HC slaps 20L fine on BIT for student's murder on campus

Ranchi: The Jharkhand high court on Tuesday slapped a fine of Rs 20 lakh on the Birla Institute of Technology (BIT), Mesra, to be paid to the parents of BIT student Raja Paswan, who was murdered by his seniors on campus on November 14, 2024. The court also formulated guidelines to be followed by educational institutions across the state while dealing with medical emergencies faced by students. Rejecting the appeal petitions filed by four accused students Mausam Kumar Singh, Abhishek Kumar, Sahil Ansari, and Irfan Ansari, the court of Justice Sanjay Prasad observed that the BIT failed in its duty to protect a student under its care, and that the institutional failure led to the loss of a human life. A medical dispensary or clinic, manned by one male and female doctor for every 500 to 1,000 students and equipped with medicine and life-saving drugs, should be operational in every school and college. A list of govt and private hospitals with ambulance facilities should be maintained. Names of hospitals and doctors with their contact numbers should be prominently displayed in notice boards in classrooms and key locations on campus, the order read. A portal or website for students and parents to air grievances should be created by the institute. A grievance cell and a students' monitoring team should be set up to liaison between students and institute,. CCTV cameras should be installed inside and outside classrooms and hostel entrances, it said. The court had earlier ordered the DGP and the state to formulate a SOP to ensure safety of students in educational institutions. Ranchi: A tripartite memorandum of understanding (MoU) was signed at the Birla Institute of Technology (BIT), Mesra on Wednesday between the institution, Jharkhand forest department and national remote sensing centre (NRSC), ISRO for setting up a Phenocam tower at the Hazaribag forest division and studying plants' responses to various seasonal and climatic factors. The Phenocam tower, equipped with a high-resolution digital camera linked with an ISRO satellite, will capture continuous images of vegetation in the forest division and study its responses to various factors. The MoU was signed in the presence of officials of the forest department, NRSC and BIT Mesra. The initiative will provide valuable datasets for tracking forest phenology, supporting climate research, enhancing carbon monitoring, and improving biodiversity conservation efforts in Jharkhand. Phenocams are stationary digital cameras installed at fixed points in forested areas to capture continuous images of vegetation. The photos capture various changes such as leaf emergence, flowering, and senescence, which are critical for studying plant responses to seasonal and climatic factors.

Ranchi: The director general of police, Anurag Gupta, Birla Institute of Technology (BIT), vice chancellor, Indranil Manna, dean and registrar of the technical university appeared before the Jharkhand high court on Friday in connection with the death of a student on the campus in 2024. Tired of too many ads? go ad free now The officers were directed to appear in the court of Justice Sanjay Prasad to explain reasons behind the death of a polytechnic student belonging to the Scheduled Caste category on the university campus last year. The HC, while hearing criminal appeal petitions of two convicts convicted for the murder of the victim, directed the DGP to formulate a standard operating procedure for providing security to students in educational institutions. The two convicts — Irfan Ansari and Abhishek Kumar — have been convicted for the murder of the student on the campus. Hitting at the management of Birla Institute of Technology, the high court judge observed that the death of a student belonging to SC category speaks of serious lapse in security on the campus. The death was the result of a clash between two groups where the deceased suffered 10 injuries causing his death. In course of arguments, the court was also informed that investigation of the case has been done by a police sub-inspector rather than an officer of the rank of deputy superintendent of police, which is the mandate of the SC and ST (Prevention of Atrocities) Act 1989. The court directed the BIT management to produce details of investigation done in the matter before the court on the next date of hearing on June 24. The incident had occurred on Nov 14, 2024 when the victim, a second year polytechnic student at BIT Mesra died in a clash. The dispute had risen over a selfie being taken by a girl student and ended up in a brawl with the victim and some senior students who beat him to death.
