Green Oaks 'turns green minds into giant successes,' and graduates 53 students

CADDO PARISH, La. (KTAL/KMSS) – Green Oaks Performing Arts Academy honored 53 graduates for their 53rd graduation. The theme of the school, 'turning green minds into giant successes' rang true with friends, family, and loved ones cheering on their graduates. 'It feels amazing. All my hard work paid off for the four years. I did a lot over these years. I became Green Oaks Students of the year and Mr. Green Oaks. I went to the Caddo Parish School Board, and it feels great,' said graduate Isaiah Washington for Green Oaks Performing Arts Academy. While proud of their hard work and achievements, many graduates are exciting for what is to come for their journey ahead. Washington says he wishes to become a radiologist because he has always been interested in the medical field and feels this is where he can pursue his talents the furthest. Graduate Mercedes Price spoke about what today meant to her. 'This moment is very special for me, it's finally over with and I get to finish my big girl dreams that I always dreamed of. […] I want to go to college and study criminal justice and become a lawyer,' said Price. Graduate Ja'mesha Harper says she will be attending Grambling State University to purse her dreams of becoming a detective. 'I'm so happy I'm graduating I'm done with this. I literally just finished work yesterday. School work yesterday to walk today. But hey we're here by the grace of God. All praises to him. hallelujah,' said Harper. Parents and families had personalized t-shirts, flowers, money, and gifts to encourage and celebrate their graduates. 'We are so proud of these 2025 graduates from Green Oaks. We have Mr. Corinthian. […] My son, it's been a long journey and I'm proud of him, and just keep moving forward,' said family of graduate Corinthian Victor. Victor will be going to trade school for welding and diesel mechanic. Jasmine Green, president of the Caddo Parish School Board told the graduating class, 'You represent innovation and adaptability. SHREVEPORT, La. (KTAL/KMSS) – In his weekly Thursday morning visit to our studio, Shreveport Mayor Tom Arceneaux weighed in on several key issues impacting the city, from school closures to squatter enforcement and long-term roadwork. The mayor began by addressing the Caddo Parish School Board's recent decision to close three early learning institutions. While acknowledging the emotional toll on families and communities, Arceneaux emphasized the difficulty of such choices and said he respects the school board's autonomy. 'It is always difficult to close a school… I just think we have to trust the school board to do what they believe is right,' he said. Mayor Arceneaux also spoke about the city's largest effort yet under Operation Ask Blue, an initiative aimed at cracking down on illegal squatters. The operation recently targeted 50 properties, primarily in the Highland neighborhood, and resulted in multiple arrests. He confirmed more operations are planned across the city and encouraged residents to report suspicious activity by calling (318) 673-7300 and selecting option three. When asked by viewers about the city's long-term construction projects, Mayor Arceneaux provided updates on the much-anticipated Linwood Overpass. The project, estimated at $6 million, is currently in the design phase. The city has already allocated $3 million from bond funds and is seeking additional funding for capital outlay. 'We have work going on with 43 of the 46 projects from our $88 million bond sale. Several should break ground in 2025, with even more activity in 2026,' he said. Caddo Parish School District is proposing the sale of the only property it has in south Shreveport. The Caddo Parish School Board held a Building, Grounds and Security Committee meeting April 1 to discuss proposals that could impact the district. Chief Operations Officer Patrick Greer lead the presentation and announced the proposed closure of three schools and the selling of the Norris Ferry Road property. "There's no intention on the part of the district to erect any new facilities out in the southeastern part of town," he said. According to the estimated population in 2023 for south Shreveport was more than 33,000, making it one-fifth of the population for Shreveport. South Shreveport has three neighborhood schools: University Elementary School (9900 Smitherman Dr.), Youree Drive Middle School (6008 Youree Dr.) and Captain Shreve High School (6115 East Kings Hwy.). It takes approximately 19 minutes by car to get to University Elementary School from south Shreveport, 21 minutes to get to Youree Drive Middle School and 23 minutes to get to Captain Shreve High School. There are two private schools within south Shreveport. "Two other schools have been placed out there and so when we think about the choices that parents have," Greer said. Caddo Parish School Board member Christine Tharpe responded: "They are private schools, no public schools, and they've been asking for that for a long time." The school district purchased the Norris Ferry Road property in 2002 for $300,000. In 2023, the property appraised for more than $3 million. "We're proposing that we sell this property and take those proceeds and dedicate them to an account that was going to be dedicated strictly or solely for the use for building new, future instructional facilities throughout the district," Greer said. "We do not feel that there is a significant request in that community to have a school built," Caddo Parish Schools Superintendent Keith Burton said. Shreveport apartment conditions worsen and permanant water shut-off approaches

SHREVEPORT, La. (KTAL/KMSS) – Three Shreveport apartment complexes have had limited water service since February 17. They only have water for a couple of hours in the morning and evening. Service will be cut off entirely on March 17. Some residents have moved, and David Heads, a resident at Village Square, said, 'It is very ridiculous. I feel bad for me and for the other people who don't have the money to move.' The complexes have limited water, no on-site management or maintenance, and no trash service. Residents said they feel abandoned. They also told us people are breaking into the units and stealing appliances. More Local News Residents over at Southern Oaks told us it's much the same there, no management, no maintenance, no trash service, and now they say homeless people are breaking in empty units and living in them. Some residents are filling bathtubs to have access to water throughout the day, which is causing additional issues for other residents, leaks. One resident said an upstairs neighbor's bathroom leak caused his ceiling to fall and injure him. The man feels helpless and has no one to call to seek compensation for inconvenience or injury.
