Lebanese Cabinet cancels 2025 Brevet exams, confirms election plans

The government approved a request from the Ministry of Education to exempt students in both public and private schools from taking the official Brevet exams in 2025, replacing them with school-issued certificates. On the municipal elections, President Joseph Aoun reaffirmed that the Interior Minister is working to ensure they are held on schedule. He also confirmed that security appointments, including those of members of the Military Council, would be completed soon. Additionally, the Cabinet approved the World Bank's proposed mechanism for prioritizing areas eligible for emergency support and appointed Judge Jamal Al-Hajjar as Lebanon's new Cassation Public Prosecutor.

PM Nawaf Salam says: A transparent and efficient state administration is essential for good governance

Following a cabinet session, Lebanon's Prime Minister Nawaf Salam emphasized the government's commitment to establishing a neutral, transparent, and efficient state administration as a cornerstone of governance. He stressed that 'there is no state without an administration,' as it serves as the backbone of governance and a key tool for serving citizens. Salam outlined the government's approach to appointments, which is based on nine key principles: priority, competition, public announcement of vacancies to ensure transparency, inclusivity to guarantee equal opportunities, avoidance of conflicts of interest, flexibility and rotation, diversity of expertise, participation, accountability, and safeguarding the rights of people with disabilities. He further explained that the appointment process would be open to both internal and external candidates, urging second-category public sector employees to apply for first-category positions. 'The state needs young blood,' he stated, emphasizing the importance of fresh talent in revitalizing public institutions. He announced that the government formed a ministerial committee last week to study and modernize the public sector, along with another committee to examine digital transformation in public administration. Following Salam's remarks, Minister of Information Paul Morcos clarified that the government has not yet canceled the Brevet exam, nor has the cabinet reviewed the matter. He stated that the proposal by the Minister of Education will be studied before any decision is made. Morcos also confirmed that the appointment mechanism retains the role of the relevant minister, who will propose a list of candidates from outside the public sector, while the final decision remains with the cabinet.

Karami emphasized that it is up to the Cabinet to approve or reject the proposal. She urged both administrators and students to continue their preparations for the exams, stressing their importance as a national assessment tool. She also pointed out that the curriculum development project will include improvements to evaluation and assessment methods, adopting a competency-based approach.

As part of the preparations for the official exams, Minister of Education and Higher Education Rima Karami held a series of administrative and educational meetings with the Director General of Education and Chairman of the Exam Committees Fadi Yarak, and with the Head of the Educational Center for Research and Development Hiam Eshak, and their teams. During these meetings, the administrative, educational, and logistical preparations for conducting the official exams for the Baccalaureate certificate in its four branches in the last week of June were discussed. The minister indicated that she had sent a draft decree to the Cabinet requesting approval to cancel the official exams for the Brevet (middle school certificate) for this academic year and replace them with school exams. She noted that the draft had been forwarded to the State Shura Council in preparation for its presentation to the Cabinet. The minister confirmed that the decision lies with the Cabinet, whether to approve the draft or not. The minister called on the administration and candidates to continue their preparations for the exams, as they are the official means of assessment at the national level. She also mentioned that the curriculum development project will include the development of assessment and measurement methods based on competencies and competency-based evaluation.
