Defence Ministry advisory: Refrain from live coverage of operations, security forces' movement
The Ministry of Defence on Friday issued an advisory to the media to refrain from showing live coverage of defence operations and movement of security forces. In a post on its social media handle X, the Ministry said, "All media channels, digital platforms and individuals are advised to refrain from live coverage or real-time reporting of defence operations and movement of security forces." The MoD said that the disclosure of such sensitive or source-based information may jeopardise operational effectiveness and endanger lives. It also cited past incidents like the Kargil War, the 26/11 Mumbai terror attacks, and the Kandahar hijacking, which underscore the risks of premature reporting. The Ministry said that as per clause 6(1)(p) of the Cable Television Networks (Amendment) Rules, 2021, only periodic briefings by designated officials are permitted during anti-terror operations. "All stakeholders are urged to exercise vigilance, sensitivity, and responsibility in coverage, upholding the highest standards in the service of the nation," the MoD post said. The Ministry also tagged an advisory of the Union Ministry of Information and Broadcasting, which on April 6 had issued a detailed note. The advisory to all media channels was to refrain from showing live coverage of defence operations and movement of security forces. It had listed some points of caution: In the interest of national security, all media platforms, news agencies, and social media users are advised to exercise utmost responsibility and adhere strictly to existing laws and regulations while reporting on matters concerning defence and other security-related operations. It had also specified that no real-time coverage, dissemination of visuals, or reporting based on 'sources-based' information related to defence operations or movement should be undertaken. "Premature disclosure of sensitive information may inadvertently assist hostile elements and endanger operational effectiveness and the safety of personnel. Past incidents have underscored the importance of responsible reporting. During events such as the Kargil war, the Mumbai terror attacks (26/11), and the Kandahar hijacking, unrestricted coverage had unintended adverse consequences on national interests," the advisory mentioned. It said that the media, digital platforms, and individuals play a vital role in safeguarding national security. "Apart from the legal obligations, it is a shared moral responsibility to ensure that our collective actions do not compromise ongoing operations or the security of our forces," the Ministry's advisory mentioned. The Ministry of Information and Broadcasting has already issued advisories to all TV channels to adhere to Rule 6(1)(p) of the Cable Television Networks (Amendment) Rules, 2021. Rule 6(1)(p) states, "No programme should be carried in the cable service which contains live coverage of any anti-terrorist operation by security forces, wherein media coverage shall be restricted to periodic briefing by an officer designated by the appropriate Government, till such operation concludes.' The Ministry had said in its April 26 advisory, "Such telecast is in violation of Cable Television Networks (Amendment) Rules, 2021 and is liable for action thereunder. Therefore, all TV channels are advised not to telecast live coverage of anti-terrorist operations and movement by the security forces in the interest of national security. Media coverage may be restricted to periodic briefing by an officer designated by the appropriate Government till such operation concludes." The government has requested all stakeholders to continue exercising vigilance, sensitivity, and responsibility in coverage, upholding the highest standards in the service of the nation.

NEW DELHI: The ministry of information and broadcasting on Satur-day issued an advisory to all media outlets, urging them to refrain from showing live coverage of defence operations and the movement of security forces in the interest of national security. The ministry emphasised that all media platforms, news agencies and social media users must exercise utmost responsibility and strictly ad-here to existing laws while reporting on defence and security-related matters. Specifically, the advisory prohibits real-time coverage, dissemination of visuals, or reporting based on 'sources-based' information concerning defence operations or troop movements. The advisory, which was posted by the ministry's official handle on X (formerly Twitter), called upon the media, digital platforms, and indi-viduals to recognise not just their legal obligations but also their moral responsibility to safeguard national security. The ministry warned that premature disclosure of sensitive infor-mation could assist hostile elements, jeopardise operational effective-ness, and endanger the lives of security personnel. Citing past examples such as the Kargil war, the 26/11 Mumbai terror attacks and the Kandahar hijacking, the ministry noted that unrestrict-ed media coverage during such events had unintended adverse conse-quences on national interests. 'All stakeholders are requested to continue exercising vigilance, sensi-tivity, and responsibility in coverage, upholding the highest standards in the service of the nation,' the advisory stated. The ministry further reminded television channels of their obligation under Rule 6(1)(p) of the Cable Television Networks (Amendment) Rules, 2021. Pakistan ups deployment along Jammu border Meanwhile, Pakistan has beefed up the deployment of Chenab Rangers along the 200-km border in Jammu region, people familiar with the development said. 'Pakistan has increased the presence of its men opposite Kathua, Samba and Jammu border. Additional deployment of men from 13 Chenab Rangers opposite Jammu and 14 and 26 Chenab Rangers opposite Samba and Kathua districts, respectively, have been made,' official familiar with the matter said, adding: 'Earlier, Pakistan posts opposite Jammu border had two to three Rangers but now their number has gone up to 10 to 12 in each post.' The border in the region starts from Paharpur adjoining Kathua and runs up to Akhnoor sector in Jammu district.

New Delhi, Apr 26 (UNI) The Information and Broadcasting Ministry on Saturday issued advisory to all media channels to refrain from showing live coverage of defence operations and movement of security forces in the interest of national security. The advisory issued by the I&B Ministry has asked all media platforms, news agencies and social media users to exercise utmost responsibility and adhere strictly to existing laws and regulations while reporting on matters concerning defence and other security related operations. The government, while urging media channels to exercise vigilance and responsibility, said that telecasting such content violates Cable Television Networks (Amendment) Rules, 2021 and would be liable for action. "No real-time coverage, dissemination of visuals, or reporting based on "sources-based" information related to defence operations or movement should be undertaken. Premature disclosure of sensitive information may inadvertantly assist hostile elements and endanger operational effectiveness and the safety of personnel," the advisory signed by Kshitij Aggarwal, Deputy Director, I&B Ministry said. It said that past incidents have underscored the importance of responsible reporting. "During events such as the Kargil war, the Mumbai terror attacks (26/11), and the Kandahar hijacking, unrestricted coverage had unintended adverse consequences on national interests", the advisory said. The advisory said, "Media, digital platforms and individuals play a vital role in safeguarding national security. Apart from the legal obligations, it is a shared moral responsibility to ensure that our collective actions do not compromise ongoing operations or the security of our forces". The advisory said that the Ministry of Information and Broadcasting has earlier already issued advisories to all TV channels to adhere to Rule 6(1)(p) of Cable Television Networks (Amendment) Rules, 2021). "Such telecast is a violation of Cable Television Networks (Amendment) Rules, 2021 and is liable for action thereunder. Therefore all TV channels are advised not to telecast live coverage of anti-terrorist operations and movement by the security forces in interest of national security. Media coverage may be restricted to periodic briefing by an officer designated by the appropriate government till such operation concludes," it said. "In the interest of national security, all media platforms, news agencies, and social media users are advised to exercise utmost responsibility and adhere strictly to existing laws and regulations while reporting on matters concerning defence and other security-related operations," the Ministry said in a statement. The government specifically prohibited the real-time dissemination of visuals, live reporting from sensitive locations, and the use of "source-based" information relating to ongoing military actions. It warned that premature disclosure of sensitive operational details could inadvertently assist hostile elements, jeopardising both the effectiveness of missions and the safety of personnel involved. Citing past experiences such as the Kargil conflict, the 26/11 Mumbai terror attacks, and the Kandahar hijacking, the advisory underlined how unrestricted media coverage in times of crisis had in the past led to unintended consequences detrimental to national interests. The Ministry stressed that the media, digital platforms, and individual users play a crucial role in upholding national security. "Beyond the legal obligations, it is a shared moral duty to ensure that collective actions do not compromise the integrity of ongoing operations or endanger the lives of security forces," the statement said. This advisory reiterates earlier communications from the Ministry, reminding broadcasters of Rule 6(1)(p) of the Cable Television Networks (Amendment) Rules, 2021. The rule clearly states: "No programme should be carried in the cable service which contains live coverage of any anti-terrorist operation by security forces, wherein media coverage shall be restricted to periodic briefing by an officer designated by the appropriate Government, till such operation concludes." The Ministry warned that violations of these provisions could attract strict action under the applicable laws. "All TV channels are therefore advised not to telecast live coverage of anti-terrorist operations or the movement of security forces in the interest of national security," the advisory reiterated.
