Chances increase for a tropical storm system off the Florida coast
A disorganized low-pressure area off Florida's east coast is showing increasing chances of becoming a tropical depression or tropical storm later in the week, the National Hurricane Center said. Even now, it's already having an influence on Florida weather with isolated torrential rain. As a high-pressure system over the northeastern Gulf drifts slowly westward on July 15, it will provide an opening for the elongated low-pressure area in the Atlantic Ocean to "mosey westward," said the National Weather Service in Tallahassee. Once the disturbance moves off Florida's west coast, and along the northern Gulf coast, it may encounter more favorable conditions and could strengthen into a potential tropical cyclone later in the week, said Jeffrey Lewitski, one of the center's lead forecasters in a discussion on the evening of July 14. The center has upped the chances of the system becoming a tropical depression or storm to 30% by Wednesday and 40% through Sunday. Regardless of its chances of becoming the season's fourth tropical storm, the low-pressure area is forecast to create unsettled weather over Florida as it moves westward to northwestward over the Gulf. "Some areas will receive multiple rounds of rain for the next couple of days which can lead to localized flooding," said the weather service office in the Ruskin/Tampa Bay. On the evening of July 14, a deluge was reported in at least two locations in the Plant City area east of Tampa, the weather service said. A gauge at the Plant City Police Department recorded 10.62 inches, and a gauge four miles east-southeast of the city reported 9.38 inches of rain. Up to another inch of rain was expected and the weather service advised people to monitor weather alerts and not to drive into a flooded roadway, especially at night, when water over a road can be notoriously hard to see and can carry a vehicle away when it's moving quickly. Florida to see rain regardless of storm development The bulk of the rain is forecast to fall across Central Florida, north and west of Lake Okeechobee, the weather service said. The disturbance also will increase winds over the Gulf and increase the chances of rough surf and dangerous rip currents for the latter part of the week and possibly the weekend, the hurricane center said. What would the potential system be named? If a tropical storm develops, it would be the fourth of the 2025 hurricane season, which started June 1, and would be named Dexter. Three people, including infant, killed in carnival shooting near Salt Lake City
(Reuters) -Three people, including an eight-month-old infant, were shot and killed and two teenagers were wounded following an altercation between two groups at an annual carnival in the suburbs of Salt Lake City, Utah, on Sunday night, police said. A 41-year-old female bystander was among those killed, while an 18-year-old man in one of the groups involved in the altercation was also killed in the shooting that took place during "Westfest" at Centennial Park, West Valley City, according to the police department. The West Valley City Police Department said that as police had approached to break up an argument between the two groups a 16-year-old male in one of them had pulled out a gun and opened fire at the other group. The police returned fire, but did not hit the suspect, they said, adding the suspect had been taken into custody. The wounded teenagers, a male and a female, were both hit in their arms, but it was not clear if they were connected to the groups involved, the police added. There have been 156 such mass shootings in the United States so far this year when defined as an incident with four or more people shot or killed, not including the shooter, according to the Gun Violence Archive. Alleged shabu supplier in Metro Manila nabbed with P14M worth of drugs
A buy-bust operation in Batasan-San Mateo Road in Quezon City led to the arrest of an alleged supplier of shabu and the seizure of the illegal drugs worth almost 14 million. According to a "24 Oras" report by Emil Sumangil on Wednesday, the suspect was arrested by two undercover police agents after confirmation that he was carrying contraband. Kidnapper Who Held Elizabeth Smart Captive for 9 Months Arrested After Police Say Sex Offender Visited Salt Lake City Parks

Wanda Barzee, 79, was taken into custody on the morning of Thursday, May 1, by Salt Lake City Police after it was allegedly discovered she had visited local parks. Brent Weisberg, a spokesperson for the Salt Lake City Police Department, tells PEOPLE that Barzee was booked into Salt Lake County Metro Jail on "one count of violating Utah's law restricting registered sex offenders from entering protected areas, including public parks." That arrest came after "detectives developed information that Barzee had allegedly visited at least two parks in Salt Lake City, including Liberty Park and Sugar House Park, in violation of state law," Weisberg said. Barzee is no longer in custody, with court records showing that her release came on judicial orders. She and her husband Brian David Mitchell kidnapped Smart in 2002 and held her captive for close to a year, moving between rundown houses and abandoned campsites in Utah and the San Diego area. The pair were arrested in 2003 and a judge ruled that Barzee could be released from prison in decision did not sit well with Smart, who was very vocal about the fact that she viewed Barzee to be just as culpable for what happened to her as her husband and a threat to society. She said in multiple interviews around that time that Barzee was an "evil woman." Mitchell abducted Smart at knifepoint from her home in Salt Lake City after climbing through her bedroom window. For the next nine months, Smart was held captive by Mitchell and Barzee and subjected to near-daily sexual assaults. Smart has previously discussed Barzee's participation in the assaults, saying she would encourage her husband and often be present while the teenager was being abused by Mitchell. The public was alerted to Mitchell and Barzee's identities after Smart's sister, who witnessed the kidnapping, recalled that the man whose voice she heard that night was the same man who had previously been hired to do work at the family's home. Photos of Mitchell and Barzee then ran on America's Most Wanted around the same time the two started appearing in public with Smart, which eventually led to a person recognizing the pair and contacting authorities. Smart was rescued on March 12, 2003, just over nine months after she was taken from her bedroom on June 5, 2002. Mitchell was sentenced to life in federal prison while Barzee served 15 years for her role in the operation. SLCP says it will continue to monitor this situation moving forward as part of a joint effort with other agencies. "While the criminal prosecution in this matter remains our priority, our SLCPD social workers and crisis intervention detectives will continue utilizing our co-response model to help ensure that appropriate resources and safety plans are made available as the case progresses through the justice system," Weisberg said. UPS driver arrested in package thefts after empty box deliveries in Horizon City
A UPS driver has been arrested for allegedly stealing packages that were to be delivered in Horizon City, police officials said. Suspicions had been growing since February in the El Paso suburb when several residents started reporting empty UPS packages delivered to their homes, Horizon City Police Department officials said. Zubia, 44, and an alleged accomplice, Monica Almanza, 46, both of El Paso, were arrested on felony charges of theft over $30,000 after stolen items were recovered at home in El Paso by Horizon City police detectives in an investigation assisted by the UPS security team, police officials said. The total number of packages that were stolen was being counted as an investigation continues. Detectives suspect there could be additional victims in Horizon City and the surrounding area who received empty packages or never received a package but did not file a police report. Horizon City residents who may have been victims of the UPS package thefts may contact Horizon City police Sgt. L. Rodriguez at 915-852-1047. Zubia and Almanza were each arrested on charges of theft over $30,000, possession of a controlled substance and possession of more than four ounces of marijuana. No attorney was listed for them on court records. El Paso County Jail records show that Zubia was booked into jail on Tuesday, March 25, and released the next day on a total surety bond of $100,000. Almanza was booked and released on a $35,000 total surety bond on Wednesday via Fast Track Booking, a program that allows for a quick release if a person surrenders and has bail arrangements prepared. Detectives from the Criminal Investigations Division identified Zubia as "the main suspect responsible for the thefts." The investigation looked into numerous complaints to Horizon City police about the delivery of empty packages, along with complaints about packages never delivered at all, a police news release stated. During the investigation, detectives served a search warrant at a home in the 3000 block of Gaston Drive in the Pebble Hills area of East El Paso, police said. 'We are dedicated to providing high-quality police work to ensure our residents are not victimized by criminal activity," Vargas said in a statement.
