‘Not sand dune area': Coastal body rejects Anjuna locals' plaint citing 2011 plan

Panaji: The Goa Coastal Zone Management Authority (GCZMA) discharged the complaint filed by the Anjuna-Caisua Biodiversity Committee and the villagers against a CRZ violation. The authority noted that there is no sand dune ecosystem in the area, and it is not one of the notified turtle nesting sites. The construction was found to be on a property owned by Michael Lobo, who informed the GCZMA that an illegal construction was removed and the debris cleared. Lobo stated to the GCZMA that he purchased the property from one Britto and that the illegal structures were erected by land grabber Mohammed Hassan Shaikh. The villagers complained in Oct 2024 about the destruction of sand dunes, mangroves, and marine life at Vagator beach, purportedly for water sports activities. The GCZMA carried out an inspection of the site, which showed that beach vegetation was removed. Two temporary sheds and 14 water sports vessels were found parked in the area. The GCZMA began proceedings in the matter. The authority noted that Lobo's name was reflected in the property title and also received a representation on March 7 from Lobo stating that the site in question was cleared and the debris and structure were dismantled and removed. 'In view of the compliance representation, a site inspection/verification was carried out by officials of the GCZMA on March 13,' the GCZMA said. 'The site inspection/verification report clearly indicated that the structures mentioned in the show-cause notice were removed and debris was also cleared from the property bearing Survey No. 354/1, village Anjuna, Vagator.' Complainant Desmond Alvares filed formal objections stating that there was flattening of sand dunes, destruction of vegetation, and alleging that the property is conducive to turtle nesting. Lobo filed his response stating that the site in question is not classified as sand dunes as per the notified Coastal Zone Management Plan 2011 and denied any illegal flattening of sand dunes. 'The authority noted that in the inspection carried out by the officials of the GCZMA, there were no other observations noted on illegal cutting of sand dunes and vegetation. As far as the question of turtle nesting is concerned, the said site/property is along Anjuna/Vagator beach, which is admittedly not a turtle nesting beach/site,' the GCZMA noted. It said, 'As per CRZ Notification 2011, only Mandrem, Morjim, Galgibaga, and Agonda are designated turtle nesting beaches/sites. The authority observed that there is no credible evidence on record to show that the site in question is a sand dune area.'

Panaji: The Goa Coastal Zone Management Authority (GCZMA) has recently found that illegal land-filling is destroying a mangrove area and khazan land at Velim as well as a salt pan in Panaji. GCZMA experts inspected the site of the violation at Velim based on a local's complaint and found 'gross illegal construction violating the CRZ Notification 2011'. The area was found to be fully in khazan land, partly covering a mangrove area and partly a river or creek. 'It was observed that the alleged site was partially fenced with a green net, and laterite stones were stacked on one side. It was observed that debris was stacked between the alleged fenced boundary and the stacked stones,' the inspection report stated. The authority has directed the violator to restore the land back to its original state within 30 days, including removing the net, debris, and laterite stones. Based on a complaint by a Saligao resident, the GCZMA's officials verified the allegations of illegal filling of a salt pan in Panaji. The inspection confirmed that filling was carried out with mud and debris. Mumbai: A business district similar to the Bandra-Kurla Complex (BKC) will be developed along the northern arm — Versova-Dahisar-Bhayandar-Virar — of the coastal road, said chief minister Devendra Fadnavis on Friday. At a review meeting of the progress made on the project, Fadnavis directed govt lands adjoining the coastal road to be used to develop new economic hubs similar to BKC, creating fresh growth centres for Mumbai. He also directed the installation of hoardings and flex to use the revenue to fund the maintenance of the road. He instructed the appointment of a consultant so that the hoardings are aesthetically designed. Work on the northern arm of the coastal road from Versova to Dahisar up to Bhayandar is being executed by the BMC at an estimated cost of Rs 22,000 crore. BMC's Abhijit Bangar, additional municipal commissioner in charge of projects, said work orders have already been issued and the process of obtaining various environmental clearances is underway. It does not seem it will be an easy ride," he said, adding the 2019 notification does not allow permission to be granted for building construction on the landward side of any new roads which are constructed on the seaward side of an existing road. "It is highly doubtful commercial business districts can be made in such areas," he said.

Coastal body warns CoP of penalty if illegal filling in Salcete CRZ not removed

Panaji: The Goa Coastal Zone Management Authority (GCZMA) has warned the Captain of Ports (CoP) of a penalty if the illegal filling of a khazan land , which partly falls in Ambelim and partly in Assolna in Salcete , is not removed. The GCZMA said that its earlier directions had not been complied with by the CoP . The authority had received a complaint from a local that the illegal filling of low-lying area had been carried out, which land included khazan land, CRZ area, fields and water bodies. An engineer and a field surveyor of the GCZMA then carried out an inspection and found 'gross illegal construction resulting in violation of CRZ Notification 2011'. Huge amount of sandy soil was found dumped, as per the report, in a no development zone of CRZ, 'thereby destroying the natural ecosystem , vegetation, rice cultivation and topography of the area'. The inspection also found that trenches have been excavated in the property which were connected to the opening of the water body in the area. Thereafter, show cause notice was issued to the CoP, which during the hearings before GCZMA agreed to remove the land filling. At its 429th meeting, the GCZMA directed, 'The authority noted that since the CoP has appointed a contractor to carry out the works, direction is given to clear the site by removing the sandy soil dumped in the property and also to undo the trenches that has been excavated in the property as it is connected to the opening of the water body. The CoP to remove the violation through their contractor concerned and send a compliance report within one month.' However, at a meeting earlier this month, the GCZMA said that the CoP had not complied with the earlier directions. 'From compliance report it is noted that directions are not followed hence opportunity granted till next hearing to comply failing which penalty proceedings will be initiated against CoP,' the GCZMA has said. The CoP had committed to remove the mud filling before May 30, 2024, at a hearing last year and file a compliance. However, for several GCZMA meetings thereafter the CoP representative remained absent. Finally, at a hearing earlier this year, the CoP submitted that the violation was not carried out by the department but a contractor appointed by it and agreed to remove the mud filling. The CoP subsequently told the GCZMA that the directions had been complied with but the authority found that the compliance was not carried out by the CoP. Representative image
