Govt launches amnesty scheme for minor mineral leaseholders

Jaipur: The state govt Wednesday launched an amnesty scheme for minor mineral leaseholders and contractors to recover dues and waive interest liabilities. Introduced as part of the 2025 Budget announcements, the scheme will remain in effect till Dec 31, 2025, and applies to principal and interest dues pending up to March 31, 2024. The scheme extends to a wide range of categories, including minor mineral leaseholders, quarry licence holders, royalty collection contract (RCC) and excess royalty collection contract (ERCC) holders, short-term permit (STP) defaulters and contractors associated with various construction departments. Principal secretary (Mines and Geology) T Ravikant said, "For the first time, the scheme includes concessions that are effective, expired, lapsed or surrendered such as mining leases, quarry licences, brick earth permits, and temporary working permissions for sand mining. In cases where mining was carried out in violation of approved mining plans, environmental clearance conditions, or consent to operate, or where concessions were cancelled through administrative orders, any penalty imposed for illegal dispatch of minerals up to March 31, 2024 will be waived upon payment of 20% of the principal amount. " Similarly, in case of pending District Mineral Foundation Trust (DMFT) dues, full interest will be waived if the outstanding principal is paid. Relief for broken or expired leases, quarry licences, STPs and brick kiln permits is structured across historical slabs, with the percentage of principal payable gradually increasing for more recent dues.

1 2 Bokaro: In a move to fast-track Bokaro airport's operation, deputy commissioner DC Ajay Nath Jha on Thursday chaired a crucial meeting at his office with senior officials of the Airport Authority of India (AAI), Bokaro Steel Plant (BSL), forest, health and administrative officials. Jha stressed that operationalising the airport is among the top priorities of the state govt and urged all departments to treat it with urgency. He instructed every department to outline their tasks and report progress within 15 days. To enhance surveillance, the DC directed district forest officer (DFO) Rajneesh Kumar to begin watchtower construction atop Satanpur Hill by month-end. BSL was asked to coordinate with relevant departments to build 10 watchtowers per security norms. Expressing concern over possible encroachment near the airport, Jha instructed BSL to coordinate and run a special encroachment clearance campaign next month to ensure safety and unhindered operations. He also stressed on maintaining regular cleanliness at the airport. Jha asked BSL to streamline and secure entry-exit routes by identifying critical access points. The DC also approved the procurement of two ambulances with four stretchers from the DMFT fund and directed the civil surgeon to ensure dual stretcher capacity in all district ambulances.

Mancherial: Deputy Chief Minister Mallu Bhatti Vikramarka stated that the government is dedicated to public welfare. On Sunday, in Laksettipet Mandal, a 30-bed Community Health Center was inaugurated by him along with by Ministers Damodar Rajanarasimha, Jupally Krishna Rao, and Duddilla Sridhar Babu. 'The Laksettipet center was built with Rs 8.5 crore in government funds and Rs 1 crore from Singareni. Efforts are underway to deliver faster, better healthcare services,' said Bhatti, on the day. He noted that a government junior college and high school were established in the Mandal center using Rs 10.2 crore from CSR and DMFT funds. He inspected classrooms, mid-day meals, and the school environment, interacting with students. At Rebbanapalli village in Dandepally Mandal, foundation was laid for a solar power plant under this scheme. Bhatti announced that the plant would be built over four acres in Andugulapet (Velganur) at a cost of Rs 3 crore, with 90% as bank loans and 10% from village groups. It's expected to generate 4,500–5,000 units/day and Rs 51 lakh annually. In Narsingapur village, a 900-meter CC road was taken up with Rs 1.63 crore CSR funds. Four Panchayat buildings were initiated with Rs 80 lakh under MGNREGA, and four Anganwadi centers with Rs 48 lakh. At Lakshmipur village, Rs 1 crore was allotted under SC Special Development Fund for roads and drainage. At Chinagopalpur and Rally villages in Hajipur Mandal, Rs 2.5 crore under ST/SC development funds was invested in infrastructure. At Vempalli and Pochampahad outskirts, a Rs 30 crore IT/Industrial Park is coming up over 212 acres. Bhatti stated the government aims to economically empower one crore women by disbursing interest-free loans worth Rs 20,000 crore annually, having already provided Rs 21,632 crore in the first year.'Interest-free loans for women's groups are being disbursed from July 12–20 statewide,' said the Dy CM.

1 2 Chatra: Polpol village, which is known for its tomato, in Kolhaiya panchayat of Kanhachatti block lacks a paved road even after 78 years of independence. The agricultural produce generates annual turnover of Rs 1.5crore and provides employment to 500 labourers, helping to check migration. Traders from West Bengal, Bihar, Uttar Pradesh and other states arrive here from November to February to buy tomatoes. But traffic comes to a halt every monsoon in this hamlet. Villagers Abhishek Kumar said, "Politicians make populist promises while campaigning before elections but forget after winning. We will grow paddy on the road this year as the entire stretch turns into a muddy patch. Polpol is an example of aatma nirbhar written by the farmers without any government help. But we are struggling for road. If the road is not built, we will take the path of agitation." Kanhachatti block development officer (BDO) Sunil Prakash said, "I will send a proposal on the issue to district officials for funds under DMFT." Chatra sub-divisional officer (SDO) Jahur Alam said, "We have given go ahead for roads in rural areas to ensure basic facilities and strengthen infrastructure at every village. Popol will also get a paved road soon. Chatra had faced extremism for long, which had hampered its development. But now, it is on the path of development."

Jaipur: The state govt has notified amendments to the rules governing the District Mineral Foundation Trust (DMFT), revising the fund allocation ratio from 60:40 to 70:30 for development in mining-affected areas. According to the revised provisions, 70% of DMFT funds will be earmarked for high-priority areas such as drinking water supply and purification (including water treatment plants), environmental protection and air pollution mitigation, health infrastructure including silicosis treatment, educational facilities (construction of schools, libraries, toilets, provision of drinking water in schools, sports infrastructure, and e-learning), women and child development (including Anganwadi centres), skill development for local youth, hostels, old-age homes, sanitation, housing, agriculture, and animal husbandry. An official said, "The remaining funds will be used for other priority works, particularly infrastructure development, including roads, bridges, rail and irrigation projects, energy, and watershed-related works. All development works under DMFT will be undertaken within a 25km radius of mining-affected areas." Additionally, a state-level monitoring committee has been formed under the chairmanship of the chief secretary, with the principal secretary of the mines department serving as vice-chairperson. "For the first time, a representative from the Union ministry of mines has also been included in the committee," the official added. At both the district and state levels, the committees will also include representatives from relevant govt departments, mine leaseholders, local public representatives, and NGOs. Principal secretary, department of mines and petroleum, T Ravikanth, said, "In districts where DMFT collections exceed Rs 50 crore, a Project Management Unit (PMU) will be established for management, technical support, and planning. Further, 10% of the fund amount will be set aside as an Endowment Fund."
