How much did the department pay out on schemes in 2024?
The Department of Agriculture, Food and the Marine has published its Annual Report for 2024, outlining the work it carried out in 2024 across various programmes. The work of the department is divided into five policy areas, referred to as 'Strategic Goals'. These are: Strategic Goal 1 - Policy and Strategy; Strategic Goal 2 - One Health One Welfare, Food Safety, Animal and Plant Health, and Animal Welfare; Strategic Goal 3 - Farm/Forestry Sector Supports and Controls; Strategic Goal 4 - Seafood Sector; Strategic Goal 5 - Corporate Development. Farm schemes and support measures come under the third of these goals, and that section of the new report, which was recently laid before the Oireachtas, outlines the department's expenditure in this area in 2024. The figures can include payments for scheme applications in prior years and processed in 2024. The highest amount of 2024 scheme expenditure was on the Basic Income Support for Sustainability (BISS) and the Complimentary Redistributive Income Support for Sustainability (CRISS), with some €842 million paid in 2024. The second-highest figure was for the Agri Climate Rural Environment Scheme (ACRES), at €342.76 million. The Areas of Natural Constraint (ANC) Scheme saw payments totaling €242.5 million in 2024. Other significant expenditure amounts were for TB and brucellosis compensation (€64 million); the Targeted Agricultural Modernisation Scheme (TAMS) - excluding bioenergy payments - (€55.4 million); and the Fodder Support Scheme 2023/2024 (€51.66 million). The highest expenditure amount here was €45.74 million in afforestation premiums (including under the Native Tree Area Scheme). BISS: 123,700 applications received by deadline
Minister for Agriculture, Food and the Marine Martin Heydon has confirmed that 123,705 farmers applied online for the Basic Income Support for Sustainability (BISS) and other area-based schemes before the May 15 deadline. This is a slight decrease on the number of farmers that applied for BISS and related measures in 2024, which was 124,274. Applications will be accepted after the 15 May closing date. However, there will be a 1% per day penalty on payments, as per the terms and conditions of BISS. The area-based application includes a range of schemes apart from BISS, including: Eco Scheme; Complementary Redistribution Income Support for Sustainability (CRISS); Complementary Income Support for Young Farmers (CIS-YF); Protein Aid Scheme; Straw Incorporation Measure (SIM); Areas of Natural Constraints (ANC) Scheme; Multi Species Sward Measure (MSSM) and Red Clover Silage Measure (RCSM); Annual claims for Agri-Climate Rural Environment Scheme (ACRES) and the Organic Farming Scheme (OFS). There were 33,951 applications received to transfer payment entitlements. However, if a change made to a BISS online application leads to a farmer having insufficient land to use all of their entitlements, they will have the opportunity to submit a Transfer of Entitlements application up until midnight on May 31, 2025. This facility is only available to farmers who can show that they have made a change to their BISS application by May 31, and that change has directly led to the need to transfer entitlements. Minister Heydon commented: 'Area-based support schemes are of critical importance to farmers. One of the key milestones is the May 15 deadline and I'm delighted that so many farmers have submitted their forms on time.' The minister added: 'This figure reflects the massive effort made by farmers, FAS Advisors and by my department in assisting farmers with these schemes and their various requirements. 'I want to particularly acknowledge the advisory services again this year, who have worked extremely hard with their client farmers to meet a range of application deadlines in recent months.' The minister said: 'To support farmers, my department held 16 one-to-one clinics around the country. Almost 1,441 farmers were assisted at these events with a further 338 receiving direct help at the public office in Portlaoise. 'The Direct Payments Helpdesk of my department made and received over 10,110 calls to farmers since April 1, to help them with their applications and queries,' he added. 'I want every eligible farmer to maximise their payments because I and everyone in my department knows how crucial they are to farm families,' Minister Heydon said.

DAFM: Almost €1.8m paid out under schemes last week
The Department of Agriculture, Food and the Marine (DAFM) issued a further €1.8 million in farm scheme payments last week. The latest data, published by the department, shows that just over €1 million was paid out under the Targeted Agricultural Modernisation Schemes (TAMS). The majority of that total (€996,000) was issued under TAMS 3, with an additional €44,000 paid for TAMS 2 applications. The department said that €59.4 million has now been paid out to date under TAMS 3 across 6,723 claims. 27,308 applications for TAMS 3 have been approved by the department, with 8,790 payment applications submitted. DAFM The data shows that a further €396,000 was paid out to farmers under the 2024 Basic Income Support for Sustainability (BISS) and Complimentary Redistributive Income Support for Sustainability (CRISS). Approximately 119,273 farmers have now received a total of €843.4 million in payments under these schemes. The BISS/CRISS figure above includes the 2024 Complementary Income Support for Young Farmers (CISYF) of €37.4 million and the 2024 National Reserve of €3.2 million. An additional €134,600 was paid to participants in the Organic Farming Scheme (OFS), with total payments for the 2024 scheme now standing at €48.8 million to 4,728 farmers. The department also paid out €85,400 to participants in the Baling Assistance Payment (BAP), along with €49,000 for the Straw Incorporation Measure (SIM). There was €40,714 paid out under the 2024 Areas of Natural Constraint (ANC) and Areas of Specific Constraint (ASC). An additional €25,000 was paid to farmers under under the Green, Low-carbon, Agri-Environment Scheme (GLAS). BISS Meanwhile, the department has received nearly 64,000 applications for the 2025 BISS and other area-based schemes. A DAFM spokesperson told Agriland that as of last Wednesday morning (April 23), 63,993 applications have been received for the schemes. The department has reminded farmers that the closing date for BISS applications in 2025 is Thursday, May 15. This application process also includes the CRISS, Eco-Scheme actions, and the other related schemes. These include the CISYF, the Protein Aid Scheme, the National Reserve, and transferring of entitlements. Annual payment claims for the Agri-Climate Rural Environment Scheme (ACRES), SIM, and the OFS can also be made online, along with the Multi-species Sward Measure and the Red Clover Silage Measure. Last year, 124,274 BISS and other area-based scheme applications were submitted to the department from across the country by the deadline.

Almost 64,000 BISS applications submitted to DAFM
The Department of Agriculture, Food and the Marine (DAFM) has now received nearly 64,000 applications for Basic Income Support for Sustainability (BISS) and other area-based schemes. A department spokesperson told Agriland as of this morning (Wednesday, April 23), 63,993 applications have been received for the schemes. DAFM previously confirmed that it had received 51,373 applications by Tuesday, April 15. This means that an additional 12,620 applications were submitted by farmers or their appointed advisors over the past week. The department has reminded farmers that the closing date for BISS applications in 2025 is Thursday, May 15. This application process also includes the Complementary Redistributive Income Support for Sustainability (CRISS), the Eco-Scheme actions, and the other related schemes. These include the Complementary Income Support for Young Farmers (CISYF), the Protein Aid Scheme, the National Reserve, and transferring of entitlements. Annual payment claims for the Straw Incorporation Measure, the Agri-Climate Rural Environment Scheme (ACRES) and the Organic Farming Scheme (OFS) can also be made online, along with the Multi-species Sward Measure and the Red Clover Silage Measure. Last year, 124,274 BISS and other area-based scheme applications were submitted to the department from across the country by the deadline. BISS The department is currently running a series of in-person BISS clinics for farmers at locations across the country. In 2024, almost 1,400 farmers attended the in-person clinics across the country and indications are that demand is strong again this year. The remaining clinics, all of which run from 10:00a.m – 4.30p.m, take place on the following dates: Thursday, April 24: Drumshanbo, Co. Leitrim – DAFM offices; Wednesday, April 30: Carrickmacross, Co. Monaghan – Shirley Arms Hotel Thursday, May 1: Cavan – DAFM offices; Tuesday, May 6:Clonmel, Co. Tipperary – Minella Hotel; Wednesday, May 7: Mitchelstown, Co. Cork – Firgrove Hotel; Thursday, May 8: Clonakilty, Co. Cork – DAFM offices. DAFM said that it is advisable for farmers planning to attend the clinics to bring details of their Agfood portal login, where available, as well as details of herd number, and their PPSN to verify their identity.
