MHA grants citizenship to wife of Kolkata resident killed in Pahalgam terror attack
The Ministry of Home Affairs has granted Indian citizenship to Soheni Roy, the wife of Bitan Adhikari, a resident of Kolkata who was killed in the Pahalgam terror attack on April 22. After the death of her husband, questions were raised about the nationality of Ms. Soheni by a section of family members of Bitan Adhikari. Union Minister of State Sukanta Majumdar shared the Certificate of Registration of Soheni Roy on social media under the Citizenship Act, 1955. The document mentions that Soheni was born in Narayanganj Bangladesh and entered the country in January 1997. Mr. Majumdar said that Soheni had applied for Indian citizenship after her marriage to Bitan Adhikari a long time ago. 'The Indian government has accepted that application of citizenship. I thank the Indian government, Bitan babu was brutally killed at Pahalgam. The Union government has given a fresh leash of life to Soheni by granting citizenship ,' the BJP leader said. Bitan Adhikari, an IT employee who was working in Florida, USA was killed in Pahalgam in front of his wife on April 22. The family members of Bitan Adhikari including his elderly parents reside at Patuli in Kolkata. The West Bengal government has announced compensation for the family and distributed the compensation sum between the parents and the wife of the deceased. Several politicians both from the ruling party and Opposition has visited the Adhikari family after the tragedy and assured support. Of the 26 persons who were killed in a terror attack in Jammu and Kashmir's Pahalgam on April 22, three persons were from West Bengal. The other two deceased were Sameer Guha, a resident of Behala in the city and Manish Ranjan from Jhalda in State's Purulia district.

In relief to tobacco farmers, Government notifies three-year validity for grower registrations and barn licenses
These registrations or licenses will now be valid for 3 years instead of the existing practice of renewing every year, an official release said. New Delhi [India], April 22 (ANI): The Centre has decided to renew the Certificate of Registration as a Virginia tobacco grower and the License for operation of a barn for three years instead of one year, as part of ease of doing business, in order to reduce the burden of mandatory yearly renewal. 'To facilitate the growers to renew this registration / licenses once in 3 years, the Government of India has amended the sub-rule(5), (6) and (7) of rule 33 and sub-rule (2) and (3) of rule 34N, of Tobacco Board Rules, 1976,' the release said. The amendment to the Tobacco Board Rules, 1976 was published in the Gazette of India by the Ministry of Commerce and Industry. It will be effective from 2025-26 crop season in Andhra Pradesh. 'This amendment of increasing the periodicity from one to three years will be greatly helpful to around 83,500 farmers covering around 91,000 barns in renewing their registrations/licenses across Andhra Pradesh, Karnataka, Telangana and Odisha states,' the release said. Virginia tobacco is being regulated in India by an Act of Parliament i.e., Tobacco Board Act, 1975 and the rules notified there under. As per the Tobacco Board Act, 1975 and relevant rules, every grower intending to take up cultivation of Virginia tobacco has to obtain certificate of registration as a grower and a license for operation of a barn. Accordingly, the Tobacco Board is facilitating the registration / licensing on an annual basis. India is second largest producer and fourth largest exporter of unmanufactured tobacco in the World (in value terms during 2023) and generating to the Indian exchequer. St. Louis urgent care doctor sentenced for $740k of Medicare, Medicaid fraud
ST. LOUIS – A St. Louis-area doctor who was running two urgent care locations was sentenced Wednesday for over $700,000 worth of fraud involving Medicare and Missouri Medicaid. According to the U.S. District Court in St. Louis, 57-year-old Sonny Saggar was sentenced to nearly three years in prison and an additional three years of supervised release following. He was charged with one count of conspiracy. Court documents state that Saggar ran two St. Louis General Hospitals between downtown St. Louis and Creve Coeur. He would charge patients for Medicare and Medicaid as if Saggar had seen the patient when, in reality, only the assistant physician attended to the patient—who are medical school graduates, haven't completed a residency program, and therefore aren't licensed. This also occurred while Saggar had been out of town. These charges caused a loss of $742,528 to Medicare and Missouri's Medicaid. In court, Saggar admitted to not properly training or supervising the assistant physicians between July 2018 and July 2023. Developer picked to demolish Millennium Hotel, revamp site As one physician can only supervise six assistant physicians legally, Saggar offered stipends of $480 per month to attract more physicians to sign up as collaborators. This led to falsified reports to the Missouri Board of Registration that assistant physicians were being properly trained. Additionally, Saggar hired an indicted physician as a collaborator at the Creve Coeur location in January 2022 but did not disclose this information to Medicaid. The physician has since lost billing privileges with Medicaid, records state. 'Doctors are expected to follow a certain code of conduct and obey the laws and regulations putin place to protect their clients,' DEA St. Louis Division Special Agent in Charge Michael Davissaid in a release. 'Our investigation shows that Dr. Saggar broke with protocol and endangered lives with his negligence. As a result of his misconduct, he was arrested, surrendered his DEA Certificate of Registration, can no longer prescribe controlled substances and faces nearly three years in federal prison.' Saggar's office manager, Renita Barringer, was also charged with one count of conspiracy for advertising the two locations for assistant physicians. Her sentencing is scheduled for April 22.
