Haryana to conduct state-wide mock drill today, 15-min blackout from 8 pm

Haryana will now conduct the state-wide mock drill – civil defence exercise — under Operation Shield on Saturday across all 22 districts to enhance state's emergency preparedness and response capabilities. Scheduled to begin at 5 pm, the drill is being organised under the guidance of the Ministry of Home Affairs (MHA) to simulate critical incidents such as air raids, drone attacks, and other wartime scenarios in the light of current national security concerns. Earlier, this mock drill was scheduled for May 29 but was postponed as per MHA instructions. A controlled blackout of 15 minutes will be observed from 8 pm near vital installations, with exception of essential emergency services such as hospitals, fire stations, and police stations. Interacting with media persons here Friday, Additional Chief Secretary (Home) Sumita Misra said, 'The exercise aims to test existing emergency mechanisms, improve coordination between the civil administration, defence forces, and local communities and to identify areas that need to be strengthened, thus ensuring swift and effective response during any crisis.' Misra said, 'Currently there are around 32,000 civil defence volunteers across Haryana who will contribute in this exercise. All Deputy Commissioners have been directed to call out Civil Defence Volunteers, NSS, NCC, Nehru Yuva Kendra Sangathan (NYKS), Home Gaurds, etc. of their respective districts in order to brief them regarding their deployment, duties and exercises to be undertaken.' The key components include drills responding to aerial threats such as air raids and swarms of unmanned aerial vehicles (drones), activation of air raid sirens, and testing of control room communication hotlines established with the Indian Air Force. The exercise aligns with the Incident Response System (IRS), which Haryana officially notified on January 28, 2025, under the Disaster Management Act, 2005, providing a structured framework for effective emergency response. All Deputy Commissioners, who are also Chairpersons of District Disaster Management Authorities, along with Commissioners and Superintendents of Police, have been directed to ensure meticulous planning and execution of the exercise in their jurisdictions. 'They have been instructed to submit a detailed Action Taken Reports to the Commandant General, Home Guards, and Director, Civil Defence, Haryana, which will be compiled for state-level review and forwarded to the MHA. The above mock exercises are scheduled for May 31 between 5 pm and 9 pm and should not be the cause of alarm for the citizen,' Misra said.

The mock exercises are scheduled for May 31 between 5 pm to 9 pm and should not be the cause of alarm for the citizens, officials said. Earlier, this drill was scheduled for May 29 but was postponed as per the instructions of the Ministry of Home Affairs, it said. ‘Register NSS members as Civil Defence Volunteers'

Indore: The educational institutions in the state have been directed to register National Service Scheme (NSS) volunteers as Civil Defence Volunteers. The Ministry of Youth Affairs and Sports, in coordination with the Ministry of Higher Education, has instructed principals and NSS programme officers to ensure that students enrolled in NSS units complete their registration on the portal. The aim is to create a state-wide database of NSS volunteers, who are willing to step forward during disasters or national emergencies. These trained young citizens could play a critical role in civil defence operations such as for first aid, evacuation, public communication and support services. Officials from the state's NSS office said that the campaign is not only about emergency preparedness but also about fostering a culture of discipline, volunteerism and service among youth. Alongside NSS volunteers, members of Nehru Yuva Kendra (NYK) and other youth aged 18 to 40 are also encouraged to register. So far, over 3000 NSS volunteers registered. Delhi CM takes stock of emergency preparedness of hospitals, fire service

New Delhi: Delhi Chief Minister Rekha Gupta on Saturday assessed the preparedness of hospitals, the fire department and other government agencies to deal with an emergency in the backdrop of the ongoing 'Operation Sindoor'. Addressing the high-level review meeting, CM Gupta instructed officials to ensure availability of ambulances and adequate storage of medicines and materials. She also issued instructions to ensure power backup in Intensive Care Units and to cancel the leave of medical and paramedical staff and prepare duty rosters. Officials of the District Disaster Management Authority (DDMA) were directed to identify shelters and sensitise Civil Defence Volunteers (CDVs) for emergency deployment and coordination with the armed forces, Indian Railways and airport authorities. In a post on social media platform X, CM Gupta said, 'The Power Department was directed to be prepared in case of power outage and ensure backup power supply for essential services. The Home and Police departments were ordered to maintain operational readiness and security for uninterrupted supply of water and electricity.' She said civic agencies like PWD, MCD and NDMC were instructed to prepare a list of contractors and machinery ready for infrastructure construction in case of emergency. The DTC and DMRC were also asked to prepare route maps and fleet management for emergency planning and evacuation, she said. On Saturday, the Chief Minister held a meeting with the Medical Superintendents (MS) of various government hospitals to review the current condition, needs, and challenges of hospitals to ensure better healthcare services. Health Minister Pankaj Kumar Singh was also present in the meeting. CM Gupta stated that the Delhi Government's foremost commitment was to provide accessible, affordable, and high-quality healthcare to every citizen of the national Capital. She emphasised that the government was not only strengthening hospital infrastructure but also working to bring healthcare services closer to homes. During the meeting, discussions were held on medicine shortages and supply status in hospitals, implementation preparedness for Central Government health schemes like Ayushman Bharat, Vay Vandana for senior citizens, and Arogya Mandir for comprehensive care, general hospital maintenance, and online systems for OPD/IPD registrations.
