Thruway authority hires firm for study of Grand Island bridges
ALBANY — The New York State Thruway Authority has selected a Buffalo-based engineering firm to lead a $1.6 million federally funded study of the four Grand Island bridges and the I-190 corridor. During a meeting on Tuesday, the Thruway Authority's board of directors unanimously agreed to hire WSP USA, Inc., formerly Parsons Brinckherhoff, to conduct a planning and environmental linkages study. The assessment will include, 'an analysis of the bridges against the regional transportation network's current and future needs, an investigation of feasible project alternatives and an examination of social, economic and environmental conditions.' In addition, the study will involve a Life Cycle Cost Analysis and result in the development of a forecast for future toll revenue. The study will be conducted under a two-year contract that includes an option for a third year and will be performed in cooperation with the Greater Buffalo Regional Transportation Council, a metropolitan planning organization covering Erie and Niagara counties. The finished product is expected to help guide future maintenance, rehabilitation and potential reconstruction activities involving the bridges and the thruway corridor. The cost of the study will be covered under a planning grant awarded to the Thruway Authority last year under the Bridge Investment Program, which is funded through the federal Bipartisan Infrastructure and Jobs Law. In an announcement on the awarding of the grant, Thruway Authority Executive Director Frank G. Hoare noted that the original Grand Island bridges were built in the 1930s and have become 'increasingly expensive to maintain due to both their age and structural complexity.' He said at the time that the funding would allow the authority to 'enhance the safety and improve the efficiency and reliability of the bridges for all who travel over them for generations to come.' The Grand Island Bridges serve more than 47.5 million vehicles annually and are part of a commercial corridor that links an estimated $23.7 billion in US-Canada freight trade. They are also the only connection points between the 21,000 residents of Grand Island and the mainland.

John Roberts again rebukes calls to impeach judges following Trump's attacks on judiciary
Chief Justice John Roberts issued a rare statement in March after President Donald Trump called for impeaching a judge who ruled against his administration. Roberts said then that impeachment 'is not an appropriate response to disagreement concerning a judicial decision.' While seemingly not wanting to delve into the issue, the chief justice reiterated his stance on Wednesday. He spoke in Buffalo, New York, with Buffalo-based U.S. District Judge Lawrence Vilardo. Vilardo raised the subject, and Roberts noted that he had 'already spoken to that,' adding that impeachment 'is not how you register disagreement with decisions.' (The exchange comes at about 1:40 in this clip from C-SPAN.) Roberts didn't mention Trump, and his comment was in keeping with other broad statements he made in Buffalo about the importance of judicial independence. While arguably stemming from the same independent root, his appearance thus stood in contrast to Justice Ketanji Brown Jackson's speech to a judicial conference in Puerto Rico earlier this month. There, the Biden appointee lamented that judges across the country 'are facing increased threats of not only physical violence but also professional retaliation, just for doing our jobs.' She said 'the attacks are not random; they seem designed to intimidate those of us who serve in this critical capacity.' Chief Justice John Roberts defends independent judiciary as Trump officials criticize courts
Chief Justice John Roberts stressed the importance of an independent judiciary Wednesday in remarks delivered at a time when Trump administration officials are frequently criticizing courts that have blocked their policies. Roberts, speaking at a public event in Buffalo, New York, said an independent judiciary is a key feature of the U.S. constitutional system that had not existed in other countries when it was founded. "In our Constitution ... the judiciary is a co-equal branch of government, separate from the others, with the authority to interpret the Constitution as law and strike down, obviously, acts of Congress or acts of the president," he said. "And that innovation doesn't work if ... the judiciary is not independent," he added. "Its job is to, obviously, decide cases but, in the course of that, check the excesses of Congress or the executive, and that does require a degree of independence." Follow live politics coverage here Roberts, responding to a question from Buffalo-based U.S. District Judge Lawrence Vilardo, was not addressing President Donald Trump specifically, and his comments were mild compared with forceful remarks liberal Justice Ketanji Brown Jackson made last week. Vilardo also asked Roberts about calls from Trump and his allies to impeach judges who have ruled against the administration. Roberts pointed to a statement he had issued on the subject and did not elaborate further. "Well, I've already spoken to that. You know, impeachment is not how you register disagreement with decisions," Roberts said. Referring to the Supreme Court's taking up cases on appeal, Vilardo said, "That's what you're for, right?" "That's what we're there for," Roberts replied. Last year, Roberts authored the majority opinion when the court ruled that Trump had some immunity from criminal prosecution for acts taken during his first term in a decision that boosted Trump's re-election bid. The court hears oral arguments next week on Trump's effort to end the constitutional right to birthright citizenship for anyone born in the United States. Roberts, a conservative appointed by President George W. Bush in 2005, was in Buffalo to mark the 125th anniversary of the U.S. District Court for the Western District of New York. He spent his early years in Buffalo, he noted, but after he moved to Indiana he changed his allegiances from the Buffalo Bills to the Chicago Bears.
