Manila City Jail screens 'Green Bones' for PDL inmates
The Manila City Jail held a special screening of "Green Bones" for Persons Deprived of Liberty (PDL). On social media, the Bureau of Jail Management and Penology (BJMP) Manila City Jail Male Dorm shared some snaps of the inmates watching the 2024 Metro Manila Film Festival Best Picture on July 9. According to the post, the screening aimed to offer inmates a meaningful and reflective experience. It also served as a therapeutic and rehabilitative tool, encouraging PDLs to reflect on their life choices, express their emotions, and foster a more positive outlook toward change. The film, produced by GMA Pictures, is directed by Zig Dulay based on an original story by JC Rubio, senior documentary manager of GMA Public Affairs. It follows Domingo Zamora (Dennis Trillo), who is notorious for the murder of his sister and her daughter. Now that Domingo is up for parole, the newly assigned prison guard (Ruru Madrid) takes a personal interest in making sure that he remains behind bars no matter what. "Green Bones" won several awards at the MMFF 2024, such as Best Picture, Best Screenplay (Ricky Lee and MMFF 2023 Best Screenplay winner Angeli Atienza), Best Actor (Dennis), Best Supporting Actor (Ruru), Best Cinematography (Neil Daza), and Best Child Performer (Sienna Stevens). It also won First Best Picture, Best Actor (Dennis), Best Supporting Actor (Ruru), and Best Director (Direk Zig) at the 3rd Gawad Dangal Filipino Awards. Leonen calls for review of criminal laws
Supreme Court (SC) Senior Associate Justice Marvic Leonen has called for a review of the country's criminal laws, noting that 'outdated' crimes are still included. According to a statement, Leonen stressed that the Revised Penal Code still includes crimes such as dueling, unjust vexation, and malicious mischief. Leonen said this must be decriminalized. He also said that some penalties do not match the seriousness of the crime as he pushed for a transformative justice system that is rooted in empathy and compassion. He noted that those often caught breaking the law are the poor, who lead different lives from the privileged. 'We must offer them avenues such as restorative justice, not only to provide them with opportunities to exercise their rights, but especially to offer them a genuine chance at reform,' said Leonenn. 'We should proceed with the assumption that every human person has dignity and can live meaningful lives,' he added. He also urged the Bureau of Jail Management and Penology to implement reforms to reduce the suffering of individuals within the justice system. Meanwhile, Leonen stressed the importance of using the law to protect dignity and promote justice. 'Our focus should not be on unquestionably upholding established doctrines and systems, but in using the law to uphold human dignity and social justice in all phases,' he said. 219 inmates graduate from ALS at Bansud and Cagayan de Oro City Jail
A total of 219 persons deprived of liberty (PDLs) in Oriental Mindoro and Cagayan de Oro City completed their elementary and high school education through the Bureau of Jail Management and Penology's (BJMP) Alternative Learning System (ALS) for the 2024–2025 school year. At Bansud District Jail in Oriental Mindoro, 35 PDLs graduated. According to Jail Officer 3 Joefrie Anglo, BJMP MIMAROPA Regional Information Officer, the graduation, now in its eighth year, was held under the theme 'Henerasyon ng Pagkakaisa: Kaagapay ng Bagong Pilipinas.' Senior Inspector Nelmar Malilmata, Acting District Jail Warden, praised the six elementary and 29 junior high school graduates for their hard work. He thanked ALS facilitators, education partners, and prison teachers for making the program possible. 'Through initiatives like ALS, we give hope, empower PDL-learners to rewrite their life stories, and help them become productive members of society,' Anglo said. Certificates of completion were awarded by District ALS Focal Person Francisco Alinio, with official recognition from Public Schools District Supervisor Dr. Genalin Alinio. Keynote speaker Donalyn De Guzman Jamilla encouraged the graduates to continue learning throughout their lives. Meawhile, EPSA I Odesca Salazar commended BJMP personnel for implementing programs that help PDLs build better futures. The ceremony also marked the success of the Silid-Kulay ng Pag-asa classroom project, which was funded through proceeds from an October 2024 fun run. By February 2025, it had enrolled 52 PDLs, 23 in elementary and 29 in junior high school.

Over 85K PDLs released through paralegal services —DILG
FROM JUNE 2024 TO MAY 2025 A total of 85,183 persons deprived of liberty (PDLs) were released from June 2024 to May 2025 through the paralegal services of the Bureau of Jail Management and Penology (BJMP), the Department of the Interior and Local Government (DILG) said Friday. The DILG said 11,139 PDLs were granted good conduct time allowance (GCTA), 8,280 were released on probation, 23 on parole, and 8,825 on bail. Meanwhile, 7,431 PDLs were acquitted, 16,311 were released after fully serving their sentence, 340 were required to perform community service, and 3,570 were released on recognizance. The department said some 15,085 PDLs were also transferred to the Bureau of Corrections, provincial jails, drug treatment centers, and youth detention facilities. Around 5,667 cases were also permanently dismissed while 6,342 were provisionally dismissed. 'The BJMP paralegal program is a key intervention aimed at addressing jail congestion, helping qualified PDLs gain timely access to legal remedies for early release,' the DILG said in a statement. Meanwhile, it said that the BJMP is constructing 43 new jail buildings, including perimeter fences and standardized functional areas, nationwide. —VAL, GMA Integrated News

‘Justice will be served' to those Filipinos who were harassed by Russian prankster, Vitaly Zdorovetskiy
Vitaly Zdorovetskiy, a Russian-born prankster and YouTuber, is back in the custody of the Bureau of Immigration (BI) in the Philippines after briefly being transferred to a local jail facility to face charges. Vitaly Zdorovetskiy, a Russian prankster, is back in the Philippines' Bureau of Immigration custody after facing charges for harassment.(Bureau of Immigration) Vitaly, who gained infamy for harassing a security guard and multiple bystanders in Bonifacio Global City (BGC), Taguig, was labelled an 'undesirable' foreign national by immigration authorities. Immigration Commissioner Joel Anthony Viado made it clear that Zdorovetskiy would remain under BI custody. 'He will not be allowed to roam around as he is already seen as an undesirable alien,' Viado stated in an official statement. Zdorovetskiy has been in the BI's custody since 3 April, when he was arrested at a hotel in Pasay City. His arrest followed a mission order issued by the Bureau of Immigration in response to viral videos showing his disruptive and offensive behaviour in public spaces. One of the videos, which circulated widely online, showed him harassing a security guard and several passersby in BGC. On June 11, he was temporarily transferred to the Bureau of Jail Management and Penology (BJMP) to face multiple charges of unjust vexation filed before the Regional Trial Court (RTC) Branch 153 in Taguig City. However, after posting bail, Zdorovetskiy was returned to the BI Warden Facility (BIWF) in Camp Bagong Diwa. 'Justice will be served to the fullest extent,' Viado said. 'Foreign guests are expected to follow the law during their stay in the Philippines. We will not allow them to abuse our hospitality and disrespect our people and our country.' Now, what's next for Vitaly Zdorovetskiy Zdorovetskiy faces three counts of unjust vexation. If convicted, he could be sentenced to up to 18 months in jail. Notably, a petition recently surfaced, accusing him of verbally assaulting a Filipino surfing instructor in Boracay. While his legal team claims Zdorovetskiy has shown signs of remorse and is a changed man after spending two months in detention, many remain unconvinced. His lawyer said the YouTuber is willing to seek forgiveness from his victims should he be released. Interior Secretary Jonvic Remulla stated that deporting Zdorovetskiy has proven difficult.
