Data gaps throttle disability inclusion in India's justice system, say experts
Bengaluru: Nearly a decade after the landmark Rights of Persons with Disabilities (RPwD) Act came into being, India's justice system remains largely inaccessible to persons with disabilities (PwDs) due to a glaring lack of data and implementation, according to a new report. Tired of too many ads? go ad free now The study by Pacta, a social sector law firm, lays bare the chronic data vacuum that undercuts any progress on inclusive justice. Titled "Access to Justice for Persons with Disabilities in India", the study examines four pillars of the justice system — police, prisons, judiciary, and legal aid — against four indicators: Accessible infrastructure, representation, service use, and systemic response. The result? An indictment of invisibility. Experts at panel discussions pointed out that despite laws mandating inclusion, disability rights in the judiciary system remain largely unaddressed on the ground, with courts across the country — including in Karnataka — falling short on basic accessibility. Most court complexes lack proper ramps, lifts or accessible toilets, and there is no publicly available data on the status of such infrastructure. Reasonable accommodations like sign language interpreters or assistive devices are provided only in isolated instances, with no formal or consistent system to ensure access, experts said. Jayna Kothari, founder, Centre for Law & Public Policy Research (CLPR) and HC advocate, said, "It's a huge uphill battle to make courts, judges and even lawyers understand that accessibility and reasonable accommodation are not favours or charitable acts — they are legal entitlements under the RPwD Act and the Constitution." Experts pointed out that the judiciary lacks disability-disaggregated data, making it impossible to assess how many judges, court staff or litigants with disabilities are part of the system. Experts said inadequate sensitisation among judges, registry officials and lawyers, coupled with inaccessible digital platforms and absence of grievance mechanisms, continue to deny persons with disabilities equal access to justice. Nivedita Krishna, founder of Pacta, said it was high time the govt introduced a clear, comprehensive policy that addressed these long-standing gaps.

Experts from Motilal Nehru National Institute of Technology ( MNNIT ), Prayagraj, have developed a groundbreaking engine cylinder liner that promises to revolutionise the vehicle lifecycle and sustainability by reducing lubricant leakage and emissions. This innovation, achieved through protruding surface texturing technology, is expected to greatly enhance engine efficiency and reduce fuel consumption. The engine cylinder linear piston ring pairs (commonly known as CLPRs) significantly reduced friction and wear by 38% between the piston ring and the cylinder liner, compared to conventional designs. With less fuel being burned, the engine emits fewer harmful gases, thereby contributing to environmental conservation. This development holds major promise for the automobile sector, particularly for two-wheeler and four-wheeler engines, and is being hailed as a major step forward for India's automotive industry. The research carried out by assistant professor at the department of mechanical engineering of MNNIT Allahabad, Tej Pratap, and his research scholar, Govind Murari, has been published in the UK's renowned Journal of Process Mechanical Engineering. According to Pratap, the cylinder linear with different configurations of protruded textures was fabricated using a five-axis flexi fibre nanosecond pulsed laser, a high-precision device capable of micro-scale surface engineering application. "To verify its performance, the new cylinder linear underwent rigorous testing on a tribometer machine under SAE 10W-30 lubricants at the National Institute of Technology (NIT) Calicut. The tests evaluated the CLPR's performance for five different protruded textures and friction and wear parameters. All of them yielded positive results," he said. Key improvements include a reduction in oil leakage and friction at the CLPR's interface, leading to decreased emission of harmful gases. Additionally, the efficiency and durability of the CLPRs were significantly enhanced, ensuring long-term functionality under variable loadings and engine conditions. The company's internal management model avoids third-party fee leakage and appears more cost-efficient than externally managed peers, but governance concerns loom large. Management's dual role at Clipper Equity, a private real estate firm operating in the same markets, creates a clear conflict of interest, particularly since insiders control 61% of Clipper Realty through OP Units. This entrenched ownership structure limits shareholder influence and likely contributes to the persistent discount to net asset value (NAV). However, this same insider ownership can also be seen as a mitigating factor, as it provides management with incentive to preserve long-term asset value. A pressing near-term obligation is the $27 million capital improvement required at Flatbush Gardens under a tax abatement deal. While these office assets represent a key overhang for the stock, any resolution—whether through lease-up, partial repositioning, or handing over the assets—could serve as a meaningful catalyst. What makes Clipper particularly interesting is the magnitude of the discount to NAV. Even using conservative assumptions, a fair value of $7–$8 per share suggests significant upside. The stabilization of the Dean Street residential asset could provide much-needed visibility into cash flows, while potential Section 610 reimbursements related to prior investments at Flatbush Gardens offer a possible one-time boost. Additionally, macro tailwinds in New York City's residential real estate market—including continued rent growth and low vacancy—should support Clipper's cash-generating properties. Despite longer-term concerns about management's alignment and governance, these near-term catalysts offer a compelling case for a 12–24-month re-rating in the stock. Ultimately, Clipper Realty is unlikely to ever attract a premium valuation due to its governance overhang and limited liquidity. However, these concerns are already well-reflected in the current stock price. If the company can execute on the sale of 10 W 65th Street, stabilize Dean Street, and take decisive action regarding the Livingston office properties, the discount to NAV could meaningfully narrow. The potential for material short-term gains outweighs the longer-term structural limitations, making this a uniquely asymmetric risk/reward play. While not a core long-term compounder, Clipper offers a compelling tactical opportunity for investors willing to look past the governance concerns and focus on the multiple levers available to unlock value.
