Rain havoc continues in Patna, posh areas remain waterlogged
1 2 Patna: With intermittent rainfall since Saturday, Patnaites woke up to an overcast sky and waterlogged roads on Monday, even as rain continued to lash the city. Commuters navigated knee-deep water as numerous arterial roads in the state capital remained waterlogged. Low-lying areas such as SK Puri, Boring Road, Patliputra, Jakkanpur, Kadamkuan, Rajendra Nagar, Exhibition Road, Lohanipur, Thakurbari Road, Langar Toil and Kankerbagh reported significant waterlogging of up to two-three feet, with many commuters stuck in traffic snarls and witnessing vehicle breakdowns, adding to the distress. Many shops in the inundated localities kept their shutters down and shifted their goods to secured places, with water inside several stores. The dug-up roads for civic utilities, including laying underground pipelines, electricity and phone wires, and construction of drains, among other big projects of metro rail and flyover in several localities, added to the woes. "It is difficult to spot the dug-up portions and even potholes in submerged road," said Anushka Sinha, a resident of Digha Road. Rohita Sharma of Ashok Nagar said that not even an inch of water was drained out in his locality since Sunday afternoon. "The continuous rain makes it difficult for the residents to go out. We have complained to the ward councillor, Ranjeet Kumar, but no action has been taken so far," he said. Garima Singh, a resident of Kadamkuan, said she went out in knee-deep water to buy home essentials. "I tried to order the essential items online, but they refused to deliver the orders in our locality due to waterlogging. Every time it rains, the entire road is submerged in water, forcing people to stay indoors," she said. Meanwhile, as the rain continued to create havoc, several trees fell in different localities, including Chowk in Patna City, where two houses were also partially damaged. Road construction minister Nitin Nabin assessed the drainage systems in several areas such as Sipara, 70 Feet Road, Adarsh Nagar and Pragati Nagar. He gathered information from the officials and teams present at each site about the current situation, ongoing work and upcoming challenges. The minister instructed that drainage work in affected areas be completed swiftly, utilizing all necessary resources in a timely manner. He also directed officials to identify all affected areas and monitor them regularly to ensure improved drainage. Additionally, he emphasised the importance of cleanliness. Nabin made it clear that any negligence in pumping out water from affected areas would not be tolerated. He said that public convenience is of utmost importance, and that the civic bodies' priority is to restore normalcy as quickly as possible. Urban development and housing minister Jibesh Kumar instructed the officials concerned to conduct physical inspections and promptly address the issue of waterlogging. "Patna Municipal Corporation and Buidco teams are working on a war footing to drain rainwater. So far, 740 complaints have been received via the toll-free number from different areas. The corporation addressed these challenges," the minister said, adding that the officials of the civic body were asked to resolve the waterlogging problem within a few hours of receiving complaints.

State adopts Hybrid Annuity Model for big road projects
1 2 Patna: Road projects, including the expansion of the JP Ganga Path in Patna and new roads along the river in Munger and Bhagalpur, will now be constructed using the Hybrid Annuity Model (HAM), said road construction minister Nitin Nabin on Tuesday. "The first step towards constructing international-standard roads on the lines of the central govt's HAM has been taken with the contract award for the at grade and elevated road along Ganga from Digha to Koilwar. Now, the construction of a four-lane at grade road and a four-lane elevated road along Ganga from Safiyabad to Bariarpur Ghorghat in Munger and from Sultanganj to Sabour via Bhagalpur will also be undertaken under this model," he said at a press conference. He added that this project will be implemented in two sections. "The first section, from Safiyabad to Bariarpur Ghorghat in Munger, will be 42-km long with 12.72km elevated road, featuring two toll plazas, 16 ghats and a rest area spanning approximately 5000sqm. The second section, from Sultanganj to Sabour, will be 40.8-km long, including 26.05km at grade road and 14.76km elevated. "This method primarily involves a deferred payment system. The HAM-based projects have a construction period of four years, and the contractor is responsible for their maintenance for the next 15 years. During the four-year construction period, the govt will pay only 40% of the total project cost to the contractor, with the remaining 60% invested by the contractor," he said. PM inaugurates six sewage treatment plants under Namami Gange project
Patna: through video conferencing on Friday inaugurated six sewage treatment plants (STPs), including five in Patna district and one in Begusarai, under the Namami Gange project. The Digha facility, pegged to be the state's largest STP, has a capacity of processing 100 MLD (million litres per day), while the Kankarbagh plant can treat 50 MLD effluent. These two state-of-the-art facilities, constructed at the cost of Rs 1,187.86 crore, will treat effluent from a large portion of the city before releasing it into the Ganga river. One each STP was opened at Mokama, Fatuha and Bakhtiyarpur in the Patna district. The project was executed by the Bihar Urban Infrastructure Development Corporation Limited (Buidco), said officials. However, the project faces some pending challenges, particularly in networking infrastructure. A Buidco official said, "Under the plan, the Digha plant has a capacity of 100 MLD and a 303 km sewerage network, while the Kankarbagh plant, of 150 km sewerage line, has a capacity of 50 MLD. For the successful implementation of the project in Kankarbagh, the Patna Municipal Corporation area has been divided into six sewerage zones: Zone I-Digha, Zone II-Beur, Zone III and Zone IV (North)-Saidpur, Zone IV-Kankarbagh, Zone IV (south) and Zone V-Pahari and Zone VI-Karmalichak. " The Digha sewage and sewerage network plan includes wards no. 1 to 9, wards no. 20 to 26, and 28 (partially 50%), covering a total area of 3,395.50 hectares of the municipal corporation area, including the Patliputra Colony and surrounding areas. Sewage will be collected by gravity at the Digha sewage system with pumping stations having capacities of 104 MLD and 103 MLD. From the pumping stations, sewage will be directed to the Digha STP with a capacity of 100 MLD. The Kankarbagh sewage network plan covers ward numbers 29, 30 (partially 50%), 31 to 35, 44, and 45, spanning a total area of 886.50 hectares within the municipal corporation limits. In Kankarbagh area, sewage will be collected by gravity at pumping stations with capacities of 90 MLD and 110 MLD. From the pumping station, sewage will be directed to a 50 MLD capacity treatment plant in the area. Currently, the Agamkuan drain is tapping sewage at 20 MLD for treatment at the Kankarbagh 20 MLD plant, aiming to reduce the pollution load discharged into the Ganga. However, the networking phase, which involves laying pipelines to connect households to the STPs, is expected to take at least a year to complete. In Digha, only 150 km of the planned 303 km sewerage network has been completed. Of the required 11,314 manholes, only 4,105 have been constructed. Similarly, in Kankarbagh, just 80.08 km of the planned 150 km network is complete, with 3,527 manholes yet to be built. The project, which began on Dec 30, 2019, was initially scheduled for completion by Aug 29, 2022. While the STPs themselves are now operational, the household connection work remains incomplete. The Mokama facility, completed at a cost of Rs 300 crore under the Namami Gange project, will treat waste water for agricultural use. The Fatuha sewage treatment plant has been constructed near Garhochak village at a cost of Rs 49.21 crore.

Over Rs 20cr OK'd for 2 guest houses in Sultanganj: Dy CM
1 2 3 Patna: State urban development and housing department (UDHD) on Thursday approved construction of two guest houses (dharmashalas), including one for VVIPs, for Rs 20 crore at Sultanganj for 'kanwariyas', said deputy CM Samrat Choudhary on Friday. Lakhs of Shiva devotees, who start their pilgrimage from Sultanganj to Deoghar in neighbouring Jharkhand carrying Ganga water, particularly during the Hindu month of Shrawan, will get the facility, he added. Joint secretary, UDHD, on Thursday wrote to chief general manager, south Bihar subdivision of Buidco, requesting him to initiate the construction of the multistorey dharmashalas at Namami Gange Ghat in Sultanganj municipal council area. Choudhary said some of the rooms in the VIP dharmashala will also be available for the general public. "More than 1.5 lakh devotees of Lord Shiva come to Sultanganj every day during the holy month of Shrawan," he said, adding an administrative approval has been given to spend over Rs 11 crore on the construction of "Janata dharmashala" near Namami Gange Ghat and over Rs 8 crore for the super-special guest house. Choudhary said the CGM had requested the administration in March for providing the estimate and granting approval for the construction of two multistorey dharmashalas in Sultanganj. CM lays foundation for 1,327 urban infrastructure projects
Patna: CM Nitish Kumar on Tuesday laid the foundation stones for a total of 1,327 urban infrastructure development projects worth Rs 1,002 crore. These projects are being executed under the Chief Minister's Comprehensive Urban Development Scheme (CMCUDS) by the Bihar Urban Infrastructure Development Corporation Limited ( Buidco ). During the event held at the Integrated Command and Control Centre (ICCC), located near the Gandhi Maidan in Patna, the CM also inaugurated the integration and automation plan of the drainage pumping station under the Patna Smart City project by pressing a button. With the commencement of this integration plan, the drainage pumping stations in Patna will be monitored from the control room for water drainage. During the programme, a short film prepared by the urban development and housing department was shown to the CM. Nitish also released a brochure on the CMCUDS based on development plans. Earlier, Abhay Kumar Singh, secretary, urban development and housing department, welcomed the CM. During the event, Singh and Animesh Parashar, commissioner of Patna Municipal Corporation, provided detailed information about the projects to the CM. Similarly, administrative approval has been granted for a total of 703 projects in south Bihar, including 199 for road and 84 for drainage constructions, 317 for road-cum-drain construction, 10 for park development, 26 for street lighting, and 67 other projects," the communique said.
