Otley Run attack latest with road closed for second day as counter terror police launch investigation

A major Leeds road has been sealed off for a second day as counter terror police investigate an attack which injured two women. Counter Terrorism Policing North East (CTPNE) has taken over the investigation after two women suffered serious injuries on Otley Road, in Headingley, yesterday afternoon (April 26). Officers were called out to reports of a serious incident involving a man seen with weapons at 2.47pm, with three people injured at the scene. West Yorkshire Police says the two women's injuries are thankfully not life-threatening. A 38-year-old man was also injured from a self-inflicted wound, CTPNE says. He was arrested and taken to hospital for treatment. Police remain in attendance on Otley Road, between St Anne's Road and Burton Crescent this morning (Sunday). Part of St Chad's Drive has also been closed off near to the Otley Road junction. A CTPNE spokesperson said: "Due to the circumstances surrounding the incident, CTPNE have taken responsibility for leading the investigation with the support of West Yorkshire Police. "Extensive enquiries continue to establish the full circumstances and explore any potential motivation. "We are keeping an open mind as we are gathering as much information as possible to find out exactly what happened." Bars and restaurants on Otley Road locked their front doors under police instruction as the attacker was seen in the street outside. Eyewitnesses had reported seeing a man carrying a crossbow in the area on Saturday afternoon. One woman, who works at Heaney and Mill on Otley Road, told YorkshireLive: "I was at work at a nearby restaurant and some girls were sitting outside. "They asked if they could come in and finish what they were having because they'd seen someone with a crossbow. "This was all before the incident, and a few minutes later, we saw ambulances and police rushing down the roads. "The roads were getting blocked off, and we'd been told by police to keep everyone indoors and away from the area." Police do not currently believe there is another suspect involved. 'From the enquiries undertaken so far, there is no evidence to suggest anyone else was involved in the attack, and, at this time, we are not looking for anyone else in relation to the incident.' Otley Road is a busy major road through Headingley, in north Leeds, which has a large student population. It is also home to the popular Otley Run pub crawl. Some businesses in the area remained closed for the rest of the day following the incident. Assistant Chief Constable Carl Galvin, of West Yorkshire Police, said: 'Clearly this has been a shocking incident and we fully realise the concern it has caused. 'Due to the enquiry being active we are limited in what we can say, but I do want to reassure residents that everything possible is being done to investigate and understand what took place. 'We have an extensive number of uniformed officers deployed in the Otley Road area this evening to reassure residents and continue our enquiries at the crime scenes. 'I also want to thank members of the public for the support they gave victims and the emergency services as we attended the scene. 'We would strongly urge people not to speculate online or share information or footage which could affect the active investigation and continue to work closely with colleagues from CTPNE. 'We are also working with other partner agencies and key community representatives to reassure them and keep them informed.' He was charged on Wednesday with one count of engaging in conduct in preparation for committing acts of terrorism, contrary to section 5 of the Terrorism Act 2006. The teenager is also accused of one offence of membership of a proscribed organisation, contrary to section 11 of the Terrorism Act 2000. Counter Terrorism Policing North East (CTPNE) said he was remanded in custody and is expected to appear at Westminster Magistrates' Court on Thursday. CTPNE said the boy was arrested as part of a pre-planned, intelligence-led operation on 20 February. A seven-day detention warrant was granted by the courts on the same day. A home in Northumberland was also searched as part of the operation.
