Shreveport apartment conditions worsen and permanant water shut-off approaches
SHREVEPORT, La. (KTAL/KMSS) – Three Shreveport apartment complexes have had limited water service since February 17.
They only have water for a couple of hours in the morning and evening. Service will be cut off entirely on March 17.
Some residents have moved, and David Heads, a resident at Village Square, said, 'It is very ridiculous. I feel bad for me and for the other people who don't have the money to move.'
The complexes have limited water, no on-site management or maintenance, and no trash service. Residents said they feel abandoned. They also told us people are breaking into the units and stealing appliances.

Residents over at Southern Oaks told us it's much the same there, no management, no maintenance, no trash service, and now they say homeless people are breaking in empty units and living in them.
Some residents are filling bathtubs to have access to water throughout the day, which is causing additional issues for other residents, leaks.
One resident said an upstairs neighbor's bathroom leak caused his ceiling to fall and injure him. The man feels helpless and has no one to call to seek compensation for inconvenience or injury.

Minden Man of the Year: SAU grad earns community honors
MAGNOLIA, Ark. (KTAL/KMSS)—Over the years, Tracy Campbell has carefully preserved the history of Minden's community through his antique collection. He became part of that history after being named Minden Man of the Year. 'It was very humbling,' Campbell said. 'When you think of some of the guys who have made a difference in this town, I don't feel that I'm worthy of that kind of recognition. It was really nice.' Southern Arkansas University students excel in game development Campbell graduated from Southern Arkansas University in 1999 with a degree in mass communications. Shortly after, he married his high school sweetheart, Jennifer. The two moved to Minden, where Tracy became editor of the Minden Press-Herald. Tracy then led the marketing department at a community college in Hope, Arkansas, before moving back to Minden in 2003. Then, he decided to start his memorabilia collection, primarily vintage advertising signs and logos. 'I was at my uncle's house in Sarepta, and I noticed a sign lying on his carport under his truck,' Campbell said. 'I asked him what he was going to do with it.' The sign was only being used by Tracy's uncle to catch oil as it leaked from his truck. 'He told me I could have it if I could find something to replace it with,' Campbell said. 'So I brought him another piece of scrap metal.' Hope native Jacob Jones appointed to UAHT Board of Visitors Tracy first became interested in memorabilia at the age of 12. 'It all started when I was a kid,' Campbell explained. 'I would ride my bike to garage sales, buy stuff, and put it in my closet. Then, I would sell it to make a profit.' Tracy's Interest in older advertising signs and merchandise gradually increased while living in Minden. 'I started with like five pieces, then I had 10,' Campbell said. 'Now, I probably have around 300 different items. I just find it enjoyable, and it's therapeutic.' Louisiana Public Broadcasting to honor six students across the state as young heroes Tracy credited SAU for the guidance needed to navigate his career journey. 'SAU has 100 percent prepared me,' Campbell said. 'My time at SAU, especially in the journalism department, taught me how to communicate. One of the foundational things you have in life is to know how to communicate both in speaking and writing. 'My time in the Communications Center was beneficial. I got to hone my graphic design skills and my writing skills. Those skills carried me through every job I've ever had.' When asked about items Tracy may bring home, his wife, Jennifer, said she is no longer surprised. LSA Deputy of the Year awarded to Caddo Parish Sheriff's deputy 'My family thinks it's kind of funny,' said Campbell. 'They say, 'You never know what Tracy is going to bring home.' They know to expect the unexpected,' he laughed. In what may be his most unique item yet, Tracy recently brought home a 17-foot sign for the former Minden Motel. 'They know I like saving and preserving the local history,' Campbell said. 'I'm kind of a caretaker for this stuff. Louisiana Creole Center hosts enrichment institute for teachers
NATCHITOCHES, La. (KTAL/KMSS) — Ten middle school teachers spent time learning more about Louisiana Creoles. New Orleans Jazz Museum celebrates Clifton Chenier, zydeco king The Creole Heritage Center at Northwestern State University (NSU), in partnership with Cane River Creole National Historical Park and Cane River National Heritage Area, welcomed teachers from across the state to NSU for a three-day institute. Dr. Kent Peacock, director of the Creole Heritage Center, said, 'Our goal was to give teachers a better understanding of who are Louisiana Creoles and their vibrant heritage so they feel confident incorporating these essential parts of Louisiana and the United States into their classrooms.' Discover clay techniques and wheel work at NSU's ceramics class The teachers learned about and visited many of the heritage sites in Natchitoches Parish, including NSU's Creole Heritage Center, Melrose on the Cane, Fort St. Jean Baptiste State Historic Site, the Louisiana Sports Hall of Fame and Northwest Louisiana History Museum and two of Cane River Creole National Historical Park's sites, St. Augustine Catholic Church, and the Badin Roque House. The hope is that the teachers will pass on what they learned about Creoles to their students and take them to some of the sites. Caddo Parish recognizes 250th anniversary of the U.S. Army
CADDO PARISH, La. (KTAL/KMSS) – Caddo Parish Commissioners honored the 250th Anniversary of the United States Army. Commissioner and Vietnam veteran Ken Epperson of District 12 read a special proclamation recognizing the upcoming anniversary and reviewing its history. He explained that on June 14, 1775, General George Washington and the Second Continental Congress established the Continental Army, marking the birth of the United States Army and laying the foundation for the nation's military defense. LSA Deputy of the Year awarded to Caddo Parish Sheriff's deputy 'With the primary objective of defending the Constitution of the United States of America. Not a king, not a monarchy, not an individual. So I want us all to remember that,' Epperson said. Commissioner Epperson also read all the names of current Caddo Parish employees who served. He then listed the many inventions and breakthroughs made by the U.S. Army over the past 250 years, from roads and bridges built by the U.S. Army Corps of Engineers after the Revolution to medical advancements made during the Civil War to the invention of mosquito repellent, the EpiPen, and Ray-Ban sunglasses.
