Integrating digital immunity education : A crucial step for Morocco's educational reform

Integrating digital immunity education into the national education system is «crucial», stated Rahma Bourqia, President of the Higher Council for Education, Training, and Scientific Research (CSEFRS), on Wednesday in Rabat. «We are living in an era of profound digital transformation, where social networks are affecting the cognitive abilities of a generation that has not benefited from digital education», Bourqia noted at the opening of the Council's General Assembly. The session was dedicated to reviewing the draft report on «Pioneering Schools», prepared by the National Evaluation Authority under the CSEFRS. Technological progress, she said, now poses a significant challenge for the education system, which is struggling to keep pace with rapid developments and their impact. «If the education system fails to catch up, we risk creating digital beings detached from reality and subjected to the influence of algorithms», Bourqia warned. Addressing this challenge, she emphasized, requires more than just learning to use digital tools or integrating them into classroom instruction. It calls for educational reforms that accompany the ongoing cultural revolution and empower young people to engage critically with the digital world, using the analytical skills developed in school. Bourqia stressed that achieving these goals involves adopting an approach that both consolidates existing gains and injects fresh momentum into current priorities. It also requires implementing new mechanisms to ensure the Council's effective action. She described the next phase as decisive in driving change, accelerating essential reforms, and designing innovative tools that can structurally address the system's shortcomings and achieve lasting progress. In this context, Bourqia highlighted the need for stronger coordination between all institutions involved in education, training, and scientific research to achieve the desired transformation and generate tangible improvements in the education system. The General Assembly also featured a presentation of the results and conclusions of the evaluation of the «Pioneering Schools» initiative by the National Evaluation Authority, as well as the introduction of a project to establish a working group on continuing education.

Who is Rahma Bourqia, New Head of Morocco's Higher Council for Education?

Rabat – King Mohammed VI today appointed Rahma Bourqia as the President of the Higher Council for Education, Training, and Scientific Research. Born in 1949 in Khemisset, Bourqia is a well-known Moroccan academic and sociologist. She holds a doctorate in sociology from the University of Manchester in the UK and is a professor at Mohammed V University in Rabat. She previously made history as the first woman to serve as the president of a Moroccan university, leading Hassan II University in Mohammedia. She was also the first woman to become a member of the Academy of the Kingdom of Morocco. Bourqia has held several important positions in education and research. She was the director of the National Evaluation Authority at the Higher Education Council and a member of the National Committee for Program Accreditation and Evaluation at the Ministry of Higher Education. She also served on the advisory committee for the revision of the Moroccan family code, known as the Moudawana. As a researcher, Bourqia has contributed significantly to the study of Moroccan society. She has published many articles and books in Arabic, French, and English about Morocco's history and culture, such as 'The State, Power and Society' and other feminist essays. She has also worked as a visiting professor and lecturer at universities in the United States, Europe, and the Arab world. Bourqia was also recognized with an honorary degree honoris causa from Indiana State university in the USA in 2006, from Liege University in Belgium and from Université Paris Ouest Nanterre in France in 2010. In addition to her academic work, Bourqia is an advisor to several international organizations and has coordinated research programs in Morocco and abroad.
