Mangaluru: At the 22nd quinquennial Uroos convention of Sayyid Mohammed Shareeful Madani Dargah in Ullal on Friday, chief minister Siddaramaiah emphasised the govt's dedication to upholding constitutional values and social justice . "We believe in social justice by giving opportunities to all. The govt is committed to working as per the aspirations of the Constitution," he said. He encouraged citizens to transcend religious and caste divisions, fostering harmony and treating each other as family. The CM said, "We are all human beings. We should stay away from communalism and hate, and instead promote love, equality, and brotherhood. I believe in inclusive governance and taking everyone along." The chief minister discussed the implementation of five guarantee schemes aimed at supporting the disadvantaged and ensuring socio-economic fairness. "To maintain peace and tranquillity, we must lead a secular life," he said. Speaking about his leadership, Siddaramaiah noted, "Devaraj Urs served two terms as Karnataka CM. I will be the second to do so. Bahraich: The annual Jeth Mela held at the shrine of Syed Salar Masud Ghazi in Bahraich will not be held this year. The district administration has denied permission for the mela on law and order grounds. The administration has taken into account a report from the Local Intelligence Unit (LIU) advising against the event being organised citing law and order concerns . In a video statement on Saturday, Bahraich city magistrate Shalini Prabhakar said the permission has been denied for the mela which was scheduled to begin on May 18. The Dargah committee has been informed about the decision, she added. In March, the auction of contracts for the Jeth Mela had been postponed by the Dargah committee citing "unavoidable reasons". In its report, the LIU said that about 15 lakh devotees attend the month-long fair held in May-June, with footfall reaching up to 5 lakh over the weekends. The report expressed concern that managing such a massive gathering may pose a challenge to the law and order situation given the tension in the country over the Pahalgam terror attack . The report also pointed out concern over the Chittaura lake, where many pilgrims bathe. The lake is adjacent to a memorial and temple of Maharaja Suheldev, a revered Hindu figure. The Hindu groups have long regarded Maharaja Suheldev as a historical icon, while labelling Syed Salar Masud as an invader. They also claim the venue of the fair is actually 'Surya Kund'. Bahraich police officials said the situation remains delicate due to various recent developments, including statewide protests against the Waqf Amendment Bill and the Pahalgam terror attack. Syed Salar Masood Ghazi, a semi-legendary figure, is believed to be the nephew of Mahmud of Ghazni and served as his military commander. The main source of information about him is contained in Mirat-i-Masudi, a Persian-language hagiography written by Abdur Rahman Chishti during the reign of Jahangir. According to Mirat-i-Masudi, Ghazi was killed in a battle with Maharaja Suheldev of Shravasti at Bahraich in 1034 CE. Where he is believed to have been buried is now the Dargah Sharif in Bahraich. Though Ghazi doesn't find mention in any contemporary 11th century Ghaznavid chronicles, he had become a well-known figure in Delhi Sultanate by the 12th century, when the pilgrimage to his tomb in Bahraich appears to have started. Masud is believed to have been buried at what is now the Dargah Sharif in Bahraich. Legend holds that the burial site was once the ashram of Balarak Rishi, near a pond known as Surya Kund. For at least a hundred years, the annual Jeth Mela has been held at this site.

NEW DELHI: The Delhi High Court has indicated that it may stay the Comptroller and Auditor General (CAG) audit of the Ajmer Sharif Dargah. Justice Sachin Datta observed that the Dargah management committee had not been provided with the terms of the audit. 'I am considering halting the audit. The counsel for the Dargah has made his position clear, stating that they should have been given the opportunity to present their concerns, but this has not been done because the terms of the audit have not been shared with them. You should reconsider your actions,' said Justice Datta. The Court set the matter for further hearing on May 7, after the CAG's counsel requested additional time to seek instructions. The remark came during the hearing of a petition filed by the Ajmer Dargah, managed by the Khwaja Moinuddin Chishti Dargah Trust, challenging the CAG audit. The Dargah's counsel argued that, according to media reports, the President had approved the audit and that two officials had been appointed to carry it out. The counsel highlighted that under Section 20 of The Comptroller and Auditor-General's (Duties, Powers And Conditions Of Service) Act, 1971, the terms of the audit must be formally served to the Dargah, allowing it the opportunity to raise objections. However, the counsel pointed out that this procedure had not been followed. News reports indicate that the CAG intends to audit two Anjumans (associations) of Khadims, who are the hereditary custodians of the Dargah responsible for its daily operations. The audit is expected to cover the last five financial years. The initiative follows allegations regarding the misuse of funds received from foreign donations.

Delhi High Court directs CAG to take instructions regarding audit proposals for Ajmer Dargah

The Delhi High Court Monday asked the Comptroller and Auditor General to 'take instructions' while orally expressing that the court is 'inclined to stay the audit' initiated by CAG of a registered society representative of the khadims or hereditary priests at Ajmer Dargah. Justice Sachin Datta was dealing with a request for an early hearing of a petition moved by Anjuman Moinia Fakhria Chishtiya Khuddam Khwaja Sahib Syedzadgan and Shakhzadgan, two registered societies and representative bodies of hereditary priests who carry out traditional and religious activities at the Ajmer dargah. The petitioners said they are not the administrators of the properties, assets or funds of the dargah estate. The dargah already has a committee under the Dargah Khwaja Saheb Act, constituted by the Centre, for the management of the estate. The petitioners said they only receive charitable contributions and do not receive any grant or fund from the government, and thus there is no ground for CAG to audit their accounts, which is otherwise a private registered society. The petition was moved for an early hearing where the petitioners sought that CAG be restrained from conducting an audit of the society, highlighting that it would be in utter contravention of the provisions of the Comptroller and Auditor General's (Duties, Powers and Conditions of Service) Act, 1971. As per the petitioners, the mandatory statutory procedure for such audits, as set out in Section 20 of the CAG Act, stipulates that the ministry concerned should send a communication to CAG. The communication should seek to have the petitioner society audited by CAG, the terms and conditions based on which the audit should be conducted, be agreed upon between CAG and the ministry concerned, and subsequently the said terms and conditions be served on the petitioner, following which the petitioner is entitled to make a representation to ministry concerned. It also requires, first, the President's or Governor's assent before the terms of audit are agreed to. While considering the early hearing application, and addressing CAG's counsel, Justice Datta orally remarked, 'I'm inclined to stay the audit. You'd better clarify your stand and take instructions on what you're doing. His point is very clear. He has a right to representation. First, you have to agree to the terms otherwise [Section] 20C (of the CAG Act) is very difficult. The occasion has not arisen. He hasn't been served even with the order.' The petitioners highlighted before the court that a committee has been formed for the audit, and is making the pending petition infructuous, despite receiving no presidential assent before issuance of notice. A notice was issued on March 15, 2024, by the Ministry of Minority Affairs, upon instructions from the Ministry of Home Affairs (MHA), notifying the khadims of the audit, 'to improve the administration and management of Dargah affairs at Ajmer'. The notice was challenged before the Delhi High Court, and during its pendency, CAG moved on with the audit, with the Ministry of Finance notifying that it had received presidential assent for the audit, and a committee had been formed for the same.
