Bhopal: Madhya Pradesh has emerged as the country's top contributor to wheat residue burning this season, recording more cases than Punjab, Haryana, Uttar Pradesh and Delhi combined. Between 1 April and 7 May, the state reported 31,413 incidents — far surpassing the figures from Punjab (2,238), Haryana (950), Uttar Pradesh (11,408) and Delhi (33). The incidents of wheat residue burning in the state have gone up in the past four years. The data, based on satellite remote sensing by the Consortium for Research on Agroecosystem Monitoring and Modeling from Space (CREAMS) Laboratory under the ICAR — Indian Agricultural Research Institute, highlights an alarming rise in stubble burning in the state, particularly in the wake of a fresh directive from CM Mohan Yadav . On Nov 20, 2024 chief secretary Anurag Jain directed that immediate steps be taken to prevent stubble burning in areas surrounding cities by launching a special campaign and enforcing the prescribed punitive measures as per the Supreme Court's Feb 21, MP agriculture minister Aidal Singh Kansana said strict steps have been taken to prevent stubble burning in the state. More than 42,500 agricultural equipment have also been distributed to the farmers for residue management in the field itself, which has reduced the tendency of stubble the past few days, action has been taken for stubble burning in parts of the state including Bhopal and Indore, but the figures of wheat residue burning points that it was too less to address the issue.

Bhopal: The Madhya Pradesh cabinet, in a move that balances leniency with determination, has announced the cessation of benefits under the 'Kisan Samman Nidhi' scheme and the procurement of farm produce at minimum support prices for farmers who burn wheat or other crop stubble in their fields. State Urban Development Minister Kailash Vijayvargiya clarified the government's stance, emphasising that while legal penalties will be avoided as far as possible against farmers, the importance of environmental conservation cannot be overlooked. He stated, 'The government will neither procure the produce from such farmers nor transfer the yearly 'Kisan Samman Nidhi' for those farmers who will keep on burning stubble.' They may lose other benefits too, the minister said. Under the 'PM Kisan Samman Nidhi' Central scheme, farmers currently receive Rs 6,000 annually in equal instalments of Rs 2,000 each, and wheat is procured at a rate of Rs 2,600 per quintal, including Rs 175 per quintal bonus for the ongoing Rabi season. Despite stringent measures, Madhya Pradesh has emerged as the state with the highest instances of stubble (locally known as Parali) burning, surpassing even Punjab and Uttar Pradesh. According to satellite data from the Indian Council of Agricultural Research-Consortium for Research on Agroecosystem Monitoring and Modelling from Space (ICAR-CREAMS), the state reported 28,705 fire incidents of stubble burning, generating 281,171 Fair and Remunerative Price (FRP) across its 50 districts as of April 28. CREAMS, a governmental body, employs satellite technology to oversee incidents of stubble burning nationwide. This data underscores the persistent nature of the issue. For example, from April 1 to April 17, Madhya Pradesh recorded a staggering 13,411 incidents compared to only 13 in Punjab. While Punjab has reached only 444 cases of fire incidents in 23 districts by April 28, Madhya Pradesh's numbers remain alarmingly high. Efforts to curb this practice have ramped up across the state. Written appeals and video campaigns urging farmers to halt post-harvest stubble burning are being disseminated widely. Yet, in 2024 alone, Madhya Pradesh documented 11,382 fire incidents of this harmful activity. In Madhya Pradesh, Sheopur led the tally with 2,508 cases, while Punjab's Sangrur trailed with 1,725. The satellite data as of Monday further revealed 176,237 fire occurrences linked to stubble burning across 177 districts within five major wheat-producing states of India, signifying the magnitude of this environmental challenge and the urgency to address it.

M.P. farmers to be excluded from CM Kisan Kalyan Scheme if they resort to stubble burning

Farmers in Madhya Pradesh who engage in stubble burning will not receive benefits under the CM Kisan Kalyan Scheme and their crops will not be purchased at the minimum support price (MSP), Chief Minister Mohan Yadav has said. The decision was taken on Thursday at a Revenue department review meet chaired by Mr. Yadav, who said that the guidelines would be implemented from May 1. 'The growing practice of burning crop residue (narwai) after harvest is causing severe environmental damage, including air pollution and degradation of soil quality. Burning stubble destroys essential nutrients in the soil, reducing its fertility. The State government has already banned the stubble burning. Despite this, if any farmer is found burning narwai, they will be denied the benefits under the Chief Minister Kisan Kalyan Yojana,' a government statement said, quoting Mr. Yadav. 'Additionally, their crops will not be procured at the Minimum Support Price (MSP) during the following year,' it read. The eligible farmers of the State receive monetary assistance of ₹6,000 every year from the State government as part of the Kisan Kalyan Scheme started in 2020. There are about 85 lakh farmers benefiting from the scheme as of March as per government data. Madhya Pradesh has reported the highest instances of stubble in the country in 2025 with 24,953 cases of fire reported from April 1 to 24, as per the Consortium for Research on Agroecosystem Monitoring and Modeling from Space (CREAMS), a research body of the Indian Agricultural Research Institute, New Delhi. Against M.P.'s nearly 25,000 cases, the second ranked Uttar Pradesh has reported 6,895 instances of residue burning, followed by Haryana, Punjab, and Delhi. Authorities in Madhya Pradesh have been keeping a vigil to reduce the numbers with farmers being fined and booked across the State. Indore District Collector said that 102 farmers had been booked in a single day on April 16 while penalties amounting to ₹3.09 lakh had been imposed across the district.
