Russian Commanders Blamed For Ukraine Drone Attack On Bomber Fleet

London: Russian military analysts are hunting for scapegoats after Ukraine stunned Moscow with weekend drone attacks that destroyed a number of strategic bomber planes, weakening a key component of Russia's nuclear arsenal. Aerospace forces commander-in-chief Viktor Afzalov and former defence minister Sergei Shoigu - now secretary of Russia's Security Council - are among those being publicly singled out for blame. The drone strikes have prompted accusations of negligence, complacency and corruption. How was it possible, commentators are asking, for nuclear-capable aircraft to be left exposed, unprotected by hangars, and for Ukrainian intelligence to smuggle the drones within close reach of air bases and unleash them with devastating effect? Two influential military blogs, Voyenkor Kotenok and Two Majors, said Shoigu had promised as far back as April 2021 to build more than 300 reinforced concrete shelters for aircraft, but this had not happened. Military analyst Vladislav Shurygin condemned the "blatant irresponsibility and negligence" of the aerospace command headed by Afzalov, accusing the top brass of failing to anticipate threats and learn from past mistakes. The Russian defence ministry did not immediately respond to a request for comment. Another blogger, Roman Alekhin, said the attacks had demonstrated Ukraine's ability to penetrate deep inside Russia with saboteurs. Moscow had underestimated its enemy, he said, comparing the blow to Japan's 1941 attack on the U.S. navy at Pearl Harbor. The heated online debate contrasts with near-silence from the authorities and scant coverage in state media. The Kremlin has said an investigation is underway. President Vladimir Putin on Wednesday condemned what he called terrorist attacks by Ukraine that killed seven people in southern Russia on Sunday, but made no reference to the strikes on the air bases that took place on the same day. BOMBER FLEET Russia operates two types of nuclear-capable heavy bomber planes - the Tu-160 and Tu-95 MS, which NATO calls the Blackjack and Bear-H, respectively. The Federation of American Scientists, in its annual review of Russian nuclear forces, said last month that it estimates Russia has only about 67 strategic bombers in its active inventory, although there is uncertainty about the numbers. It said Russia had historically housed all its strategic bombers at Engels, in the Volga region, and Ukrainka in the Far East. But in 2022, the first year of the war, it redeployed some bombers from Engels to Belaya in Siberia and Olenya in the northern Murmansk region, apparently assuming they would be less vulnerable there to Ukrainian attack. That assumption was disproved on Sunday, when Belaya and Olenya bore the brunt of the Ukrainian attacks. According to Western and Russian analysts, the aircraft that were hit were Tu-95 MSs and Tu-22 M3s - a type of intermediate-range bomber - though it remains unclear exactly how many were taken out. Satellite images of Belaya, obtained by Reuters and reviewed by military experts, showed at least several strategic bombers there were destroyed or badly damaged. Russian analysts estimated a dozen or more aircraft in total were damaged or destroyed at Belaya and Olenya. To replace them, military blogger Colonel Cassad wrote, it was likely that Russia would have to speed up production of the Tu-160 because it was only making four of those every year. Reuters could not verify that figure. Aviation analyst Alexei Zakharov said even if as many as 15 Tu-95 MSs had been taken out, it would only reduce the number of nuclear cruise missiles that Russia was capable of firing by fewer than 100. He noted that strategic bombers are only part of a much larger nuclear force including ground- and submarine-launched missiles. Even so, he said, Russia had learned a lesson that was "offensive and insulting. The main thing is that the right conclusions are drawn from this lesson".

U.S. Attorney for Massachusetts Leah Foley sharply criticized Boston Mayor Michelle Wu in a video released Wednesday morning, accusing Wu of creating 'false narratives' about the mission of federal immigration enforcement. The video is a response to comments Wu made during The WBUR Festival this weekend, where she labeled Immigration and Customs Enforcement, or ICE, 'secret police.' 'Every aspect of what's happening at the federal level is causing harm in our local communities,' Wu said. 'People are terrified for their lives and for their neighbors, folks getting snatched off the street by secret police who are wearing masks, who can offer no justification for why certain people are being taken and then detained.' But Foley, who was appointed by President Donald Trump's administration in January, shot back forcefully in the recorded statement, which came just days after she and other federal officials announced the arrest of nearly 1,500 people in Massachusetts. Foley called Wu's comments 'reckless and inflammatory.' 'Referring to federal agents as 'secret police' is offensive,' Foley said in the video posted to X. 'There are no secret police. ICE agents, along with other federal law enforcement partners, are making immigration arrests. That is no secret. They are arresting individuals who are here illegally, which is a violation of federal law.' 'Every enforcement action is conducted within the bounds of the Constitution and our laws with oversight, legal justification and accountability. To claim otherwise is a gross misrepresentation and a disservice to the public,' Foley continued. Foley repeated a claim made during the Monday press conference about the arrests, saying ICE agents are wearing masks to cover their faces for fear of their personal information being leaked online. She blamed Wu and others for spreading 'false narratives' about the agency's mission. Wu's claim that people are being 'snatched' off the street is 'offensive,' Foley said. 'On the contrary, every arrest or detention is pursuant to and sanctioned by federal law,' she continued. 'The U.S. Attorney's Office stands in support of our federal law enforcement partners, whose mission it is to protect the residents of Massachusetts, regardless of the noise being generated by politicians who either do not understand federal law or simply believe our nation's immigration laws should not be enforced. The Cincinnati Bengals and Hamilton County have been locked in negotiations on their lease involving Paycor Stadium. One of the more recent points in their negotiations has been the hopeful inclusion of funding from the state of Ohio after they initially proposed funding $600 million for the Cleveland Browns' brand-new stadium via bonds that would be paid back. That has since been called into question as it adds a ton of debt onto the state and the estimates for the Browns and Brook Park estimates were 'overly optimistic.' One thing that is for certain is there will be an added way of Ohio getting more tax money from legal gambling. It is just a matter of what it looks like. Dan Monk from WCPO recently wrote this on a promising new proposal, one that could actually mean that the Bengals are in better position to potentially get funding over the Browns: [Bill] Blessing introduced Senate Bill 199 on May 14 to propose a 2% fee on Ohio's sports betting handle, which is the total dollar value of all bets accepted by state-licensed sportsbooks. Ohio's handle was $8.9 billion last year, which means the fee could raise about $180 million per year, if approved. Blessing's proposal came one day after Sen. Nathan Manning, R-North Ridgeville, proposed the legalization of iGaming in Ohio in Senate Bill 197. It would allow online betting for casino games, including slot machines, poker and Blackjack, along with state lottery games and horse racing. Supporters claim it will raise up to $800 million in new taxes annually, money that could fund a reduction in state income tax or stadium projects. 'Just in talking with other members, there's a lot of skepticism over [Cleveland's financing plan],' Blessing said. 'They don't like the fact that it's bankrolled by state general revenue funds. I think that's probably one of the reasons why there's a mad dash to do iGaming as a potential alternative.' This could give us a better reason why the Bengals were so taken aback by Hamilton County hiring someone included in the Browns Stadium funding process. If they knew that support was waning for the Browns funding then hiring someone included in a possibly competitive process for funding could be problematic. In fact, the lawyer Hamilton County fired, Tom Gableman, actually had a hand in developing this proposal with Blessings. Essentially, the proposal deals out up to $200 million a year created by this two percent 'privilege fee' on each gambling transaction. The way that $200 is divided up would depend on several factors that favored the Bengals and Hamilton County after an agreement would be set up for a 10 to 20-year lease agreement. 'The way we structured it, there were ten factors to allocate funding,' Gabelman told Monk. 'The age of the stadium, capacity of the stadium, the public use of it, how many years are left in the term, or the new term. The amount of capital repairs put in by the local entity, by the team, and so on. Under those metrics, Paycor gets funded first.' This is still a proposal and is far from being set in stone, but it is a far easier pill for taxpayers to swallow than outright paying for the Browns to make a stadium from scratch outside of Cleveland and footing the entire bill upfront. This would still allow funding to go to the Browns, but it'd be much more of a supplemental payment than the original proposal. That ultimately fits the needs of the Bengals and Hamilton County much better. This all still depends on the two sides coming to an agreement before their deadline, which is less than a month away. Hamilton County's changing negotiators certainly put that process in more doubt than it appears they needed to. Hopefully, it still gets done, and the Bengals stay by the river for generations to come.
