the Congress MPs in Delhi on caste census and BC reservations on July 24. During his 3-day visit likely to begin from Tuesday, he will be requesting the Prime Minister Narendra Modi for a discussion in Parliament on 42% reservation for BCs. As part of bolstering the support for the BC reservation in view of 'Chalo Delhi' on July 25, he will be meeting party seniors and MPs from INDI bloc. Along with the CM, Deputy CM Mallu Bhatti Vikarmarka will also be visiting the national capital. Both will be meeting Leader of Opposition Rahul Gandhi and AICC president Mallikarjun Kharge to brief them about the report on caste census of the State, which was submitted by the expert committee recently. Telangana Congress MPs Convener Mallu Ravi informed the media on Monday in Delhi that CM and Deputy CM will meet Rahul Gandhi and Mallikarjun Kharge in Delhi and will explain to them the caste census and 42% reservation for BCs undertaken in the state and will accept their suggestions and recommendations. During evening hours CM Revanth will give a powerpoint presentation to all Congress MPs in the country at Indira Bhavan on caste census and BC reservations. He said that he will request a discussion in Parliament on 42% reservation for BCs. It may be mentioned here that in March 2025, the Telangana Assembly passed two bills, the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (reservation of seats in educational institutions and of appointments or posts in services under the State) Bill 2025 and The Telangana Backward Classes (Reservation of seats in Rural and Urban Local Bodies) Bill 2025, in the Assembly. These bills were then sent to the Centre for constitutional amendments. The Governor, Jishnu Dev Varma, forwarded the bills to President Droupadi Murmu for consideration. Recently, the Telangana cabinet decided to proceed with an ordinance to implement the 42% reservation for the upcoming local body elections. The state government justified this increase by citing the results of a recent caste census, which indicated that BCs constitute 56% of Telangana's population. The ordinance intends to amend the Telangana Panchayat Raj Act, 2018, which currently caps reservations at 50%.

To date, the traces of terrorists have not been found. Regarding Operation Sindoor, US President Donald Trump stated for the 24th time that he secured the ceasefire. A shocking statement was made that five fighter jets were shot down. The defence attache also said the same. CDS too said the same. This disturbs us." He also mentioned that the Special Intensive Revision (SIR) happening in Bihar is killing democracy and said, "In Bihar, democracy is being murdered with SIR. The manner in which India has been isolated in its foreign policy is also an issue. Even now, heinous massacres are occurring - Israel is doing this in Gaza is also an issue. The issue is also about the oppression of SC, ST, women and minorities and crimes against them. We have especially identified 8 issues. We are confident that all 24 parties (in the INDIA Alliance) will support us; even the parties who are not a part of this will support us." Bill will grant judges power to defer detention for young offenders

Under proposed laws, judges will have the power to postpone a child's detention to allow them to deal with their offending in the community under supervision. Unlike adults, children currently cannot be given a suspended sentence because experts believe children think that they are getting off from sanction and will continue their offending. However, a new provision known as a deferred sentence supervision order will allow a judge, if they deem detention is appropriate, to defer sentencing for up to a year and put the child under the supervision of the Probation Service. If the child complies with conditions in the order — such as no further offending and be of good behaviour — a judge can discharge the child at sentencing. However, if the child does not comply, the judge can order detention at the sentencing hearing and, if the child has turned 18, imprisonment. The Oireachtas justice committee heard of the new provision during a hearing on three bills, including the Children (Amendment) Bill 2024. Marisa Gomez, of the Department of Justice, told the committee that the consensus among child and legal experts was that a suspended sentence, on its own, is 'not appropriate' for children as it 'does not give them an opportunity to deal with the consequences' of their offending. She said the child 'takes it that they are getting out of sanction'. She said they see a suspended sentence as a 'free ticket' and will continue their offending behaviour. Fianna Fáil TD for Dublin Bay North Tom Brabazon said there needed to be real restorative justice in sanctions applied, where they have to meet the people they have caused serious harm to and 'made understand' what they have done. He said restorative justice should be part of the diversion scheme for juveniles — where children are diverted from the courts — and in the sanctions imposed on children by courts. 'Plagued' by criminality He said he knows of cases where ordinary people are 'plagued' by children engaged in criminality and their lives made an 'utter misery'. A second draft bill, the General Scheme of the Criminal Justice (Violation of EU Restrictive Measures) Bill 2025, relates to Irish implementation of an EU directive on offences relating to sanctions. The most prominent ones are linked to Russia's invasion of Ukraine. The sanctions include asset freezes, travel bans, as well as import/export restrictions, and the provision of financial and other services to sanctioned people or entities. Both the committee chair, Sinn Féin TD Matt Carthy, and independent senator Lynn Ruane said the bill was supposed to bring consistency in how EU member states treated breaches of sanctions, but was not consistent in the countries targeted — with Israel not on it. 'The concept and principle of restrictive measures is not applied consistently,' Mr Carty said, adding that the EU were currently failing to agree on sanctions on Israel. Brendan Bruen, of the Department of Justice, said the bill only deals with sanctions where they are already agreed by the EU. An address on the General Scheme of the National Cyber Security Bill, published last August, provided an overview of the provisions and the EU cybersecurity directive NIS2.
