Tripura govt suspends Teliamura SDM, issues show-cause notice to DM over death of trucker in Khowai district
The Tripura government Wednesday suspended the sub-divisional magistrate of Teliamura and served a show-cause notice to the district magistrate of Khowai following the alleged delay in the rescue of a truck driver who succumbed to his injuries sustained in an accident. J Datta, Under-Secretary, Tripura Government, signed a notification that reads, '…a disciplinary proceeding against Shri Parimal Majumder, TCS Gr-I, SDM, Teliamura and CEO, Teliamura Municipal Council is contemplated… the competent authority in exercise of the powers conferred by Sub-Rule (1) of Rule-10 of the Central Civil Services (Classification, Control & Appeal) Rules, 1965, has decided to place the said Shri Parimal Majumder, TCS Gr-I, SDM, Teliamura and CEO, Teliamura Municipal Council under suspension with immediate effect.' On Tuesday, a truck loaded with cement, travelling from Dharmanagar to Agartala, met with an accident on the national highway at Chakmaghat in Khowai district. The driver-cum-owner of the truck, Mihir Lal Debnath, got trapped inside the cabin after the vehicle's front portion collapsed on him. According to eyewitnesses, Debnath cried for help, but the rescue team reached the spot hours later. And even when a team of the State Disaster Relief Force reached the spot, the iron-cutting machine failed to operate, further delaying the rescue. By the time Debnath was rescued and sent to the hospital, he was dead. Chief Minister Dr Manik Saha had formed a three-member committee led by the revenue secretary (relief, rehabilitation, and disaster management) to investigate the incident and submit a report at the earliest. He also announced financial assistance of Rs 6 lakh – Rs 4 lakh from the State Disaster Management Fund and Rs 2 lakh from the Chief Minister's Relief Fund – for the kin of the deceased. Social Welfare Minister Tinku Roy and Industry and Commerce Minister Santana Chakma were scheduled to visit the house of the deceased truck driver shortly.

Teacher booked under POCSO Act dismissed
Shimla: The Himachal Pradesh government dismissed a Physics teacher from service for alleged molestation of girl students, citing grave misconduct and violation of provisions under the Protection of Children from Sexual Offences (POCSO) Act. Rakesh Kumar, presently posted at Government Senior Secondary School in Solan district, was served dismissal orders by the director of school education. During his previous posting in Paonta Sahib in Sirmaur district, Kumar was accused of misbehaving with and molesting girl students. An FIR was registered against him on May 9, 2023, under Section 354A (penalizes sexual harass-ment) of the Indian Penal Code and Section 11 of the Protection of Children from Sexual Offences (POCSO) Act, officials said. A departmental inquiry under the Central Civil Services (Classification, Control and Appeal) Rules, 1965, was initiated on September 6, 2023 and entrusted to Vaibhav Kumar Shukla, Principal of Gov-ernment Degree College, Paonta Sahib. Kumar had approached the Himachal Pradesh High Court seeking quashing of the charge sheet or a stay on the departmental proceedings until the conclusion of the criminal trial. However, the court dismissed the plea, observing that there was no ground to stay the inquiry under the given circum-stances. The inquiry officer, in his report, stated that the documents submitted by Kumar to contest the charges appeared questionable in authenticity and failed to adequately disprove the allegations. The report also noted that Kumar remained in judicial custody from May 9 to June 3, 2023, indi-cating the serious nature of the case. 'Taking into account the gravity of the misconduct, the nature of allegations involving moral turpi-tude, and the imperative need to ensure student safety, I am of the considered opinion that Rakesh Kumar is not fit to be retained in government service,' the inquiry officer concluded.

Assistant professor suspended for unauthorised admission of students in college
Agartala, Jul 25 (PTI) An assistant professor of a government-run degree college here was suspended for his alleged involvement in unauthorised admission of students, an official said on Friday. The action has been initiated against Abhijit Nath, assistant professor of Ramthakur College, following media reports about malpractice in the admission process for the 2025-26 academic year. 'Preliminary findings from the principal indicate that some students, whose names were not on the official admission list, were found with fee cards with forged signatures of college authorities", said special secretary of the Education department, Raval Hamendra Kumar, in an order issued on Wednesday. It said the college principal's submission revealed that Nath had taken 50 fee cards from the college office without authorisation and kept them at his residence. 'He later returned only 28 cards without providing an explanation for the remaining ones. It was later confirmed that a total of 120 fee cards had been taken by Nath, and 69 cases of unauthorised admissions were found", it said. 'The government has termed the case as a serious malpractice, forgery, and gross violation of admission norms. As per Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, Nath has been placed under suspension with immediate effect," said the order issued by Kumar. During the suspension period, Nath's headquarters will remain at Agartala, and he has been instructed not to leave the station without prior permission, said another official. Reinstated By High Court, Manipur Education Officers Still Allegedly Kept Out Of Office
Imphal: The Manipur government has not reinstated two zonal education officers (ZEOs) despite an order by the Manipur High Court to do so, which could amount to contempt of court, an organisation representing the Thadou tribe said in a letter to Governor AK Bhalla. The matter is linked to the suspension of the ZEOs for giving no-objection certificates (NOCs) - without following due process - for schools in two districts to apply for CBSE affiliation in 2023 amid the disruption caused by the ethnic violence. The education officers had already apologised to the state government in writing, and had also pointed out that they were "compelled" to sign the NOCs under "duress" and "pressure" from "elected representatives, CSOs (civil society organisations), and student bodies to issue the NOCs". The Thadou Students' Association (TSA) said two months have passed since the high court quashed the suspensions of Churachandpur ZEO Jangkhohao Haokip and Kangpokpi ZEO Lhingtinneng Singsit. "... Yet the state government has failed to reinstate the two Thadou officers, thereby constituting not only an administrative failure but also a contempt of court. TSA strongly urges the government to immediately reinstate both officers to their respective posts, in full compliance with the high court's orders, along with the release of all consequential benefits due to them," the TSA said. The TSA said the two ZEOs are widely recognised for their honesty, neutrality and dedication to educational service. "Their suspension, evidently influenced by political interference, has now been rightly invalidated by the Hon'ble Court. Justice delayed is justice denied, and further inaction will only intensify public dissatisfaction, particularly among the students and youth of the Thadou community," the TSA said. Court documents and the order copy, accessed by NDTV, showed that the two education officers were suspended on January 12, 2024 by the secretariat education (school) under Rule 10(1)(a) of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. Under this rule, the suspension is only for 90 days, unless it is extended on the recommendation of a review committee, and it lapses automatically after 90 days if there is no recommendation to extend it. "It has been submitted on behalf of the petitioner that in the present case, as the authorities have not extended the period of suspension by issuing necessary order, the impugned suspension order dated 12.01.2024 has become invalid by operation of law..." the lawyer appearing for the zonal education officer, Jangkhohao Haokip, told the high court. Accepting the submission, the court set aside the suspension and directed the state government "to reinstate the petitioner back in service forthwith with all the consequential benefits". A TSA source said they have filed a Right to Information (RTI) query to the education secretary (school) and the state public information officer seeking reasons for the delay in reinstating the zonal education officers, and who is responsible for the delay. Naorem Praveen Singh is the secretary of education (school). 'Education Officers Made Scapegoat' In the letter to the Governor, the TSA also demanded stringent action against 25 private schools in Kangpokpi and Churachandpur that "exploited political influence to secure CBSE recognition by coercing or manipulating the issue of no-objection certificates from the ZEO offices". The TSA said institutions found to have engaged in such unethical conduct must be investigated thoroughly and, if proven guilty, blacklisted from the Board of Secondary Education, Manipur and held accountable. Principals of the affected schools in Kangpokpi and Churachandpur had in December 2023 criticised what they called the authorities' "obtuse focus" on procedures when all that the students needed amid the ethnic clashes and other cataclysmic disruptions was academic continuity, whether CBSE or state board. "The situation in Manipur after May 3 was such that functioning under the state board was becoming impossible. We have to go to Imphal for exam coordination and other state board work. How would that be possible?" the principal of a Kangpokpi school had told NDTV on December 20, requesting anonymity. Other school principals in the hill district cited difficulty in coordinating with the education department at a time when battle lines have been clearly drawn on the basis of ethnicity and deep mistrust.

President delegates power to LG of Ladakh for Group 'A' Civil Service appointments
New Delhi [India], July 9 (ANI): In a significant administrative development, the President of India has directed that all appointments to group 'A' posts of the General Civil Services in the Union Territory of Ladakh will now be made by the Lieutenant Governor (LG) of Ladakh. The power has been delegated in accordance with the proviso to Rule 8 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. This directive effectively empowers the LG appointed under Article 239 of the Constitution to oversee the recruitment and appointment of senior civil servants within the Union Territory. 'In pursuance of the proviso to rule 8 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, the President hereby directs that all appointments to all Group 'A' posts of General Civil Services in the Administration of Union territory of Ladakh, shall be made by the Lieutenant Governor of Union territory of Ladakh, appointed under article 239 of the Constitution,' reads a Ministry of Home Affairs (MHA) order. However, the order includes a key stipulation: appointments to the posts of Chief Secretary and Director General of Police (DGP) in Ladakh will continue to require prior approval from the Central Government. 'Provided that, no appointment to the post of Chief Secretary, Ladakh and Director General of Police, Union territory Ladakh shall be made except with the previous approval of the Central Government,' mentions the order. The move is expected to streamline administrative autonomy in Ladakh, while retaining central oversight over top-level appointments. (ANI)
