112 human trafficking victims rescued between July 31 and Aug 14: Police
Patna: Altogether 112 victims of human trafficking — 41 minor girls and 64 boys, besides seven women — were rescued from various districts between July 31 and Aug 14 under 'Operation Naya Savera' of Bihar Police. The police also arrested 50 human traffickers — 28 men and 22 women — and registered 24 FIRs under various laws, including the Immoral Traffic (Prevention) Act and Child Labour Act, said Amit Kumar Jain, ADG (weaker sections), on Monday. "The operation, coinciding with the International Day against Human Trafficking on July 30, aimed to rescue the victims of human trafficking, child labour, unethical sex trade and exploitation in orchestra/theatre groups. The operation was conducted across the state with the collaboration of district anti-human trafficking units, NGOs and railway officials. The operation saw significant success in various districts. In child labour cases, 63 victims were rescued — 23 from Patna, 21 from Sitamarhi, four from Vaishali, three from Katihar, one from Bagaha, three from Madhubani, two from Narkatiaganj railway station and six from Sasaram station. Among the rescued were victims from neighbouring regions, including three from Nepal, 13 from West Bengal, four from Uttar Pradesh, and one each from Odisha and Jharkhand. Saran district emerged as the top performer in the operation, followed by Patna. "Since January 2025, the Bihar Police registered 329 FIRs related to human trafficking, rescuing 1,016 victims, including 217 minor girls, 77 women and 722 boys. A total of 250 traffickers were arrested and sent to judicial custody. In addition, the Bihar Police also focused on addressing discrimination and crimes against transgender individuals," the ADG said. He added that the existing transgender help desks in 855 police stations have been tasked with additional responsibilities to ensure the welfare and protection of their rights. Condo RWA gets CWC notice over daycare, probe on against owner
Noida: The child welfare committee on Tuesday sent a notice to the RWA of Paras Tierea, asking why it had allowed a daycare centre to operate from a residential society, as part of its inquiry after a minor attendant at the facility was seen beating and biting a 15-month-old toddler. "Apart from setting up an inquiry on the operator of the daycare centre, a notice has been sent to the RWA, asking if it gave permission to run the facility," CWC chairperson Dr KC Kirmani told TOI on Wednesday. President of the Sector 137 society's RWA, Vikrant Mahajan, didn't respond to questions on legality of the daycare's operations. The 'Blipee' daycare centre operated out of a 3BHK flat on the ground floor of the society. The toddler's parents, residents of the society, subsequently filed a police complaint and an FIR was registered against daycare centre owner Charu. According to the parents, Charu knew of the attendant's action but did not intervene. Separately, the labour department has initiated proceedings against Charu for employing a minor. "The department is examining medical reports and verifying the attendant's age to confirm if she is a minor. Once that is established, we will proceed with an inquiry under the Child Labour Act to implicate the owner of the daycare centre as employing a minor is punishable by law," said Ayush Pandey, assistant labour commissioner, Gautam Budh Nagar. Charu, who is yet to be arrested, had earlier said she had been running the daycare since 2021 and had all the necessary documents, including registration from the local administration. She had also claimed that the teenager was only hired as an attendant after she produced a society card that specified her age as 21. While the attendant has been sent to a correction home by the Juvenile Justice Board for 14 days, police have added more sections of the Juvenile Justice Act to the FIR. "Sections 75 (punishment for cruelty to a child), 82 (corporal punishment by a person in charge of a child care institution) and 88 (alternative punishment) of the Juvenile Justice Act have been added to the FIR. We have also sent a report to the labour department to aid their inquiry," said Vinod Kumar Mishra, SHO of Sector 142 police station. Other charges in the FIR, originally filed on Aug 7, include those for voluntarily causing hurt, criminal intimidation and intentional insult. Daycare assault case: Juvenile produced before Juvenile Justice Board
NOIDA: Police on Monday produced a 16-year-old caretaker accused of assaulting a 15-month-old girl In the Sector 137 daycare assault case, before the Juvenile Justice Board, which will decide where she will be kept, officials said. The CWC chief further pointed out that the accused caretaker herself is a minor, making her employment a violation of child labour laws. (Representational image) The Child Welfare Committee (CWC) Noida, which will examine the toddler once she is medically fit, has termed the FIR as 'very weak' and missing crucial legal provisions. 'Certain sections of the Juvenile Justice Act have not been invoked, and even provisions pertaining to physical assault are absent. The prime responsibility for this incident lies with the head of the facility operating it. Once the baby comes to us, we will direct the police to add the relevant sections,' said CWC chairperson KC Virmani. Virmani said the toddler has yet to be produced before the CWC as she is undergoing medical tests. 'Once she is produced, we will assess her actual condition, speak to the parents, and ensure she receives any required medical assistance,' he said. The CWC chief further pointed out that the accused caretaker herself is a minor, making her employment a violation of child labour laws. 'Sections under the Child Labour Act are also missing. As per Supreme Court guidelines, police should also verify if she was paid minimum wages and whether her working hours complied with rules. We have learnt she was on a 10-hour duty daily, while the permissible limit is six hours given her age. Police should consult the labour department to add relevant sections,' Virmani added. The assault took place on August 4 at the daycare located in Sector 137. CCTV footage allegedly shows the caretaker slapping, pushing, and biting the toddler on her thighs, and hitting her with a plastic bat. The incident came to light on August 7, when the child's mother noticed two marks while changing her daughter's clothes. .

Operation Muskaan rescues 7,678 children in Telangana
Hyderabad: 'Operation Muskaan XI,' a nationwide initiative by the Ministry of Home Affairs, was conducted across Telangana from July 1st to 31st, with the Women Safety Wing acting as the nodal agency for the state. During the operation, a total of 7,678 children were rescued. According to police, a total of 121 Sub-Divisional Police Teams, comprising 786 police personnel, were deployed in convergence with the Women Development and Child Welfare Department, Labour, Health, CWCs (Child Welfare Committees), DCPUs (District Child Protection Units), and various NGOs. A state-level convergence meeting was held on June 27, 2025, followed by training on SOPs (Standard Operating Procedures) and legal provisions, including the Juvenile Justice Act 2015, the Child Labour Act, and the Bonded Labour Act. Vulnerable areas such as railway/bus stations, religious sites, brick kilns, mechanic shops, construction sites, and tea stalls were mapped and combed. In the operation, a total of 7,678 children were rescued, including 7,149 boys and 529 girls. As many as 3,787 children were from other states or countries, including Odisha, Bihar, Madhya Pradesh, Rajasthan, and four from Nepal. The rescued children were categorised as follows: Child Labour-6,718, Street Children-357, Begging-42, Bonded Labour-2, and from other employments-559. Furthermore, 1,713 cases were registered, and 1,718 accused were arrested, leading to the rescue of 1,745 children in these cases. Officials stated that Operation Muskaan XI reinforced Telangana Police's commitment to eradicating child trafficking and bonded labour.

India rescued 44,902 children from exploitation last year. Many still remain in chains
Thousands of Indian children lead unchildlike lives behind locked doors and factory shutters. They rise early, not for school, but for work. They weave garments and scrub dishes — far from their homes, often trafficked has around 10.1 million child labourers. Between 2001 and 2011, the number of exploited children in India dropped by 2.6 million. Most of this drop happened in rural areas, where the number went down from 11.4 million to 8.1 million. But in cities, child labour increased, rising from 1.3 million to 2 million during the same to the National Crime Records Bureau, the number of victims registered under child labour cases rose by 44 per cent between 2018 and 2022, from 810 cases to 1,169. First Information Reports filed under the Child Labour Act also increased by 66 per cent during this period, from 464 to operations In 2024–25, under the Access to Justice for Children programme, civil society organisations worked with law enforcement in 24 states and union territories to carry out over 27,000 rescue operations. These efforts resulted in the rescue of 44,902 children from different forms of to a report titled Building the Case for Zero, the vast majority (40,414 children) were rescued from child labour, while 2,971 were victims of sexual exploitation, and 1,517 were found in organised begging rings. An additional 8,749 missing children were also report, prepared by India Child Protection, drew from data gathered by Just Rights for Children. The highest number of child labour rescues came from Telangana, which accounted for more than 11,000 cases. Other major contributors included Bihar, Rajasthan, Uttar Pradesh, Delhi, and Madhya Pradesh. In cases of sexual exploitation, West Bengal led with over 1,000 children rescued. Begging-related rescues were concentrated in Haryana and actionLegal action followed many of these rescues. Out of the 27,320 cases, 9,595 FIRs were filed, and another 6,959 cases were logged as General Diary entries. According to the report, about 92 per cent of GD entries are typically converted into FIRs.A total of 5,809 individuals were arrested in connection with these operations, with 85 per cent of them linked to child labour cases. Telangana, at 2,247, had the highest number of arrests, followed by Bihar, Rajasthan, and Assam.
