Maharashtra: Unfilled minority quota seats not to be included in CAP for FYJC admissions

In a reversal of the previous decision, minority-run junior colleges will be able to admit students under the minority quota till the last day of admissions, announced the Directorate of Secondary and Higher Secondary Education in Maharashtra through a notification dated August 4. In the previous notification dated July 30, the directorate had announced that remaining seats in the in-house and minority quotas in junior colleges will be allowed to be filled only till August 2. If the seats in this quota remain vacant even after that date, the seats will be included in the Central Admission Process. Similarly, the last date for colleges to fill up seats in the management quota is August 9. Now, according to the amended notification by Director of Secondary and Higher Secondary Education Dr Mahesh Palkar, admissions under minority quota can be made by the school management till the last date of admission. This means that vacancies under minority quota will not be included in the CAP round and the school management will be allowed to fill minority quota seats in minority-managed schools till the end. Palkar told The Indian Express, 'One of the colleges went to court against the previous notification, the hearing of which was held on Tuesday and hence, the decision has been reversed.' The notice regarding the reversal of the decision was shared late night on August 5. The rules for in-house quota and management quota remain the same, and those seats will not be available for colleges to fill after the above mentioned dates. This decision is among a string of decisions that the state School and Sports Education Department has had to reverse in the last few months. In relation to minority institutes, on May 6, the state government had introduced caste-based reservations in minority institutes for Class 11 admissions from this year onwards. On June 12, the Bombay High Court granted an interim stay on the clause of the GR and admissions went ahead without the reservations.

Students who have been allotted colleges will be required to physically go to the respective junior colleges from June 30 to July 7 to confirm their admission. After multiple delays, the first selection list was to be announced on June 26. This date was further postponed to June 30 due to technical difficulties and a Bombay High Court order cancelling reservations in minority institutes. With a revision to the schedule announced just hours before, the education department released the CAP list on Saturday evening, two days before the June 30 schedule. As per data shared by the directorate, 1,49,791 students were allotted seats in the arts stream, which had 2,31,356 applicants. Students who have been allotted their first choice college must confirm their admissions as they will not be allowed to take part in further CAP rounds. Previously, 60,487 students were allotted colleges under quota admissions out of a total of 1,45,225 applicants. This includes three quotas, namely management quota, minority quota, and in-house quota. Accordingly, 6,92,681 have been allotted admissions in the quota round and CAP round combined. The online CAP was implemented state-wide for the first time this year, excluding the Konkan division. Maharashtra government officials yet to confirm if FYJC first merit list to be out today

Mumbai: Confusion prevailed till late Wednesday as state officials did not confirm whether or not the first seat allotment list for admission to junior colleges would be released on Thursday. As reported by TOI on Wednesday, state officials said the FYJC admission software had been updated, but if a "query arose while running it, they would have to declare a fresh date to release the admission list". On Monday, state issued a Govt Resolution (GR) clarifying that Scheduled Caste, Scheduled Tribe, and Other Backward Category reservations will not apply to minority colleges, following which officials allotted seats under the altered seat matrix in minority colleges. "We are working on a war footing basis to release the list and we hope to do so on Thursday. If not, we will declare a fresh date," said an officer. Maharashtra government scraps social quotas in minority colleges; FYJC merit list in Mumbai likely to face delay amid confusion over reservation

Mumbai: Even as Maharashtra govt issued a government resolution (GR) on Monday, following a court directive, clarifying that Scheduled Caste, Scheduled Tribe, and Other Backward Category reservations will not apply to minority colleges, officials are still allotting seats under the altered seat matrix in minority colleges. Those in the know have raised serious doubts about whether the first FYJC merit list will be released on Thursday or if a new date will be announced. It is believed that after Monday's GR, several minority colleges called in-house aspirants on Tuesday, asked them to fill their forms again and submit the same with the fresh date of Tuesday, and asked their parents to pay fees on Friday. SSC exams were held early this year, and the results came sooner than expected — on May 13. But for lakhs of Class 10 students in Maharashtra, that headstart dissolved into a slow wait with govt first trying new centralised admission systems and then wanting to impose new reservations in minority institutes. Last year, SSC results were announced on May 27, and the first list was released on June 27. The entire team is working to allot seats to in-house students in minority colleges where reservation was cancelled. We will consolidate all the information on Wednesday and take a final call on whether the first merit list can be declared on Thursday evening or if we need to give students more time," said a senior official from the FYJC admissions cell. What was meant to be a smooth transition has turned jagged, said principals. The first merit list for FYJC admissions has now been delayed multiple times. "Delays were caused because a number of minority institutions decided to take govt to court and because of low participation in a govt tender," said an official from the education department. A court battle over reservations — now overturned by the GR — only deepened the cracks. "This time the intention was good," a vice-principal said. "But children have lost faith. They turn to integrated courses offered by coaching classes, they stop believing in colleges." Over 12.7 lakh students took part in this year's Central Admission Process, the state's first fully digital push. But for many, the online system was more of a bottleneck than a bridge. "The website kept crashing," said one parent. "All the benefits of early exams and early results are lost."
