1 2 Patna: From cracking down on heinous crimes to seizing illegal liquor and firearms, Bihar Police reported a strict enforcement drive between Jan and July 2025. In this seven-month period, over 54,900 accused were arrested, convictions were secured in more than 46,000 cases, and fines totalling over Rs 14.6 crore were imposed on traffic rule violators. The drive also saw large-scale execution of warrants, preventive actions against lakhs of people, and major seizures of narcotics, liquor and arms, said additional director general (law and order) Pankaj Kumar Darad, while addressing a press conference on Monday. He said execution of warrants and other legal orders was robust, with 234,366 summons, 171,561 bailable warrants and 189,932 non-bailable warrants issued from Jan to June 2025. Darad said, "A total of 1,300 criminals were identified for possessing assets acquired through illegal means, with property attachment proposals against 280 of them already submitted to the court. Following this, the court initiated proceedings to seize the assets of seven criminals. Under section 3 of the CCA (Crime Control Act), proposals against 1,662 people were sent to the district magistrates, resulting in orders against 339. Furthermore, under Section 12(1) of the CCA, detention orders were issued against eight criminals, with more actions underway. Further strengthening moves to maintain law and order, 5,174 people were arrested for instigating communal violence, attacks on police, mob violence, and indulging in celebratory firing in the seven month period. 1 2 3 Patna: Special Vigilance Unit (SVU) on Friday raided three locations linked to Jehanabad deputy superintendent of police (headquarters) Sanjeev Kumar, following allegations that he had amassed disproportionate assets worth Rs 1.52 crore, far exceeding his known income. The searches were conducted at his luxury bungalow in Patna, his official residence in Jehanabad and a multi-storey hospital in Khagaria. An FIR had been registered against Kumar in Jehanabad for acquiring assets beyond his known sources of income. In a statement, additional director general of the SVU, Pankaj Kumar Darad, said, "The SVU in Patna registered a case against Sanjeev on Aug 7. The case was filed under various sections of the Prevention of Corruption Act, 1988 (as amended in 2018), and the Indian Penal Code, alleging possession of assets disproportionate to his known sources of income. " Darad added that the allegations indicated Kumar had acquired wealth during his govt service far beyond what could be justified by his salary and other legitimate earnings. Following the FIR, the SVU obtained a search warrant from the vigilance court and carried out coordinated raids in Patna, Jehanabad and Khagaria. At his Patna residence, the SVU found investments in agricultural land worth Rs 23.5 lakh in Begusarai, a plot purchased for Rs 20 lakh in Khagaria and another in Samastipur costing around Rs 11 lakh. An SUV and a motorcycle were also seized. In Khagaria, documents confirmed ownership of the 10 trucks, valued at around Rs 3 crore. Several bank accounts in both Kumar's and his wife's names were identified, prompting further scrutiny. Jewellery worth Rs 38 lakh was also recovered, according to the ADG. From his official residence in Jehanabad, investigators seized papers indicating his involvement in fuel supply for the trucks. It is alleged that during his tenure in Khagaria, Kumar colluded with land mafias, investing lakhs in various plots of land. Darad said, "The authorities plan to file an application in the competent court to confiscate the disproportionate assets discovered during the raids. The assets found during the search exceed the figures mentioned in the FIR, indicating a substantial increase in the estimated value of his wealth." 1 2 Patna: In a rare move to enforce discipline, the Bihar Police headquarters (PHQ) has issued a stringent directive banning women personnel from wearing jewellery and makeup while on duty. The directive, issued on July 8 and signed by additional director general (ADG) of law and order Pankaj Darad, warns that non-compliance will invite disciplinary action. The order applies to all women officers — from constables to inspectors — and explicitly prohibits the wearing of nose rings, earrings, bangles, necklaces and the use of cosmetic products during active duty hours. This directive follows a spate of viral videos and photos on social media, where women police personnel were seen making reels while dressed in uniform, adorned with jewellery and heavy makeup. The PHQ termed such activities as a "violation of service rules", calling them a serious breach of police decorum and professionalism. ADG Darad said, "Making reels and displaying weapons for social media, excessive use of Bluetooth devices for music or personal calls while on duty have also been listed as violations, as such activities distract personnel from their duties." "The directive will also apply to male officers and personnel too, requiring them to wear uniforms properly during duty hours," said Darad. The PHQ has warned that violators will be identified and dealt with strictly. If the directive is ignored, senior officers could be asked to explain the lapse in implementation. 1 2 3 4 Patna: Sale deeds worth crores, over 25 kisan vikas patras, gold and silver jewellery valued at more than Rs 12 lakh and several bank accounts and fixed deposits were among the assets seized during simultaneous raids conducted by the Special Vigilance Unit (SVU) on Thursday at the Patna and Khagaria residences of DSP Abhay Prasad Yadav of the prohibition, excise and registration department. The vigilance teams also found a three-storey house in Khagaria with 15 rooms built on over five katthas of land, Rs 1.05 lakh in cash and documents related to more than 20 bank accounts and various fixed deposits. The volume of both movable and immovable assets recovered significantly exceeded what was initially recorded in the FIR. Additional director general (ADG) of SVU, Pankaj Darad, said Yadav is suspected of having amassed wealth through illegitimate means far exceeding his known sources of income. "Based on our preliminary assessment, he holds assets 50% above his legitimate income. The FIR was lodged accordingly and court-sanctioned search warrants were obtained before the raids," Darad said. The raids were part of an ongoing investigation into disproportionate assets acquired during Yadav's service. The operation began early in the morning under tight security with no one allowed to enter or leave the premises. A parallel search was conducted at his Patna home. "Numerous land-related documents from Patna and Khagaria were recovered, including nine high-value sale deeds. We also found more than 25 kisan vikas patras amounting to several lakhs and documents for fixed deposits in various banks," said Darad. Yadav, a 1994-batch officer, began his career as a sub-inspector and was once abducted by Maoists while posted at Kajra police station in Munger district. He was rescued after considerable efforts. He is currently posted as DSP in the Patna prohibition unit. In a separate incident on Thursday, SVU also caught Ashok Kumar Verma, a head clerk in the education department, red-handed while accepting a bribe of Rs 1 lakh in Patna. The action followed a written complaint from Rakesh Kumar, who alleged that Verma had demanded the money to ensure the approval of his wife's maternity leave. "After verifying the complaint, we laid a trap and caught Verma accepting the bribe," said an SVU official.

Patna: A total of 13,719 licensed tazia processions are scheduled to take place in the state this Muharram , marking a slight increase from last year. The Bihar Police have identified several districts as highly sensitive and implemented enhanced security measures to prevent any communal unrest, additional director general (law and order) Pankaj Darad said on Friday. Districts under heightened watch include Sitamarhi, Katihar, Purnea, Gopalganj, Sheohar, Banka, Muzaffarpur, Darbhanga, Rohtas, Patna and Madhubani. "Special vigilance measures have been put in place in these areas," said Darad, adding that the administration is leaving nothing to chance. To ensure strict monitoring, control rooms have been set up in every district and will remain operational throughout the Muharram period. "The administration has made video recording mandatory for all processions and deployed 1,230 sub-inspectors for immediate response to any potential incidents. Strict regulations have been imposed, including a complete ban on DJ systems and all unauthorised processions," the ADG said. He added that every procession must proceed under police supervision and only with the requisite permits.
