Who can lead Dumfries and Galloway Council?
A special meeting of Dumfries and Galloway Council (DGC) is to be held after a number of councillors quit the Conservative group which leads the local authority. It left them with just nine members of the 43-strong council in the south-west of Scotland. Now a request has been received to hold a special full council meeting within the next 14 days. If it leads to a change of control it would be the third administration to try running the authority in the space of three years. Seven of them have now left - four to form a group called Novantae and three to create the Dumfries and Galloway Independent Group. It means their numbers have now fallen behind those of the SNP, which has 11. DGC confirmed it had received a call for a special meeting on Tuesday which will have to be held within a fortnight. It could see the current administration replaced after a little more than two years in charge. Following the decision by a number of Conservative councillors to leave the group there are now nine different groupings or individuals on the authority. The SNP has 11 councillors followed by the Conservatives with nine and Labour on eight. Newly-formed Novantae has four, the Democratic Alliance three, Dumfries and Galloway Independents three, Independents three and one each for the Lib Dems and "not-specified". It means that no coalition of just two groups could achieve an outright majority. After elections in May 2022, an alliance was formed between the SNP, Labour, Lib Dems and independents to run the council. They said they hoped to serve the region while working together in the name of "mutual trust and understanding". However, that coalition fell apart after less than a year and the Conservatives took over to lead an administration without an overall majority. Earlier this year they were unable to take forward their own budget plans but remained in control. Now a block of councillors has quit the group - some of them citing concerns about how the west of the region was being represented. It has swiftly been followed by the submission of the request for a special meeting of the council which could pave the way for another change. Four councillors quit Conservatives to form new party However, the other two biggest political groups on the council have already been involved in an administration which folded after less than 12 months in charge. It would take at least three groups - and potentially as many as seven - to form an outright majority. It will also be some time before the composition of the council is likely to change significantly. The next local authority elections are not scheduled until May 2027. Agra man gets life term for killing wife over dowry
Agra: A court here has sentenced a 30-year-old man to life imprisonment for strangling his wife to death over dowry on Aug 31, 2022. After killing his wife, the husband burned her face to mislead investigators into believing her death was accidental. District govt counsel (DGC) Basant Gupta said that Manoj Goswami, who worked at a factory in Agra, initially claimed that Kumkum (26) had suffered burn injuries while preparing tea. He informed her brother, Saurabh Goswami, about her "accidental death" early that morning. But the autopsy report confirmed that Kumkum had died due to strangulation, not burns, exposing the murder. The next day, Kumkum's other brother, Akhilesh Goswami, lodged a police complaint, following which an FIR was registered against Manoj under IPC sections 302 (murder) and 498A (cruelty against a married woman), along with relevant sections of the Dowry Prohibition Act. Gupta said, "Manoj and Kumkum tied the knot on Feb 10, 2015. Soon, Kumkum began facing harassment over dowry. She had confided in her family about repeated demands and physical and emotional abuse. A formal complaint was filed at Sadar police station on April 11, 2018, against Manoj and his family. The matter was later resolved with a compromise, in which assurances were given that Kumkum would no longer be harassed and Manoj would be held responsible for any harm to her. During the trial, Manoj's defence sought leniency, citing that this was his first offence and that he has two young daughters to care for. However, dismissing the plea, sessions judge Sanjay Kumar Malik on Thursday sentenced Manoj to life imprisonment. The court also imposed a fine of ₹10,000, with an additional three-month jail term in case of non-payment.

It's official, Rory McIlroy is coming to India
New Delhi: In a major boost to Indian golf, five-time major winner Rory McIlroy has confirmed participation in the $4 million DP World India Championship later this year. The European Tour event will be played at the iconic Delhi Golf Club (DGC) from October 16-19 and will be the biggest prizemoney golf tournament to be held in India. HT first reported in January that the current world No.2 will head the field in this new event; While DP World Tour announced the event co-sanctioned with Professional Golf Tour of India (PGTI) only last month, McIlroy's participation has now been confirmed. The North Irishman is currently in great form, having completed a career major slam in April by winning The Masters. It was his third win on the PGA Tour this year. The success at Augusta ended his 11-year wait for a fifth major, his previous wins having come at the US Open (2011), US PGA Championship (2012 and 2014), and The Open (2014). 'I am excited to not only tee it up in India for the first time but also visit a country that I've always wanted to explore,' McIlroy was quoted as saying by DP World Tour. 'I'm proud to play in the inaugural DP World India Championship. I've always enjoyed playing a global schedule, and as I have previously said, there is tremendous potential to grow golf further in the country. This is a great opportunity and I can't wait to play in front of Indian golf fans,' the 36-year-old added. McIlroy's India foray follows two-time US Open champion Bryson DeChambeau's first visit to the country earlier this year for the Asian Tour's International Series played at the DLF Golf and Country Club in Gurugram, an event that witnessed large crowds on all days. The reigning Race to Dubai champion is set to bring star power to the event with a host of DP World Tour players expected to follow suit. DP World India Championship will be the eighth of nine events on the Back 9 phase of the 2025 Race to Dubai, building towards the season-ending DP World Tour Play-Offs that will culminate in the DP World Tour Championship at Jumeirah Golf Estates in Dubai. The tournament will also mark the European tour's return to DGC for the first time since 2016 and ends the club's two-year wait for an international event. Since the course was redesigned by Gary Player in 2019, DGC hosted the first two editions of Asian Tour's DGC Open (2022 and 2023) but the event has since failed to return.

Strong week of results for Ashton sports teams
Ashton International College Ballito enjoyed a successful run of results across a range of sporting codes last week. Fresh off the school's successful trophy haul at the Reddam House Umhlanga sports festival, the Ballito school was back to competing against some of the best opposition in KZN. Ashton's hockey teams went undefeated in fixtures against St Charles, with the first team edging St Charles' 2nds 1-0. Earlier in the week, the 1st team put on an exhibition against Scindia, an Indian touring team, beating the tourists 13-0 on the Oxford Astro. Ashton's girls' 1st team netballers edged Danville Park Girls' High School 32-30 in a thrilling encounter in Durban North. The 2nd and U16A teams also claimed impressive away wins. On Saturday, the 1st team travelled up the road to Curro Salt Rock to play in a highly competitive tournament at the Curro Sports Festival. Twelve teams took part in two groups of six, with the top four in each group advancing to a quarter-final stage. Durban Girls College (DGC), Our Lady of Fatima, Maris Stella and Danville Park led a strong contingent from Durban. Ashton finished third in Pool B, with three wins from five to advance to the quarter-finals against Curro. The North Coast derby did not disappoint. Both teams played with high energy in a pulsating match. Ashton came out 12-6 winners but lost to Girls College 24-14 in the semi-finals. Danville were too strong in the bronze medal match, winning 19-10. DGC beat Fatima in extra time of the final to take the honours and silverware back to Durban. Gomti's revival drifts off course as Dist Ganga Committee meets after two months
Amid the search for concrete steps to improve the Gomti's deteriorating health, the District Ganga Committee (DGC) meeting held here on Tuesday turned out to be a big disappointment. The committee met after a gap of two months. (Mushtaq Ali/HT) Contrary to the expectations, the meeting, chaired by chief development officer (CDO) Ajay Jain in the absence of the Lucknow district magistrate, failed to come up with any effective plan to curb the flow of around 280 MLD (million litres per day) of untreated sewage into the river. Its focus was rather on planning new gateways and pathways in the name of beautification. Faecal coliform in the river, at Kudiaghat in the state capital, is 40,000 MPN (most probable number)/100ml against the maximum permissible limit of 2,500 MPN/100ml, according to the latest data available with experts. At Nishatganj bridge and Pipraghat, it was 49,000 and 79,000 MPN/100ml in March. Despite the high pollution levels, the committee, on Tuesday, confined itself to discussions only on the construction of gateways and a mandap on the Gomti. There was no dialogue even on deteriorating dissolved oxygen (DO) levels—a key marker for aquatic life—which drops from 10.7 mg/L at Manjhighat to just 2.9 mg/L at Kudiaghat, and then to a deadly 1.6 mg/L at Pipraghat. Biochemical oxygen demand (BOD), which is an indicator for organic pollution, rises from 3.10 at Manjhighat to 8.20 at Kudiaghat and peaks to 12 at Pipraghat — levels far beyond safe limits for human use. Flows 960 km through 16 dists In 2014, when the Central government set up the Namami Gange Programme a sum of ₹ 20,000 crore was sanctioned for the rejuvenation and conservation of the Ganga. Also called National Mission for Clean Ganga (NMCG), its state units are headed by chief secretaries of the respective states. At the district level, the programme's implementation is done by District Ganga Committees that are headed by district magistrates with DFOs as their member secretary. The Gomti also comes under the scope of the programme since it is a major tributary of the Ganga. It originates from Madhotanda in Puranpur block of Pilibhit and meets the Ganga at Kaithi Ghat in Ghazipur. It covers a distance of 960 km and passes through 16 districts. DGC planning Gomti Aarti, beautification When concrete mechanisms to conserve and preserve the Gomti did not evoke the desired results, the district committee, in its meeting held on Tuesday, looked beyond sewage treatment plant (STPs) and discussed appealing to the religious sentiments of people when they ask them to keep the Gomti clean. CDO Ajay Jain was the nodal officer who chaired the meeting and divisional forest officer (DFO) Sitanshu Pandey, the member secretary, was among those present. Both officials did the icebreaking by briefing members about the formation of Gomti Task Force and how the district administration was always relentlessly working for the conservation of the river. During the meeting, the irrigation department was requested to find a particular location along the ghat where a grand gateway could be constructed and a mandap could be built for daily Gomti Aarti on the lines of the Ganga Aarti in Varanasi and Haridwar. For the construction of the gateway and 'aarti' mandap, four places were identified. They are: Kudiya Ghat, Ghaila Ghat, Laxman Mela Ground and another one near the G20 ghat. While the irrigation department has been tasked with identifying the area, PWD officials were asked to send the estimate regarding this, which would be sent to the State Mission for Clean Ganga for its approval and funding. Jaldoot and a member of the DGC NK Verma claimed that the idea of a gateway was proposed by him, and it was included in the minutes of the meeting. The DFO said a massive tree plantation would be taken up all along the river ghats and several departments would be allocated saplings. It was also discussed that Ganga village committee meeting halls would be constructed in places from where the Gomti flows so that locals willing to render their services to keep the river clean could hold their periodical meetings there. Meanwhile, the DFO said the Gomti Task Force was bound to play an important role in conserving the river and the district committee would help in spreading public awareness. The task force, a specialised unit by Indian army's territorial wing, has been formed under the aegis of Namami Gange with approval from the Union ministry of defence. Its objective is to rejuvenate and protect the Gomti. Its responsibilities are monitoring the pollution level in the river, spreading public awareness, patrolling the riverbanks and ghats so that no waste is littered on the river, stabilising riverbanks and to seek assistance during natural disasters.
