Ministry of Electricity reviews possible adjustments to service fees

KUWAIT CITY, Aug 9: In a bid to ensure fair pricing for its services, the Ministry of Electricity, Water, and Renewable Energy has initiated a thorough review of electricity and water supply services, including connection and reconnection procedures. Dr. Adel Al-Zamil, Undersecretary of the Ministry, has issued a directive to form a specialized committee tasked with developing a comprehensive strategy on these matters. The committee, chaired by Khaled Al-Rashed, Assistant Undersecretary for the Electricity Distribution Networks Sector, will reassess Ministerial Resolution No. 121 of 2017 and suggest any necessary amendments. Their mandate includes studying the steps and costs involved in supplying electricity and water to all consumer categories, establishing clear mechanisms for service extensions, identifying potential challenges, and proposing effective solutions. The committee will also review the financial accounting methods in line with existing ministerial and administrative regulations. Separately, Undersecretary Al-Zamil issued an internal memo to all Assistant Undersecretaries, requesting the Personnel Affairs Department's Audit Section to compile and submit detailed records of employees' academic qualifications and equivalencies above the general secondary level. This data, covering employees from January 1, 2000, to the present, must include names, civil numbers, nationalities, employers, and the countries that issued the qualifications. The information will be forwarded to the Civil Service Bureau's Committee for Examining Academic Certificates, which reviews qualifications for employees in both government and private sectors, including citizens and residents. The deadline for submitting the requested information on flash drives to the Audit and Follow-up Department is set for the end of the month. This request follows an April 29 directive from the Civil Service Bureau, calling on government agencies to provide copies of academic qualifications and equivalencies exceeding high school level for their staff.

Hong Kong to mandate digital job applications for civil service

Hong Kong will extend digital-only applications to all civil service positions from next month, as part of the government's efforts to promote digitalisation and improve recruitment efficiency. Advertisement Civil Service Secretary Ingrid Yeung Ho Poi-yan announced on social media on Sunday that, as of Tuesday, July 1, all applications for civil service jobs must be submitted electronically, unless stated otherwise. She also highlighted other measures adopted by the Civil Service Bureau under the same digitalisation drive to improve recruitment efficiency and leverage technology. This included the launch of online tests for the Basic Law and Hong Kong National Security Law in May, enabling candidates to obtain an electronic score certificate on the same day. 'These examples showed how we make better use of existing resources and manpower, fundamentally improve the efficiency of recruitment work, and provide more convenience for job seekers,' Yeung wrote on Facebook. Advertisement Since the end of July last year, certain positions, such as assistant clerical officer, clerical assistant, and second level personal secretary, have exclusively accepted online applications, phasing out paper forms, faxes and emails.

Kuwait Allows School Principals To Approve Exit Permits For Expat Teachers

Kuwait's Ministry of Education has granted school principals the authority to approve exit permits for expatriate teachers and staff, eliminating the need for regional office involvement and ending a months-long administrative bottleneck that had disrupted travel plans for tens of thousands. Announced in coordination with the Civil Service Commission, the policy empowers school administrations to issue exit approvals directly via the government's Integrated System, part of an ongoing digital transformation effort. The change comes as the Ministry works to modernise internal operations and better serve a workforce that includes over 30,000 expatriate educators. 'The shift is aimed at reducing delays, simplifying procedures, and promoting administrative discipline,' said Acting Assistant Undersecretary for General Education Mansour Al Dhafiri in a directive to all education districts. He instructed officials to cease referring requests to central offices, in what is seen as a key step in empowering schools with greater administrative autonomy. Previously, expatriate educators were required to navigate a multi-layered process involving district visits and paper submissions. But the rollout of the 'Sahel' app, designed to facilitate electronic services, exposed technical issues in syncing teacher data with Civil Service Bureau systems, leading to mass confusion and widespread complaints. The Ministry responded with an urgent intervention led by Education Minister Dr. Adel Al Tabtabaei, who coordinated with the Civil Service Bureau to update records and restore functionality. Since then, hundreds of teachers have successfully processed their travel requests online, with the new procedure reducing foot traffic in administrative offices. Under the revised mechanism: · Teachers obtain Form No. 1 from supervisors. · Requests are submitted through the 'Sahel' app. · Principals approve applications directly via the integrated government portal. The reform is designed to reduce red tape, foster administrative discipline, and support more effective governance of the country's education sector. The Ministry has called on all schools to adhere to the updated procedures and confirmed that further enhancements to the digital system are under consideration.
