Pune: The Manipal Group's acquisition of a majority stake in the Sahyadri Group of Hospitals continues to raise eyebrows. The joint charity commissioner of Pune division has initiated an inquiry against Sahyadri for non-disclosure of the deal. This comes shortly after the Pune Municipal Corporation sent two notices seeking an explanation from the hospital on the effect the deal might have on land ownership and health schemes coverage. Joint charity commissioner Rajni Kshirsagar said, 'Sahyadri hospital has not given us any information about the recent transaction. Based on the news reported in the media, we have started an investigation through an inspector two days ago. Further action will be taken after the investigation report comes.' Being a charitable hospital, it is entitled to multiple benefits under taxation. The management was bound to inform the joint charity commissioner's officer regarding any change in ownership or management of the hospital, which Kshirsagar said Sahyadri failed to do. Furthermore, a letter was sent by advocate Sushrut Kamble to the officer of joint charity commissioner, alleging multiple violations of rules in these transactions. In 1998, PMC leased a 23,000 sqft plot in Deccan to Konkan Mitra Mandal Medical Trust for a nominal fee of Re 1 per year, for 99 years, to provide affordable healthcare to the needy. The trust later built Sahyadri hospital on the plot. After news of the transaction came out, PMC's estate department and the health department issued a show cause notice, asking the hospital management for clarification on any changes in the ownership of the leased land and healthcare under various schemes. In a statement, Amitkumar Khatu, Sahyadri's chief legal and compliance officer, said the transfer of shares to Manipal Group will not affect patient service, management, or the organisation's values. Hospital's legal team meets civic chief Earlier in the day, the Sahyadri Group of Hospitals' legal team met with municipal Commissioner Naval Kishore Ram, as well as officials from PMC's health and estate departments. An official who attended the meeting, on the condition of anonymity, said, 'There was a meeting between PMC officials and the Sahyadri management. The issues raised by various media reports pertaining to the recent transaction were discussed. The legal head of the hospital gave verbal clarification that they will soon submit documents pertaining to questions raised about the transaction and other legal matters.' Pune Municipal Corporation had raised questions about the proposed deal and whether or not it would affect the current health services provided by the hospital for patients covered under various govt-run health insurance schemes. The civic body also raised questions about changes, if any, pertaining to the land ownership following the deal.

Pune, Jul 4 (PTI) Academician Dr Umakant Dash has been appointed the new Vice-Chancellor of the Pune-based Gokhale Institute of Politics and Economics (GIPE), the institute said on Friday. The GIP was established in 1930 by the Servants of India Society, a body founded by freedom fighter Gopal Krishna Gokhale in 1905. The 95-year-old institute has been in the eye of the storm for the last few months. It saw dramatic developments over the chancellor's post as well as the arrest of a functionary for alleged misappropriation of funds. According to GIPE website, it is the oldest research and training institute in economics in the country. The institute is dedicated to research into the socio-economic dimensions of Indian society and carries forward the legacy of Gokhale. Over the decades, the institute has established strong credentials in empirical and analytical research, said the website. The institute, registered under the Societies Registration Act, 1860, and the Bombay Public Trusts Act, 1950, was awarded the status of deemed to be a university in 1993. Nashik: Police have filed a cheating case against 37 people, including builders, developers, and architects, for unlawfully appropriating six acres of land without proper ownership rights. Since 1990, these people have been illegally leasing and selling the six-acre property despite lacking ownership rights. At present, the city police occupy three acres of this land on lease — the offices of the deputy commissioner of police (Zone 1) and the city traffic branch are located here. DCP (Zone 1) Kirankumar Chavan said the NDC members and developers created fraudulent documents and submitted them to govt offices to finalise land transactions. This deception of various departments, including revenue, home, town planning, and law and judiciary, resulted in fraud estimated at Rs 300 crore (present valuation). The property transactions involved both leasing and selling of the six-acre plot, with three acres currently used by the DCP and traffic offices. Nashik Diocesan Trust Association (NDTA) Pvt Ltd was established in 1943 under the Company Act, 1913. Following Independence, the Bombay Public Trusts Act, 1950, was implemented. Subsequently, in 1954, certain directors and members of NDTA registered a charity trust called Nashik Diocesan Council, bearing a similar name to NDTA.

NEW DELHI The Union Ministry of Home Affairs has granted the Foreign Contribution (Regulation) Act (FCRA), 2010, registration to the Chief Minister's Relief Fund of Maharashtra, enabling it to receive foreign donations for 'social' programmes. This is the first time that a State government relief body has been granted permission to receive foreign funds under the Act to supplement financial assistance to those affected by natural calamities, major accidents, communal riots, terrorist attacks or those in need of medical and educational help. The relief funds of State governments usually run on domestic donations and contributions. In 2018, India had declined foreign aid for Kerala flood relief. The Chief Minister's Relief Fund (CMRF) of Maharashtra is registered as a Trust under the Bombay Public Trusts Act, 1950, its website said. It is managed by the State of Maharashtra under the chairmanship of Chief Minister who exercises overall supervision and control over the funds. According to a tender floated in February, the average number of transactions handled by the CMRF are between one lakh and 1.5 lakh per year. The Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund or the PM CARES Fund – set up in March 2020 to tackle distress situations such as that posed by the COVID-19 pandemic – was exempted from the FCRA provisions, and a 'separate account for receiving foreign donations' was opened. Registration mandatory The Home Ministry regulates foreign donations through the FCRA to ensure that such funds do not adversely affect country's internal security. It is compulsory to register under the Act, first enacted in 1976, if an association, group or NGO intends to receive foreign donations. The 1976 Act was repealed and replaced with a new legislation in 2010. It was further amended in 2020. Registered associations can receive foreign contributions for social, educational, religious, economic and cultural programmes. This year, FCRA registrations were granted to 244 NGOs or associations, including the Ramakrishna Mission in Kolkata, the Ramakrishna Mission Hospital in Itanagar, and seven Buddhist associations. As on Friday, there were 16,141 FCRA-registered NGOs in the country.

A bench comprising Justice Abhay Oka and Justice Augustine George Masih overturned the Karnataka High Court's judgement, which had ruled that the property belonged to the ISKCON Society, Mumbai. The top court was hearing the plea of ISKCON Bangalore against the Karnataka Court's decision over control of the iconic Hare Krishna temple and educational complex in Bengaluru. ISKCON Bangalore had moved the top court on June 2, 2011 challenging the high court's verdict of May 23, 2011, news agency PTI reported. In the plea, ISKCON Bangalore, represented by its office-bearer Kodandarama Dasa, contested the high court judgment that overturned a 2009 order of a local court in Bengaluru. The trial court had earlier ruled in favour of ISKCON Bangalore and recognised its legal title. It also granted a permanent injunction against ISKCON Mumbai. However, the high court reversed the trial court's ruling and upheld a counterclaim by ISKCON Mumbai, granting them control over the temple. ISKCON Bangalore, a Karnataka-registered society, contends that it has been operating independently and managing the Bengaluru temple for decades. ISKCON Mumbai, registered under the national Societies Registration Act of 1860 and the Bombay Public Trusts Act, 1950, claims that ISKCON Bangalore is merely its branch and that the property in question rightfully belongs under its jurisdiction.
