Srinagar: The Counter Intelligence Kashmir (CIK) wing of the Jammu and Kashmir Police on Saturday conducted extensive raids across four districts of the Valley in a terror-linked case involving recruitment and encrypted communication with cross-border handlers. Ten suspects have been detained for questioning. Officials said the searches were carried out in Srinagar, Budgam, Pulwama and Ganderbal after obtaining warrants from the special NIA court in Srinagar in connection with FIR No. 07/2023 under sections of the UAPA and IPC. A terror recruitment and financing module operated by Jaish-e-Mohammed (JeM) commander Abdullah Ghazi, alias Shaukat Ali, from Rawalpindi, Pakistan, has been busted. Ten individuals have been detained for questioning. The Counter-Intelligence Kashmir (CIK) traced suspicious technical signatures through a specific encrypted messaging application widely used by terrorists and their handlers for coordinating, financing, and executing terror activities during today's raids. The investigation revealed that Ghazi was in continuous contact with local Kashmiri youth, attempting to radicalise them for recruitment into JeM and Lashkar-e-Taiba (LeT). Raids were conducted at 10 locations with a focus on disrupting a terrorist sleeper cell and recruitment module. Sleeper cells consist of individuals who blend into society, often without the knowledge of family or friends and engage in covert activities such as target killings, grenade attacks, or distributing terrorist propaganda. During the raids, several documents and digital devices, including mobile phones, were seized, providing critical evidence to unravel the terror network. Ten suspects were detained for allegedly using encrypted apps to coordinate with handlers across the border. The operation highlighted a shift in terror strategy toward 'Cyber Jihad,' where Pakistan-based operatives use encrypted apps, proxy numbers (including Indian ones), and virtual identities to radicalize youth. The process involves identifying vulnerable individuals on public platforms, then shifting to encrypted apps for mission assignments such as surveillance, arms transport, target selection and luring them with promises of financial rewards and religious justification. This is the fifth major digital terror module dismantled by CIK, following similar operations against Pakistan-based terrorist handlers. With declining local recruitment, Pakistan-based terror groups like JeM and LeT have increasingly relied on digital platforms for radicalising and recruiting Kashmiri youth into terror organisations.

The officials said these people were detained for allegedly using encrypted messaging applications to coordinate, finance, and execute terror activities on the instructions of Pakistan-based handlers. The detentions were made following the searches conducted by the Counter-Intelligence Kashmir (CIK) across 10 locations in Budgam, Pulwama, Ganderbal, and Srinagar districts. The action is linked to a 2-year-old terror-related case registered under various sections of the Unlawful Activities (Prevention) Act and Section 120-B of the Indian Penal Code. During the ongoing investigation, suspicious technical signatures were traced at the targeted locations, the officials said. Several suspects were using a 'specific encrypted messaging application' widely used by terrorist handlers from across the border for activities including recruitment, financing, and operational coordination, the analysis revealed further. 'These individuals are suspected to be in touch with adversaries, including Abdullah Gazi, a Pakistan-based Lashkar-e-Taiba (LeT)/Jaish-e-Mohammed (JeM) handler,' officials said. They also said the handler operates in close coordination with Pakistan's intelligence agency ISI. The handler was actively trying to radicalise local youth and recruit them into terror ranks, as per the police. Investigators said the encrypted application's servers revealed links to the terror module based in a known Pakistani city. The police seized a large number of documentary evidence and digital devices relevant to the case during the searches. 'So far, 10 suspects have been rounded up. Analysis of the seized data will help uncover further leads for investigation,' officials said. They said that the operation aims not only to disrupt terror activities but also to prevent local youth from being radicalised. 'It is also aimed to uncover crucial evidence, curb illicit activities, prevent the misuse of mobile phones, and dismantle the terror ecosystem in the Union Territory by identifying terror associates and Over Ground Workers (OGWs),' police said. Legal action against the suspects will follow as per law, they added.

The CIK is looking into an alleged 'terrorist recruitment/financing module' of the Jaish-e-Mohammad outfit, handled by a terrorist commander code-named Abdullah Ghazi. Ghazi operates from Rawalpindi in Pakistan, police said. The commander, as per the CIK, was in 'continuous touch' with local Kashmiri youth and reportedly attempted to 'radicalise' them for recruitment into terrorist ranks. Police have also claimed that Ghazi is operating in close coordination with Pakistan's ISI. 'During searches, a large number of documentary evidence and digital devices were seized. Maintaining an element of surprise, the searches were meticulously planned and conducted in furtherance of the investigation by the CIK into this terrorist recruitment/financing module of the JeM/LeT terrorist outfit, operating from a known city in Pakistan which has been established by peeking into the server of encrypted messaging application, they said. The officials said that the terrorist commander/ handler was in continuous touch with these local Kashmiri youth and was reportedly trying to radicalise them for recruitment into terrorist ranks. The terrorist commander/handler is operating in close coordination with Pakistan's intelligence agency ISI , they said. The officials said that a large number of documentary evidence and digital devices having bearing on the investigation of the case were seized during searches. "So far, 10 suspects have been rounded up. Analysis of the data would follow and leads that would emerge would become the basis for further investigation," they added. The officials further said the operation is primarily aimed at prevention and saving the lives and careers of local youth from falling prey to the designs of terror organisations. "It is also aimed to uncover crucial evidence, curb illicit activities, prevent the misuse of communication devices such as mobile phones and dismantling the terror ecosystem in the UT by identifying terrorist associates/ Over Ground Workers (OGWs) supporting and abetting terrorism, and also ensuring legal action against them as envisaged by the law of the land," they added.
