EU defense and foreign ministers have a lot on their plates for their meeting today in Brussels. They will sign off on new sanctions against Russia, including measures against its shadow fleet and its hybrid attack arsenal. Top diplomat Kaja Kallas is also expected to announce that the EU's rapid deployment capacity, an initiative three years in the making to allow the bloc to quickly deploy up to 5,000 troops, is now operational, according to a senior EU official. But budget matters may not be top of mind for those assembled, as Ukrainian President Volodymyr Zelenskiy will also meet with Turkish President Recep Tayyip Erdogan in Ankara. The looming question is whether they'll be joined by Russian President Vladimir Putin. While Putin himself initially proposed the talks, late last night he named a low-level delegation to represent his government. Any talks would mark the first direct Ukraine-Russia meeting in years.

EU Aims to Sever Energy Ties With Moscow

More than three years after Russia invaded Ukraine, the EU will today lay out measures to sever its last remaining energy ties with what was its biggest supplier of fossil fuels. While the bloc has massively diminished its energy imports from Moscow and weathered a painful increase in prices, imports of liquefied natural gas from the country have climbed. Energy commissioner Dan Jorgensen will announce a phased approach to stopping all gas supplies from Moscow by the end of 2027, with concrete measures to do so set to be put forward next month, we've learned. But much uncertainty remains, including how much support there is among the 27 member states, if a peace deal between Russia and Ukraine is on the horizon, and whether the US under Donald Trump can continue to be a reliable energy partner.
