DILG tells LGUs to adopt cashless transactions for government payments

The Department of the Interior and Local Government (DILG) on Saturday asked local government units to use the electronic payment and collection systems (EPCS) as an alternative to cash transactions. The department said this is in line with President Ferdinand Marcos Jr.'s push for digital transformation in government. The DILG, in a memorandum circular, said LGUs may implement EPCS in collecting local taxes, fees, and other charges, in accordance with Executive Order No. 170, s. 2022 regarding the use of digital payments for government transactions. Digital payments improve transparency, efficiency, and public convenience, the DILG said in a press release. "LGUs are encouraged to offer secure, accessible digital options, ensure payment channels are user-friendly, and partner with authorized providers, including government servicing banks," it added. The DILG said efforts must be made to align with the National Retail Payment System Framework and the Data Privacy Act. The department also tasked LGUs to set clear procedures for the issuance of electronic invoices and billing notices in accordance with guidelines from the Commission on Audit and the Bangko Sentral ng Pilipinas. The DILG however clarified that LGUs must still accept cash and other traditional modes of payment in addition to electronic payments. It also encouraged LGUs to pass ordinances and local policies to support the full implementation of the acceptance of electronic payments. —KG, GMA Integrated News

Philippines launches new visa programme to attract digital nomads

Remote workers seeking a new destination now have another option: the Philippines. Under a newly launched visa programme, the country aims t o attract digital nomads — foreign nationals who work remotely for employers or clients based outside the Philippines — offering them the opportunity to live temporarily while contributing to the local economy. President Ferdinand Marcos Jr. authorised the Department of Foreign Affairs (DFA) to issue Digital Nomad Visas to eligible non-immigrant foreigners. The directive, outlined in Executive Order (EO) No. 86, was signed on April 24, 2025. 'The DFA is hereby authorised to issue Digital Nomad Visas to non-immigrant foreigners who desire to enter and/or stay in the country for a temporary period for the purpose of working remotely using digital technologies, and whose clients or employers are situated outside the Philippines,' the president stated in the EO. To support the initiative, the DFA will coordinate with the Department of Justice, the Department of Tourism, the Bureau of Immigration, and the Bureau of Internal Revenue. These agencies are tasked with developing measures to ensure the program's successful implementation and maintaining a database of Digital Nomad Visa holders, in compliance with the Data Privacy Act. They commonly set up in co-working spaces, cafés, or public libraries, relying on internet access and mobile devices to stay connected. Drone law could impact Connecticut's first responders The report identifies areas where the act could be stronger, such as scaling back exemptions and improving protections on minors data. The act grants important data rights to Connecticut residents. The attorney general's office opens investigations into companies that collect, sell or otherwise share consumer data. 'We didn't plan for it, this avalanche of data and information, our information was treated as a commodity to be bought and sold, and that's what helped develop what I think we all understand now is called the surveillance economy,' Attorney General William Tong said.
