Egypt's Dar al-Ifta Issues Fatwa Permitting Delegated Hajj Due to Illness
Mohamed Mandour Egypt's Dar al-Ifta has issued a religious ruling (fatwa) permitting individuals suffering from chronic illness or old age to commission others to perform the Islamic pilgrimage of hajj on their behalf. The fatwa, grounded in Islamic tradition, cites a narration from Abdullah Ibn Abbas in which a woman sought the Prophet Muhammad's guidance about her elderly father's inability to undertake the hajj pilgrimage. The Prophet reportedly responded affirmatively, permitting her to perform hajj on his behalf — a narration found in the collections of Bukhari and Muslim. According to the fatwa, those classified as ma'dub — individuals permanently incapable of travel due to health or age — may delegate someone else to fulfill the religious obligation. Dar al-Ifta outlined several conditions for the permissibility of such delegation: The expenses for the pilgrimage must come from the person commissioning the hajj, whether living or deceased, or from donated funds if the deceased did not leave instructions. The person performing the hajj must clearly intend to do so on behalf of the one who is unable to go. The agent must have already completed their own obligatory hajj. Egypt's Dar al-Ifta to Host 10th International Conference, Announces New Digital Initiatives in Fatwa Issuance
Mohamed Mandour Egypt's Dar al-Ifta has finalized preparations to host its 10th international Conference, titled 'The Making of the Competent Mufti in the Age of Artificial Intelligence', set to take place in Cairo on August 12–13. The conference will welcome Muftis, Ministers, Scholars, and experts from over 100 countries. It coincides with the 10th anniversary of establishing the General Secretariat for Fatwa Authorities Worldwide, which has, over the past decade, brought together 111 fatwa institutions from across the globe—strengthening cooperation, enhancing fatwa performance, and fostering coordination among religious authorities. His Eminence Dr. Nazir Ayyad, the Grand Mufti of Egypt and President of the General Secretariat for Fatwa Authorities Worldwide, emphasized that the conference comes at a critical moment marked by rapid technological advancements, which present unprecedented challenges to religious institutions, particularly in the field of issuing fatwa. The conference, he explained, aims to lay down clear foundations for training a discerning mufti—one who can engage with digital transformations and responsibly employ AI tools to serve the fatwa process while upholding Islamic principles. From his part, Dr. Ibrahim Negm, Secretary-General of the General Secretariat for Fatwa Authorities Worldwide, highlighted the international significance of the event, which will feature the launch of pioneering digital fatwa initiatives and the signing of cooperation agreements with global institutions. Vienna Group Delegation Hails Dar al-Ifta's Role in Promoting Tolerance, Peace
Mohamed Mandour Egypt's Dar Al-Ifta welcomed on Monday a high-level delegation from the "Vienna Group on Religion and Diplomacy" of the European Union, as part of ongoing efforts to strengthen cooperation in interfaith and intercultural dialogue and to combat hate speech and extremism. The delegation commended Dar al-Ifta and its affiliated Salam Center for their pivotal roles in countering extremist ideologies and fostering a culture of tolerance and peace. Dr. Ali Omar Al-Farouq, Head of the Religious Affairs Sector, conveyed the greetings of H.E. the Grand Mufti, Dr. Nazir Ayyad, and emphasized the significant role of fatwas in promoting social cohesion and sustainable development. He highlighted the establishment of the General Secretariat for Fatwa Authorities Worldwide in 2015 by Dar al-Ifta, aimed at coordinating between global fatwa institutions, enhancing their capacities, and ensuring that fatwas reflect the true objectives of Islamic law in a manner that contributes to societal stability. Mr. Hassan Mohamed, Executive Director of the Salam Center for Extremism and Islamophobia Studies, presented an overview of the center's work under the supervision of the Grand Mufti.
