Remuneration of daily wage workers in Goa govt bodies hiked
Agency: PTI Panaji, Jul 21 (PTI) Remuneration of daily wage workers employed across government departments, state-run corporations, autonomous bodies and local bodies in Goa has been increased, Chief Minister Pramod Sawant said on Monday. The in-hand hike would be up to 51 per cent, he said at a press conference. 'Around 3,000 workers employed with government departments, corporations, autonomous bodies and local bodies will benefit from this scheme. The revision will cost the state exchequer Rs 4 crore. All daily wage workers who have completed seven years of service would be eligible for this scheme," the CM said. 'The scheme allows them to have other benefits like leaves and contribution for Employee Provide Fund. The workers will also get annual 3 per cent increment in their salaries. The scheme will be in effect from August 1," he added. Currently, a daily wage labourer gets around Rs 12,818 per month, which will now go up to Rs 20,000 per month along with EPF contribution, Sawant pointed out. The workers will also be eligible for the Centre's Atal Pension Yojana, PM Jeevan Jyoti Bima Yojana and PM Suraksha Bima Yojana, he added. 'NITI Aayog No Substitute,' Says Ex-Bureaucrat as Govt Moves 9 Flagship Schemes Out of Usual Appraisal System

New Delhi: Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana, and PM Kisan, are among nine of the Narendra Modi government's flagship schemes that the government has decided to keep outside the ambit of the ongoing appraisal process for central sector programmes, Economic Times has reported. Speaking to The Wire, a former secretary in the finance department has called this a move by the government to block doors to a professional socio-economic appraisal of schemes. The report says that in a letter dated July 4, the Department of Expenditure asked the respective ministries and departments to exclude the schemes from the standard appraisal process. This exclusion will remain in place for the next five years, starting April 1, 2026, the report said. These schemes, the letter said, will be evaluated and appraised in detail by the planning think-tank NITI Aayog's Development Monitoring and Evaluation Office. An unnamed senior official quoted by ET noted that this is because some of these schemes will need "some structural changes." "Niti Aayog has been tasked to do the detailed exercise so there is no duplicity of efforts,' the official told ET. The full list of the schemes are: Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana, PM Kisan, Ujjwala Yojana, PM Jan Dhan Yojana, PM Stand Up India, PM Jeevan Jyoti Bima Yojana, PM Suraksha Bima Yojana, and a scheme under the Department for Promotion of Industry and Internal Trade to refund central GST and integrated GST to industrial units in northeastern and Himalayan states. In addition, schemes related to the Department of Space and the Department of Atomic Energy and the National e-Vidhan scheme are also outside the ambit of the appraisal process. A former secretary in the finance department told The Wire that the NITI Aayog is no substitute for an established system of appraisal. The former bureaucrat said that the established practice is that a Public Investment Board (PIB) headed by the expenditure secretary appraises all new schemes that involve large investments. The erstwhile Planning Commission – under the Manmohan Singh-led United Progressive Alliance government – used to have a Project Appraisal Division (PAD) that had expertise in evaluating such schemes and projects. The PAD would give inputs to the PIB for appraisal. The PIB's recommendations on the scheme would then be looked at by the Cabinet for a final decision. The former IAS officer, who headed the PAD and PIB, noted that PAD and PIB inputs added value to schemes. "While recommending a scheme to the Cabinet with improvements, I remember setting apart a small percentage of the investment for independent social audits to provide feedback during implementation," he noted. He also added that NITI Aayog "woefully lacks the required expertise, as PAD used to conduct social-cost social-benefit appraisal, which NITI Aayog is not in a position to do." BJP chief calls upon partymen to adopt booth-centric strategy
Hyderabad: Telangana BJP chief N Ramchander Rao stressed at the concluding session of the mandal and division presidents' workshop held in Ghatkesar, calling upon party workers to adopt a booth-centric strategy to secure electoral victory. Addressing the meeting on Wednesday, he highlighted the indispensable role of party workers and underscored the position of grassroots engagement as the cornerstone of the BJP's political campaign in Telangana. Rao opened by urging every worker to commit wholeheartedly to the mantra, 'Victory is born in the booth,' asserting that the path to securing constituencies—and ultimately, the state—begins at the polling booth level. He emphasized that workers are the lifeblood of the party and must be recognized, respected, and encouraged for their efforts. The workshop served as a strategic forum for reinforcing the party's outreach goals. Rao stressed the importance of addressing local issues across divisions and mandals and holding the incumbent state government accountable for its failures. He stated that BJP leaders must become the voices of the people and actively bring their grievances into public discourse. Turning to achievements at the national level, Rao spotlighted several flagship initiatives under Prime Minister Narendra Modi's leadership. He cited the success of the Pradhan Mantri Jan Dhan Yojana, which has brought 80 crore citizens into the banking system, making them direct participants in the national economy. By leveraging Direct Benefit Transfer (DBT), he explained that beneficiaries now receive financial aid without the interference of middlemen, effectively curbing corruption. Rao drew contrasts between the current central government and the preceding United Progressive Alliance (UPA), accusing the latter of widespread scams and neglecting public welfare. In contrast, he described Modi's tenure as transformative, particularly for marginalized communities. He also highlighted social security schemes such as the Atal Pension Yojana, Pradhan Mantri Suraksha Bima Yojana, and Pradhan Mantri Jeevan Jyoti Bima. He revealed that Telangana alone has 48 lakh beneficiaries, indirectly impacting 1.5 crore family members, underscoring the tangible reach of these initiatives. Further, Rao praised the Pradhan Mantri Mudra Yojana for empowering youth and entrepreneurs by offering interest-free or low-interest loans. He noted that this scheme has sparked financial independence among lakhs of young individuals and contributed to the growth of small and medium-sized enterprises across the nation. He asked the leaders and party workers to make concerted efforts to win every booth, secure every constituency, and make Telangana a BJP stronghold. For this, he stressed the core BJP vision of grassroots empowerment, transparency in governance, and inclusive development.

Nine flagship government schemes exempt from standard appraisal till 2031
The government has decided to keep nine flagship schemes outside the ambit of the ongoing appraisal process for central sector programmes for the next five years, starting April 1, 2026. In a letter dated July 4, the Department of Expenditure instructed the respective ministries and departments to exclude schemes such as the Ayushman Bharat , Pradhan Mantri Jan Arogya Yojana , PM Kisan , Ujjwala Yojana and PM Jan Dhan Yojana from the standard appraisal process as these, with far-reaching social implications, will be evaluated and appraised in detail by the Niti Aayog's Development Monitoring and Evaluation Office. Centre to offer SASCI scheme to Meghalaya for redevelopment: FM Nirmala Sitharaman
Shillong (Meghalaya) [India], July 11 (ANI): Union Finance Minister Nirmala Sitharaman, while addressing a public gathering in Shillong, Meghalaya, said that the government will offer the Scheme for Special Assistance to States for Capital Investment (SASCI) to Meghalaya to assist the state in the process of redevelopment. Under this Scheme, the government will provide 50-year interest-free loans to the state government. Additionally, the Finance Minister, Nirmala Sitharaman, also announced some projects in Meghalaya under the SASCI scheme. The minister is on a 4-day visit to the northeastern state of India, where she will interact with Industry stakeholders, beneficiaries of the payment ecosystem service program and many others in the upcoming days. Among the major projects, the redevelopment of the iconic Lake Umiam has been sanctioned at a cost of Rs 99 crore. Another Rs 99 crore has been earmarked for the development of a modern MICE (Meetings, Incentives, Conferences, and Exhibitions) infrastructure at Mawkhanu, for which the foundation stone has already been laid. In a major boost to sports infrastructure, a world-class football stadium is proposed at Mawkhanu with a massive investment of Rs 732 crore under the SASCI scheme. Further, to promote women's safety and support working professionals, a network of working women's hostels is planned in Shillong, Jowai, Byrnihat, and Tura at a total cost of Rs 132 crore. To enhance digital access and learning in remote areas, the state has constructed and inaugurated 75 digital libraries out of the 750 sanctioned, with a total project cost of Rs 162 crore. Outside of the SASCI Scheme, the foundation stone for the construction of the Office cum Residential complex of the Central Board of Indirect Taxes and Customs (CBIC), Unsawli, New Shillong. Project Cost: Rs 256 crore. The foundation stone for the Indian Institute of Corporate Affairs (IICA)-NE Chapter, Umsawli, has been laid. While addressing a public program in the state capital, Nirmala Sitharaman also highlighted that under the Pradhan Mantri Jan Dhan Yojana, 8.64 lakh bank accounts have been opened, driving financial inclusion across the state. Additionally, the Pradhan Mantri Jeevan Jyoti Bima Yojana has seen 5.5 lakh enrolments for life insurance cover. In contrast, nearly 1 lakh individuals have availed of accidental insurance under the Pradhan Mantri Suraksha Bima Yojana. Over 1.5 lakh houses have been built under the PM Awas Yojana, significantly improving housing access for the underprivileged. In the water and sanitation sector, the Jal Jeevan Mission has provided tap water connections to 5.3 lakh rural households, increasing rural tap water coverage from just 4,550 households in 2019 to an impressive 82.85 per cent as of July 2025. Under the Swachh Bharat Mission (Rural), over 3 lakh rural households have been provided with toilets, reinforcing the goal of achieving total sanitation. More than 3 lakh LPG connections have been released under the PM Ujjwala Yojana, improving access to clean cooking fuel for women and rural families. (ANI)
