The offences allegedly took place at Peamount Road, Newcastle, Co Dublin, on November 23, 2023.
Mr Foster is also charged under Section 15a of the Misuse of Drugs Act, where the alleged value of the cannabis was more than €13,000.
A state solicitor said the book of evidence was ready and had been served on the accused, who goes forward to the next sittings of Dublin Circuit Criminal Court.
Judge Gerard Jones gave Mr Foster the formal alibi caution.
The judge also assigned defence solicitor John Feaheny and one junior counsel on free legal aid.
Given the value of the drugs and the likely sentence Mr Foster faces if convicted, Judge Jones also assigned a second senior counsel on free legal aid. Mr Foster has not yet indicated a plea to the charges.
