Ex-ICC president urges Ukraine to file ICC case against North Korea
North Korean leader Kim Jong Un may face a war crime probe at the International Criminal Court (ICC) for supporting Russia's war against Ukraine. Source: South Korean Yonhap News Agency, citing a statement by former ICC president Song Sang-hyun during an international conference in Seoul on 19 May Details: The former ICC president said "the time is right" to hold Kim Jong Un accountable. Last month, North Korea officially confirmed for the first time that it had sent troops to Russia in support of its aggression against Ukraine. Despite numerous human rights violations within North Korea itself, Kim Jong Un has not yet been referred to the ICC. However, in Song's opinion, there are now sufficient legal grounds for Ukraine to initiate a case against him for aiding Russia in the war. "The time is right to bring Kim Jong-un before the ICC," Song stated. Details: He also said that Pyongyang's military assistance to Moscow gives Ukraine the opportunity to file an official complaint as an affected party. Quote: "There is an opportunity for Ukrainian authorities, as the victim, to file a complaint against North Korea with the ICC." Details: Song added that even in the absence of a formal complaint, the court has the authority to launch its own investigation. Quote: "While a complaint filed by Ukraine would be very ideal, the ICC also has the authority to initiate an independent investigation." Details: The former ICC president also noted that ICC warrants have no statute of limitations and that their issuance exerts significant psychological pressure on the accused, effectively barring them from entering any of the 124 member states of the court. Song Sang-hyun called on the ICC to respond more actively to war crimes committed by the North Korean leadership and their allies. Background: In April 2025, North Korean leader Kim Jong Un confirmed the deployment of troops to Russia to fight against Ukraine, stating that this complies with the provisions of the Comprehensive Strategic Partnership Treaty between North Korea and Russia. The General Staff of the Armed Forces of Ukraine reported that since the start of the Kursk operation, Russia has lost more than 62,000 soldiers and more than 4,500 North Korean servicemen in the Kursk operational zone. In March 2023, the ICC issued an arrest warrant for Russian ruler Vladimir Putin on suspicion of war crimes related to the war against Ukraine. Support Ukrainska Pravda on Patreon!

South Korea's Choice of Next Leader Crucial to National Security
このページを 日本語 で読む In South Korea, on June 3, voters will select a successor to impeached former President Yoon Suk-yeol. With less than a month to go, South Korea's main candidates in the presidential election have now been selected. Their campaigns will necessarily focus on how to end the domestic political turmoil. However, South Korea's foreign and defense policies also impact the peace and stability in Northeast Asia, including Japan. Hopefully, there will be a serious debate on issues related to national security. Kim Moon-soo, former Minister of Employment and Labor, was chosen as the ruling People's Power Party candidate on May 3. However, former Prime Minister Han Duk-soo, a conservative who served as acting president, also announced his candidacy as an independent. Former progressive Democratic Party leader Lee Jae-myung, however, has been leading in the polls. His party is the largest of the opposition parties. Interest will now be focused on whether conservatives can unite around a single candidate to challenge Lee. Lee also has problems. On May 1, the Supreme Court of South Korea overturned a March Seoul High Court verdict that had acquitted Lee of charges of violating the Public Offices Election Law. Some observers believe that the Supreme Court ruling, which suggested Lee may be guilty, may cause moderate voters to turn away from him. South Korean opposition leader Lee Jae-Myung (©Sankei) Clearly, South Korea's domestic politics are in flux. However, it is important to note that the security environment surrounding the country has also been seriously deteriorating. In 2024, Russia and North Korea signed a Comprehensive Strategic Partnership Treaty. North Korea's dispatch of troops to aid Russia in its invasion of Ukraine has been justified, based on that treaty. It stipulates that each side will provide the other with military assistance in the event of a contingency. That increases the likelihood that Russia may join the conflict in the event of an emergency on the Korean Peninsula. It is possible that North Korea could attack South Korea at the same time that China invades Taiwan. This has also been pointed out. In the past, Lee has made statements like, "Whatever happens in the Taiwan Strait has nothing to do with us." He has also said, "South Korea should not get involved in a Taiwan emergency." However, to deter a Chinese invasion of Taiwan, cooperation among Japan, the United States, South Korea, and Taiwan is desirable. Furthermore, Lee has made other provocative statements like "Japan is a military adversary" and the "US should withdraw [from the Korean Peninsula]." We recall with concern such past comments by Lee. They were not only anti-Japanese but also ignored the severe security environment in Northeast Asia. The parties that would delight most in a weakened Japan-South Korea and Japan-US-South Korea solidarity are none other than the autocratic nations of China, North Korea, and Russia. Both Kim and Han are trying hard to distance themselves from Yoon, but it would be undesirable for all of Yoon's policies to be rejected. The security cooperation with Japan and the United States that Yoon promoted is unrelated to his martial law declaration fiasco. Hopefully, the candidates will forthrightly attest to the importance of Japan-US-Korea cooperation.. Author: Editorial Board, The Sankei Shimbun このページを 日本語 で読む

France reacts to recognition of North Korea's participation in Russia's war against Ukraine
France has stated that Russia and North Korea's recognition of the involvement of Pyongyang's troops in the war against Ukraine demonstrates their disregard for international law. Source: France's Ministry for Europe and Foreign Affairs, as reported by European Pravda Details: The French Foreign Ministry stated that, together with its partners, it has been condemning the deployment of North Korean troops in Russia, where they are assisting Moscow in its war against Ukraine, since October last year. Background: At the end of April, North Korean leader Kim Jong Un confirmed that North Korean troops had been sent to support Russia in its war against Ukraine, citing the Comprehensive Strategic Partnership Treaty between Pyongyang and Moscow. North Korea shares blame for Russia's war in Ukraine, says US State Department
The US Department of State has stated that North Korea is contributing to the prolongation of hostilities by participating in Russia's war against Ukraine and is therefore also responsible for the bloodshed. Source: Tammy Bruce, spokesperson for the US Department of State, at a briefing Quote: "Well, we know this is pretty simple. North Korea is not being helpful. They're not being helpful. There are other nations that also are facilitating this carnage, and their actions make it possible to continue. Third countries, like North Korea, have perpetuated the Russia-Ukraine war and they bear responsibility for it." Details: She added that the US continues "to be concerned by North Korea's direct involvement in the war". "North Korea's military deployment to Russia and any support provided by the Russian Federation to the DPRK in return must end," Bruce said. She also noted that Russia's training of North Korean soldiers directly violates a number of UN Security Council resolutions, which collectively "impose a broad prohibition on providing or receiving military training or assistance to or from the DPRK". Background: At the end of April, North Korean leader Kim Jong Un confirmed that North Korean troops had been sent to support Russia in its war against Ukraine, citing the Comprehensive Strategic Partnership Treaty between Pyongyang and Moscow. Russian leader Vladimir Putin later acknowledged their involvement and expressed "gratitude" to the North Korean forces assisting Russia.
