Palace hints at possible positive response to Mary Jane Veloso clemency appeal

Malacañang expressed optimism on Friday that President Ferdinand Marcos Jr. may respond positively to the clemency appeal for convicted overseas worker Mary Jane Veloso. The appeal was formally submitted to the Palace by Veloso's parents and advocacy groups, requesting full and absolute clemency ahead of the President's State of the Nation Address (SONA) on July 28. Palace Press Officer Undersecretary Claire Castro said that Marcos has not yet received the petition but noted that any action that does not violate the law and benefits the Filipino citizen involved may merit a favorable response. Veloso, convicted of drug trafficking in Indonesia in 2010, was previously on death row before her sentence was commuted. She was transferred back to the Philippines in December 2024 and is now detained at the Correctional Institution for Women in Mandaluyong. Last year, President Marcos said clemency for Veloso was still 'far off,' but recent developments may open the door to renewed consideration.

Malacañang is looking at a positive development in the appeal of the family and supporters of convicted overseas worker Mary Jane Veloso to grant her full and absolute clemency. This, as Veloso's parents, along with concerned groups, on Friday submitted a petition addressed to President Ferdinand 'Bongbong' Marcos Jr. to free Mary Jane. They were hoping for the granting of her clemency before Marcos' fourth State of the Nation Address (SONA) on July 28. Palace Press Officer Undersecretary Atty. Claire Castro said that Marcos has yet to receive the letter. 'Kung wala naman tayong malalabag na batas at ito ay ikakabuti ng ating kababayan, makakakuha naman tayo po malamang ng positibong reaksyon dito,' Castro said in a palace briefing on Friday. (If it doesn't break any laws and will benefit her, we will probably get a positive reaction to it.) In November last year, Manila and Jakarta reached an agreement to transfer Veloso to the Philippines. She was convicted of drug trafficking in 2010 and was a death row inmate in Indonesia. Veloso finally arrived in the Philippines in December and was transferred to the Correctional Institution for Women (CIW) in Mandaluyong City. Marcos back then said that the possibility of granting Veloso clemency was still "far off." A total of 1,004 persons deprived of liberty (PDLs) from various prisons and penal farms nationwide were released from June 13 to July 3, 2025, the Bureau of Corrections (BuCor) said Friday. BuCor said this brings the total number of released PDLs under the current administration to 24,583. Data from the bureau showed that 423 were from various compounds in the New Bilibid Prison, 52 from the Correctional Institution for Women (CIW), 1 from CIW-Iwahig Prison and Penal Farm, and 10 from CIW-Mindanao. Around 136 were from the Davao Prison and Penal Farm, 109 from the Iwahig Prison and Penal Farm, 50 from the Leyte Regional Prison, 110 from the Sablayan Prison and Penal Farm, and 113 from the San Ramon Prison and Penal Farm. Aside from this, it said that 61 were released due to acquittal, 16 due to probation, 16 due to habeas corpus, 94 due to parole, 1 due to bail, 1 due to cash bond, 459 due to expired sentence not covered by Department Order (DO) 652, and 356 due to expired sentence approved by the justice secretary. Under DO 652, the bureau said that the release of PDLs incarcerated in national penitentiaries with expired sentences shall be approved by the BuCor director general or his duly authorized representative. Meanwhile, the release of PDLs sentenced to life imprisonment or reclusion perpetua or those classified as high-risk or high-profile shall be implemented only upon prior approval of the justice secretary. —VAL, GMA Integrated News

The Bureau of Corrections (BuCor) on Wednesday announced that 2,923 persons deprived of liberty (PDLs) were released from April 1 to June 11, 2025. 'By facilitating the reintegration of PDLs into society, the government not only helps these individuals reclaim their lives but also fosters safer communities,' BuCor Director Gregorio Catapang Jr. said in a statement. 'Proper reintegration programs can significantly reduce recidivism rates, allowing for better engagement with society and improved public safety,' Catapang said. Meanwhile, of the released inmates, the bureau said 2,373 were due to expiration of sentence, 228 were acquitted, 212 due to parole, 76 due to habeas corpus, 59 were granted probation, and two were turned over. Meanwhile, 1,204 were from New Bilibid Prison, 248 from the Correctional Institution for Women (CIW) in Mandaluyong City, four from CIW-Iwahig Prison and Penal Farm, and 42 from CIW-Mindanao. BuCor said 469 were from the Davao Prison and Penal Farm, 356 from the Iwahig Prison and Penal Farm, 134 from the Leyte Regional Prison, 180 from the Sablayan Prison and Penal Farm, and 313 from the San Ramon Prison and Penal Farm. According to BuCor, a total of 23,579 PDLs have already been released under the administration of President Ferdinand 'Bongbong' Marcos Jr. —VAL, GMA Integrated News
