Last Updated: At 35, Jagdeep Dhankhar became the youngest president of the Rajasthan High Court Bar Association and played a key role in securing OBC status for Jats in Rajasthan Long before his ascent to the Vice President's office, Jagdeep Dhankhar, who resigned from his post on Monday evening, made a pivotal choice that shaped his career. Despite clearing the civil services examination, he declined a government posting and instead pursued a career in law. In 1979, he enrolled with the Rajasthan Bar Council and began practicing at the Rajasthan High Court and later the Supreme Court, laying the foundation for a legal and political journey that would span decades. Dhankhar quickly rose through the ranks, becoming the youngest president of the Rajasthan High Court Bar Association at the age of 35 in 1990, and was designated a Senior Advocate in the same year. His legal acumen was instrumental in securing OBC status for the Jat community in Rajasthan. Jagdeep Dhankhar's journey from the village of Jhunjhunu to becoming the 14th Vice President of India and Chairman of the Rajya Sabha is a testament to his struggle, education, and dedication. Born on 18 May 1951 into a Jat farmer family in Kithana, a small village in Jhunjhunu district of Rajasthan, he was instilled with the values of simplicity and hard work by his parents, Gokal Chand and Kesari Devi. Dhankhar, the second of four siblings, overcame numerous challenges in his childhood, demonstrating perseverance that eventually led him to one of the highest offices in the country. From Village Schools To Sainik School And Beyond Dhankhar received his primary education at a government primary school in Kithana, walking 4-5 kilometres to school each day. After completing fifth grade, he attended the government middle school in Ghardhana and later enrolled in Sainik School, Chittorgarh, where the military-oriented education further shaped his character. Despite being selected for both IIT and NDA while at Sainik School, he chose to focus on his studies, earning a BSc (Hons) in Physics from Maharaja College, Jaipur, and an LLB from Rajasthan University in 1978-79. Although he passed the Civil Services Examination, he decided to pursue advocacy instead of joining the IAS. Dhankar's Political Journey Dhankhar's political journey began when he won the Lok Sabha election from Jhunjhunu in 1989 on a Janata Dal ticket, becoming an MP for the first time. He served as Minister of State for Parliamentary Affairs in the Chandrashekhar government from 1990-91. When the Janata Dal denied him a ticket in 1991, he joined the Congress and became an MLA from Kishangarh in Ajmer in 1993. He later joined the BJP in 2003. Dhankhar served as the Governor of West Bengal from 2019 to 2022, where his differences with Chief Minister Mamata Banerjee frequently made headlines. UPSC's initiative to provide employment pathways for unsuccessful candidates is welcome

Every year, lakhs of people prepare for and sit the Civil Services (Preliminary) Examination. In 2024, for instance, 9.9 lakh had applied for the examination conducted on June 16. Of these, 5.8 lakh appeared for the examination. However, of all those who appeared, only 14,627 candidates qualified for the written (main) examination, of which just 1,009 were recommended by the Union Public Service Commission (UPSC) for appointment to the services. The lakhs who don't make the list each year either opt for another attempt — in the general category, candidates have six attempts — or start their professional life, often belatedly. There are several challenges posed by a late entry into the job market. Some of the candidates have competition from younger counterparts and the lack of work experience makes their predicament even more difficult. The spin-offs on lifetime earnings are not difficult to gauge, especially because many end up employed in occupations that are either not in line with their qualifications or possibly at junior levels. An initiative by the UPSC is now providing pathways to the unsuccessful candidates for securing gainful employment. Under the Public Disclosure Scheme, called PRATIBHA Setu now, the Commission has started publicly disclosing information on the non-recommended, willing candidates of the exams it conducts. The UPSC conducts several exams every year — some of the examinations, other than the Civil Services Examination, included under this scheme are the Indian Forest Service Examination, the Indian Economic Service/Indian Statistical Service Examination, and the Combined Medical Services Examination. The non-recommended candidates are those 'who qualify the written examinations but are not recommended after the interview'. The portal provides information on these candidates. According to a report in this newspaper, it also provides subject- and discipline-wise search facilities to organisations, enabling them to pick out candidates who meet their requirements. By doing so, this facility is helping match candidates available in the labour market with prospective employers. Initially, this scheme — it was launched in 2018 — had little success in placing candidates in government organisations and public sector entities, as per a report in this paper. Extending it now to the private sector helps cast a wider net, increasing the odds of the candidates being absorbed. Prospective employers now include PSUs, autonomous government organisations and private entities. This is indeed a welcome step. However, the problems in the labour markets in India require deeper and far-reaching policy changes.

Representative photo NEW DELHI: The Employees' State Insurance Corporation (ESIC) has recruited 451 candidates to the post of insurance medical officer through the UPSC 's Pratibha Setu portal — which has on offer a talent pool of nearly 10,000 candidates who had cleared all stages of select UPSC recruitment examinations, including the Civil Services Examination, but did not make it to the final list of recommended candidates. In an update on LinkedIn, ESIC, which comes under the Union ministry of labour, said the 451 candidates were selected after going through the list of non-recommended candidates from Combined Medical Services Examination (CMSE) held in 2022 and 2023, on the Pratibha Setu portal. The UPSC Pratibha (an acronym for Professional Resource and Talent Integration — Bridge for Hiring Aspirants) Setu portal is a strategic initiative that allows verified employers, including ministries, public sector units (PSUs), autonomous bodies and private organisations, to access details of non-recommended, willing candidates who had cleared the written examinations and made it to the interview stage. A soft biodata of the non-recommended candidates, with their educational qualifications and contact details, is available on the portal. The first-of-its-kind initiative offers a platform for candidates who cleared UPSC exams but did not get recommended, to connect with prospective employers who are looking for meritorious candidates with high qualifications. Any duly registered private company, PSU, etc. may register on Pratibha Setu portal using their corporate identification number. With OTP-based verification, their nodal officer can access the dashboard and the Pratibha Setu software functionalities.

After hard work, she cleared the UPSC CSE exam in her very first attempt in 2010 and attained an All India Rank (AIR) of 51 at the young age of 22. Apart from her career as a UPSC officer, Simala Prasad also ventured into the world of Bollywood. IPS Simala Prasad stepped into the film industry, as she reportedly played the lead role in the movie 'The Narmada Story,' which will also feature Raghubir Yadav and Mukesh Tiwari. On casting the officer of 2010 batch IPS, Simala Prasad, Filmmaker Zaigham Imam was quoted as saying by news agency IANS, 'It was pure luck. We didn't plan it this way. Initially, we considered many names and even conducted screen tests. When IPS Simala Prasad's name came up, we had to think deeply because the script demanded a special kind of seriousness. Our character wasn't typical; it required authenticity.'
