From The Hindu, May 6, 1975: Minister rules out demonetisation: Finance Bill adopted

New Delhi, May 5: The Finance Minister, Mr. C. Subramaniam, to-day ruled out demonetisation as an 'impracticable proposition'. Replying to the general debate on the Finance Bill in the Lok Sabha, Mr. Subramaniam said the Government had examined the suggestion made by some members that there should be demonetisation to check the parallel economy and contain black money. 'For the present, it looks an impracticable proposition,' he added. The House approved the Union Budget for 1975-76 after adopting the Finance Bill which in its final form provided for additional taxation amounting to nearly Rs. 255 crores. The Minister in his 60-minute reply touched on various aspects and announced total exemption of the entire printing industry and the ginning industry from the one per cent excise duty announced in the budget proposals. He expressed concern over the recent High Court decisions letting out known smugglers and assured the House that Government would relentlessly and ruthlessly carry out its measures not only against smugglers, but against hoarders, blackmarketers and other anti-social elements. Reviewing the impact of last year's anti-inflationary measures and subsequent decline in prices, Mr. Subramaniam cautioned the House against optimism as the situation was still not completely under control because of the domestic and international situation.

From The Hindu, May 2, 1975: Centre may float bonds in other countries

New Delhi, May 1: The Union Finance Minister, Mr. C. Subramaniam, is examining the possibility of floating short, medium or long-term Government of India bonds in countries like Philippines, Hongkong, Thailand, etc., to which the Indians residing in those countries, besides the nationals, can subscribe. He is also believed to be considering the scope for making some changes in the banking laws to provide for the holding of deposits of Indians resident in these countries in foreign currency instead of rupees. This is in response to the representations made by members of the Indian community who met the Finance Minister in Manila, where he was recently to attend the Annual Meeting of the Board of Governors of the Asian Development Bank. Members of the Indian community in Hongkong and Bangkok also met the Finance Minister when he was returning to India from Philippines. The Indian Chambers of Commerce in Manila, numbering about 100, had given him a reception while Indian bankers, insurance men and other businessmen, numbering about 200, met him in Hongkong. There was a similar informal meeting with Indian businessmen and traders in Thailand. Indians resident in these countries have done well in industry and trade but the events in Vietnam and Cambodia have filled them with a sense of uncertainty about their future.
