Foreign workers in Canada can still switch jobs while waiting for new work permits

Foreign nationals holding employer-specific work permits in Canada will continue to benefit from a temporary policy that allows them to change jobs or occupations without waiting for a new work permit. The policy, originally introduced during the COVID-19 pandemic, was updated on May 27, 2025, according to a report by CIC News. Under the updated public policy from Immigration, Refugees, and Citizenship Canada (IRCC), workers with closed work permits can request permission to begin a new job while their application for a new work permit is still being processed. Normally, these workers would have to wait until their new permit is approved before starting any new employment. Immigration, Refugees, and Citizenship Canada (IRCC) will confirm eligibility by email, usually within 10 to 15 days. Only after receiving this confirmation can the worker begin the new job. The main change is the removal of the exemption from submitting biometrics, which was part of the earlier policy. The current policy remains in effect until further notice but may be withdrawn without warning.

Canada: PM Carney outlines immigration priorities in new mandate letter

Canadian Prime Minister Mark Carney has issued a new mandate letter to his cabinet, emphasizing two key immigration priorities: reducing overall immigration to sustainable levels and attracting top global talent to support Canada 's economy. These objectives are among the top seven priorities for the federal cabinet moving forward, as per a report by CIC News. The mandate letter reiterates the Liberal government 's commitment to stabilizing permanent resident immigration levels, acknowledging that previous increases had placed strain on housing and public services. The government aims to admit 395,000 permanent residents in 2025, 380,000 in 2026, and 365,000 in 2027, aligning with the goal of keeping admissions below 1% of Canada's projected population of 41.5 million in 2025. In addition to managing immigration levels, the mandate letter highlights the importance of attracting skilled professionals to bolster critical sectors of the economy. Plans include updating the Global Skills Strategy to expedite work permit processing for eligible foreign workers and collaborating with provinces and territories to improve the recognition of foreign credentials and international work experience. According to the report by CIC News, this draw adds to a total of 32,929 ITAs issued so far in 2025. The Express Entry system continues to prioritise candidates through various streams. According to IRCC, this year's draws have mostly targeted applicants under the Provincial Nominee Program ( PNP ), followed by those with French-language proficiency and Canadian Experience Class (CEC). Canada's latest express entry draw explained: New immigrants wanted, but only via provinces

Canada continues to open its doors to skilled immigrants, but selectively. On April 28, Immigration, Refugees and Citizenship Canada (IRCC) issued 421 Invitations to Apply (ITAs) through a Provincial Nominee Program (PNP)-specific draw, with a minimum Comprehensive Ranking System (CRS) score of 727. Applicants needed to have submitted their Express Entry profiles before 5:11 PM UTC on September 9, 2024, as reported by CIC News. This marks the second PNP-focused draw in April, following the April 14 round which saw 825 ITAs with a higher CRS cut-off of 764. It signals a continued focus on provincial nominees as Canada navigates its 2025 immigration priorities. So far this year, 31,929 ITAs have been issued, mostly to PNP and French-speaking applicants. Notably, no general draws or Canadian Experience Class (CEC) rounds were held in April. The last CEC-specific draw happened on February 5, underscoring the government's shift toward targeted, category-based selections. Canada's broader immigration plan remains ambitious. The 2025–2027 Immigration Levels Plan aims to welcome 395,000 new permanent residents this year, with 232,150 spots allocated to economic immigrants, including those in the Express Entry system. For successful applicants, the program also extends to family members, spouses, common-law partners, and dependent children can be included in the PR application. Later, parents and grandparents may be sponsored or invited via the Super Visa program.

Canada: Changing schools? International students must get new study permit

International students in Canada must apply for a new study permit before transferring to a different school, beginning May 1, 2025. This policy marks a shift from earlier rules, where students could change their Designated Learning Institution (DLI) by simply updating their records through Immigration, Refugees and Citizenship Canada (IRCC), as per a report by CIC News. #Pahalgam Terrorist Attack Nuclear Power! Airspace blockade: India plots a flight path to skip Pakistan The new rule was first introduced on November 8, 2024, and interim measures were allowed until April 30, 2025. Under the new system, students must wait for a decision on their study permit extension application before beginning studies at a new DLI. Failure to comply may result in violations of study permit conditions. The IRCC has outlined specific scenarios where students are now required to apply for a new permit. These include changing DLIs at the post-secondary level or transferring from secondary to post-secondary institutions. However, students changing programs within the same DLI or moving within primary and secondary levels generally do not require a new permit—unless their current permit contains restrictions. According to the CIC News report, some exceptions still apply. Students facing unexpected circumstances—such as school closure, program cancellation, or the DLI losing its approved status—may begin their studies at a new DLI while their permit extension is being processed, provided they remain in Canada and continue meeting the terms of their original permit. (Join our ETNRI WhatsApp channel for all the latest updates) The study permit extension process involves applying through the IRCC website. Students must submit Form IMM 5709, copies of their passport and current study permit, proof of acceptance at the new DLI, evidence of financial support, and academic transcripts. A valid Provincial or Territorial Attestation Letter (PAL or TAL) and a letter explaining the reason for the transfer must also be included. If studies finish early, the permit will expire either on the printed expiry date or 90 days after program completion—whichever comes first. If studies continue beyond the permit's original expiry, a timely extension request is required. Permits can only be extended within the validity period of the applicant's passport. Students are advised to ensure their passports do not expire around the same time they intend to file for an extension. While awaiting IRCC's decision, students who submit their extension request before the expiry of their current permit may continue their studies under existing conditions. However, they must remain in Canada during this period. The updated rules are part of ongoing efforts by Canadian immigration authorities to tighten oversight of the international student program and improve compliance with study permit conditions.
