House panel looking to pursue quota for Muslim OBCs in AMU, Jamia Millia Islamia
A parliamentary panel on the welfare of Other Backward Classes will meet with officials of the Education Ministry and representatives of Aligarh Muslim University and Jamia Millia Islamia over measures taken by them to secure representation of OBCs in admissions and employment this June. The meeting schedule for the Parliamentary Committee on the Welfare of OBCs noted that on June 13, the above-mentioned representatives of the Union Ministry and the minority institutions will be expected to give 'evidence' on the measures they have taken to secure the representation of OBCs in their universities, both in admissions and employment, along with measures taken for their welfare. Sources aware of the agenda for the meeting have told The Hindu that the parliamentary committee intends to pursue a quota for Muslim OBC communities within these minority institutions, both for admissions and in employment. A member of the panel told The Hindu, 'The panel understands that these are minority institutions that do not provide for quotas for Scheduled Castes, Scheduled Tribes, and OBCs. But the question that the committee feels the need to ask is why these institutions do not have a specific quota for Muslims who fall under the OBC socio-economic category.' Currently, the AMU has no reservation policy for admissions or employments based on religion or socio-economic category. JMI has a reservation policy for admissions under which a 10% quota is reserved for Muslim OBCs and STs but does not have a reservation policy for SCs, STs and OBCs in employment as per a Parliament reply. The parliamentary committee is currently chaired by Bharatiya Janata Party's Satna MP Ganesh Singh. While the AMU has no reservation policy for admissions or employment apart from the quota reserved for students who have studied in schools run by the AMU, the JMI implements a reservation policy in admission to courses, which was notified in 2011. As per the JMI reservation policy available on their website, the university reserved 30% of seats in each course for candidates who are Muslim; 10% is reserved for Muslim women; and a 10% quota is reserved for Muslim candidates from either OBC or ST backgrounds. Apart from this, the JMI has quotas earmarked for Persons with Disabilities and internal students of Jamia. According to the reservation guidelines of the university, the JMI is exempted from implementing the quota for Economically Weaker Sections (EWS), introduced in 2019. In response to a question in Parliament on teacher recruitment at the JMI, Minister of State for Education Sukanta Majumdar on April 2, 2025, said: 'JMI does not implement the reservation policy for SC, ST and OBC considering itself minority institution.' Mr. Majumdar added, 'Presently, the matter of minority status of JMI is sub-judice in Hon'ble High Court of Delhi.'

Supreme Court quashes FIR accusing man of raping woman on pretext of marriage: ‘Bundle of lies'
The Supreme Court on Thursday quashed an FIR against a man who was accused of raping a woman on the pretext of marriage, saying the complaint was nothing but a 'bundle of lies' and that no material on record was produced to substantiate the allegations. The court observed that the FIR was full of fabricated and malicious, unsubstantiated allegations levelled by the complainant. A bench comprising Justices Vikram Nath and Sandeep Mehta said allowing prosecution of the accused would be a travesty of justice and a gross abuse of the process of the court, reported PTI. The court observed that there were inherent contradictions in the statements of the woman. "The de facto complainant is a highly educated woman aged 30 years. In the FIR of 2021, she has only alleged a single sexual encounter. On the contrary, in the impugned FIR of 2022, 4-5 such incidents have been referenced, each of which antedate the FIR of 2021," the court said. "It is thus inherently improbable that the complainant would have forgotten or omitted to mention these incidents of sexual intercourse made under a false promise of marriage," the bench said. The court was hearing a plea filed by the man against an order of the Telangana High Court. The lower court had rejected his plea to quash the rape complaint against him. The Supreme Court further said the woman had filed a similar complaint against an assistant professor of Osmania University, where the woman was a student. The top court said the woman, in chats on her phone, admitted that she was manipulative and was trying to "get a green card holder". "At one point in time, she also stated that it would not be difficult for her to trap the next one. In the very same breath, she mentions that she would not waste time with the accused appellant and needs to invest in the next victim. She also mentions that she would irritate her victims to the extent that they dump her, and she could happily start with the next one. She also stated that she was using the accused appellant. These chats depict the stark reality about the behavioural pattern of the de facto complainant who appears to be having manipulative and vindictive tendency," the bench noted, according to PTI. Also read: SC refuses to stall ₹299 crore jetty project near Gateway of India The court further said the accused was justified in panicking and backing out from the proposed marriage after coming to know about her "aggressive" sexual behaviour and the "obsessive nature" of the complainant. "Hence, even assuming that the accused appellant retracted from his promise to marry the complainant, it cannot be said that he indulged in sexual intercourse with the de-facto complainant under a false promise of marriage or that the offence was committed by him with the complainant on the ground that she belonged to the Scheduled Castes/Scheduled Tribes community," the bench said. BBMP steps up efforts for glitch-free SC survey
BENGALURU: The Bruhat Bengaluru Mahanagara Palike (BBMP) Chief Commissioner Maheshwar Rao held a review meeting regarding the ongoing Comprehensive Caste Survey to identify Scheduled Caste members. Rao said that since the beginning of the Survey from May, 8,215 enumerators visited 1,31,730 SC houses and have covered 5,11,594 SC members. He also asked zonal officials to deploy additional enumerators in areas with high population of Scheduled Castes and complete the survey work quickly, especially in the Eastern Zone. Addressing a review meeting held in the Eastern Zone on Tuesday on the progress of the Scheduled Caste/Original Caste Comprehensive Survey, the palike chief told the enumerators to be in touch with the community leaders and representatives in areas with high populations of Scheduled Castes in the Eastern Zone and instructed them to complete the survey work at the earliest.

Suspension of former CID Additional DG N. Sanjay extended by six months
The Andhra Pradesh government on Tuesday issued orders extending the suspension of former Additional Director General of Police (ADG), Crime Investigation Department (CID) N. Sanjay, who is facing charges of misappropriation and misuse of public funds, by six more months. Mr. Sanjay, a 1996 batch IPS officer, allegedly misused public money while executing the development works when he was working as the Director General (DG) of Andhra Pradesh State Disaster Response and Fire Services. The IPS officer also allegedly misappropriated funds allotted for training the police personnel in creating awareness among Scheduled Castes (SCs) and Scheduled Tribes (STs) on the rights of the victims, rules of the Prevention of Atrocities (POA) Act, 1989, when he was working as the ADG (CID). Mr. Sanjay was suspended under Rule 3 (1) of All India Services (Discipline and Appeal) Rules, 1989. The Review Committee, which met on January 29, 2025, recommended extension of his suspension until May 31, 2025, or till further orders, whichever is earlier. Recently, the ACB Director General said that a case registered under Section 7 of the Prevention of Corruption (PC) Act, 1988, and other sections was pending against Mr. Sanjay, and more witnesses need to be examined in the case. The Review Committee, which met on May 21 again, observed that the investigation of the case was in progress and the officer under suspension might influence the probe. The committee recommended another extension of the suspension of the IPS officer until November 27, 2025 (for 180 days) or till further orders, whichever is earlier. The Director General of Police (HoPF) shall take necessary action in the matter, the orders said.

SC/ST Commission Chairman Bakkani Venkatayya to Visit Jogulamba Gadwal on May 27 to Address Community Grievances
Gadwal: Gadwal District Collector B.M. Santosh has announced that the Chairman of the Telangana State SC/ST Commission, Bakkani Venkatayya, will be visiting the district on Tuesday, May 27, 2025, along with other members of the Commission. As part of the visit, a key meeting will be held at 11:00 AM in the conference hall of the Collector's office. The focus of this meeting will be to discuss and address the issues faced by victims of atrocities under the SC/ST (Prevention of Atrocities) Act, land-related grievances, and the implementation status of various government development and welfare schemes meant for Scheduled Castes and Scheduled Tribes. Collector B.M. Santosh urged all leaders and representatives of Scheduled Caste and Scheduled Tribe organizations in the district to attend the meeting without fail. He emphasized the importance of utilizing this opportunity to present petitions directly to the Commission and voice their grievances regarding social justice, land rights, welfare delivery, and other pressing concerns. The visit by the SC/ST Commission is seen as a significant opportunity for marginalized communities in the district to have their voices heard and ensure appropriate action is taken by the concerned authorities. The district administration is making necessary arrangements to facilitate smooth proceedings of the visit and ensure all stakeholder participation. This event is expected to play a pivotal role in enhancing accountability in the implementation of welfare programs and safeguarding the rights of the SC and ST communities in Jogulamba Gadwal district.
