DOD allocates $25M for new fire station at YARS
VIENNA, Ohio (WKBN) – A Department of Defense funding plan shows that $25 million is being set aside for a new fire station at the Youngstown Air Reserve Station in Vienna Township. The plan shows that money is being appropriated for FY 2025. It's part of the Continuing Appropriations and Extensions Act 2025, which was signed by President Donald Trump on March 15. Congressman Dave Joyce, 14th District, who is also a member of the House Appropriations Defense Subcommittee, joined other Valley lawmakers in a letter to Secretary of Defense Pete Hegseth reiterating the importance of the funding for the fire station, specifically stating its importance as the facility transitions to the new C-130J. Congressman Michael Rulli, 6th District, said that the investment is significant and shows the importance of the air station. 'It ensures that Northeast Ohio remains not just relevant, but indispensable to our national security,' Rulli said. Last year, an $11 million project got started for a new front gate and visitor center at the air station. That project is being overseen by the Army Corps of Engineers. Commissioners worry federal funding cuts will impact Trumbull County residents
WARREN, Ohio (WKBN) – Trumbull County commissioners are worried about what proposed budget cuts at the federal level could mean for the county. Commissioners plan to send a letter to Congressman Dave Joyce and Senators Jon Husted and Bernie Moreno, expressing their concerns about the proposal to eliminate several programs. Funding that could be impacted includes the Community Development Block Grants, HOME Investment Partnerships program and Economic Development Administration grants, as well as funding from the EPA, to name a few. The county has received upwards of $50 million just in CDBG funding over the last 40 years. Officials are worried about the negative effects these cuts would have on the county and what it could mean for planned public infrastructure projects and those currently under construction. 'It would be devastating to the county, to put it in short-term devastation for our county, to not be able to receive these funds,' Commissioner Rick Hernandez said. DOJ asked to look into Trumbull hospital closure
WARREN, Ohio (WKBN) – Following Warren Mayor Doug Franklin's request to have the Ohio Attorney General investigate Steward Health and its handling of Medicaid payments, which he says has put the brakes on Insight being able to operate the hospital, local lawmakers are now reaching out to the U.S. Department of Justice. Congressman Dave Joyce, R-14th District; Senator Jon Husted, R-Ohio; and Congressman Michael Rulli, R-6th District, sent a letter to United States Attorney General Pam Bondi urging a formal investigation into the 'legality and transparency' of the recent closures of Trumbull Regional Medical Center and Hillside Rehabilitation Hospital. The lawmakers say they are concerned about the potential misuse of public funds and the lack of communication with local officials and hospital staff about issues at the facilities. The letter asks Bondi to look into the closure, Steward's role, and whether any fraud took place. '… it is essential that those responsible be held accountable. The citizens of Mahoning Valley deserve answers, and we must work collectively to ensure that such closures are not allowed to proceed without rigorous scrutiny,' the lawmakers wrote. Franklin asked Ohio Attorney David Yost to look into fraud allegations as well, accusing Steward Health of illegally withholding Medicaid and Medicare funds from the hospital. Insight bought the facility out of bankruptcy last year and has invested over $30 million but can't access the funds it needs to operate. New Bipartisan Bill Calls For Federal Cannabis Legalization Plan

A GOP congressman and the House minority leader last week introduced a new bipartisan bill calling on the U.S. attorney general to develop plans to legalize cannabis at the federal level. If passed, the measure would direct the attorney general's office to form a commission tasked with creating a plan to regulate cannabis like alcohol. The legislation, titled the Preparing Regulators Effectively for a Post-Prohibition Adult-Use Regulated Environment (PREPARE) Act, was introduced in the U.S. House of Representatives on April 17 by House Democratic Leader Hakeem Jeffries of New York and Ohio Republican Rep. Dave Joyce, co-chair of the Congressional Cannabis Congress. Noting that 'the cannabis reforms seen across the country and inevitably at the federal level,' the bipartisan congressional duo said the bill (H.R. 2935) creates a fair and transparent process for the federal government to establish effective marijuana regulations. 'Currently, nearly all 50 states have legalized or enacted cannabis to some degree, bringing us closer to the inevitable end to federal cannabis prohibition,' Joyce said in an April 17 statement from his office. 'Recognizing this reality, the PREPARE Act delivers a bipartisan plan. With this legislation, Congress would be equipped to develop a much-needed federal regulatory framework that not only respects the unique needs, rights, and laws of each state, but also ensures a responsible end to prohibition and a safer future for our communities.' Under the legislation, the attorney general would be required to establish a 'Commission on the Federal Regulation of Cannabis' within 30 days of the bill's enactment, online cannabis news source Marijuana Moment reported on Friday. The commission would be charged with analyzing the federal and state regulatory models for alcoholic beverages and use the findings to develop recommendations for legalizing cannabis. The bill also mandates that the commission submit a report with its recommendations to Congress within 12 months. The PREPARE Act directs the commission to consider the impact of cannabis criminalization, including the effects on minority, veteran and low-income communities. The commission would also be responsible for investigating the 'lack of consistent regulations for cannabis product safety, use and labeling requirements,' including the impacts affecting youth safety, and the 'lack of guidance for cannabis crop production, sale, intrastate, interstate, and international trade.' The legislation directs the commission to recommend solutions to challenges related to banking services for regulated cannabis companies and barriers to cannabis research. The panel would also be responsible for submitting recommendations to protect the 'successful coexistence of individual hemp and cannabis industries, including prevention of cross pollination of cannabis and hemp products.' Additionally, the bill calls on the commission to investigate and develop recommendations for 'efficient cannabis revenue reporting and collecting, including efficient and tenable federal revenue frameworks.' 'Since the failed war on drugs began more than 50 years ago, the prohibition of marijuana has ruined lives, families and communities, particularly communities of color,' said Jeffries. 'The PREPARE Act is one of the bipartisan solutions that will lay the groundwork to finally right these wrongs in a way that advances public safety and boosts our economy.' Also last week, Joyce joined lawmakers including Ohio Republican Rep. Max Miller and Nevada Democratic Rep. Dina Titus, another Congressional Cannabis Caucus co-chair, to reintroduce a bill that would give the states the lead on cannabis policy reform. The legislation, known as the Strengthening the Tenth Amendment Through Entrusting States (STATES) 2.0 Act, would change the federal Controlled Substances Act to remove criminal penalties for cannabis activities that are legal under state or tribal marijuana regulations.

Local Congressmen reintroduce train derailment bill
EAST PALESTINE, Ohio (WKBN)- Two Valley Congressmen have reintroduced a bill that would study the long-term health impacts of the East Palestine train derailment. Congressmen Dave Joyce and Michael Rulli and two democrats reintroduced the bill last week. It has been referred to the House Committee on Energy and Commerce. The East Palestine Health Impact Act calls for a five-year study on the long-term health impacts caused by the derailment.
