A Davenport man who spent Thanksgiving 2024 in the Scott County Jail after police say he led them on a chase at over 90 mph has been sentenced. Court records show Treveon Slater entered guilty pleas to charges of eluding speed over 25 mph over the limit and operating a motor vehicle without the owner's consent in early February 2025. A Scott County judge sentenced him on May 29 to a period of five years in the Iowa Department of Corrections for a period of five years, with credit for time served in the Scott County Jail. He was fined $1,025 plus a 15% crime surcharge. He was sentenced to a period of two years in the Iowa Department of Corrections, with credit for time served. He was also fined $855 plus a 15% crime surcharge. The sentences were suspended, and Slater was placed on probation for three years. He must obtain a mental health evaluation and complete any recommended treatment, complete the Residential Corrections Facility program and complete the Victim Impact Panel through QCALM. A high speed chase in November 2024 On November 22, 2024 at about 1:30 a.m., Davenport Police saw a Dodge Durango with no license plates and heavily tinted windows traveling east on East Locust Street from Bridge Avenue. Officers tried to initiate a traffic stop but the SUV began accelerating away from them. The SUV reached reported speeds of 90+ mph in a 35 mph zone and ran multiple stop signs. The driver was identified as Slater, who drove the wrong way on Bridge Avenue and the Centennial Bridge. It then struck a 'pedestrian vehicle' at West River Drive and Bridge Avenue, and left off. A 34-year-old Davenport woman was in custody Saturday after Davenport Police say she twice struck an officer who was helping direct traffic near a Davenport school. Kaniya Williams faces felony charges of assault on persons in certain occupations – use/display of a weapon and interference with official acts – dangerous weapon, according to Scott County Court documents. Scott County Court arrest affidavits show that on Friday, May 30, uniformed officers were working at an awards assembly at Wood Intermediate School, 5701 N. Division St., to direct traffic 'when a disturbance occurred in the middle of Division Street.' After an investigation, police determined Williams was the driver of a white SUV about 11:30 a.m. that day. Officers instructed her that all vehicles must turn north onto Division Street from the parking lot. Williams said 'No' multiple times 'and willfully and intentionally accelerated her vehicle in an attempt to drive around the officer, ignoring commands to go the other direction,' affidavits say. An officer 'stepped in front of the vehicle to prevent her from going the wrong way and in the process was struck by the vehicle.' Williams backed up her SUV a second time and ignored the officer's commands that she was under arrest 'and accelerated toward the officer, again hitting the officer a second time, placing him in fear for his life.' Affidavits say she then left the area. Williams, who was being held on a $1,000 cash-only bond in Scott County Jail, is scheduled for a preliminary hearing at 3 p.m. June 10 in Scott County Court. A man from Davenport is in the Scott County Jail after police say he pointed a firearm at a 12-year-old boy while he and an accomplice robbed a home. The criminal complaints say Davenport Police responded to the 5300 block of N. Linwood Avenue on May 27 at about 1:30 p.m. regarding a burglary. A 12-year-old boy was at the address at the time. The boy told police that two masked people entered the home without permission and pointed a firearm at him. The suspects took several items from the residence, including a TV, PS4 gaming console, the boy's iPhone 13 and other items. The boy said the suspect with the firearm demanded his phone; he was asked for his passcode to his phone but did not provide it. After further investigation, the defendant, identified as Joshua Luten Jr., was identified by witnesses. Luten told police in a post-Miranda interview that he entered the boy's home without permission and brandished a firearm when the boy startled him. Luten allegedly told the boy to go downstairs while they continued to steal the items from the home. Luten was arrested and charged with first degree burglary, first degree robbery, felon in possession of a firearm, controlled substance violation, failure to affix a drug tax stamp and a probation violation. He is also being held on a Rock Island County detainer on a charge of driving on a suspended license. He's being held in the Scott County Jail and has a preliminary hearing on June 6. Two arrested in Davenport on copper theft charges

Two men from Davenport are in the Scott County Jail after Davenport Police arrested them on charges of stealing copper. According to the criminal complaints, Davenport Police officers who were on general patrol near W. River Drive and S. Sturdevant Street on May 5 at about 8:05 a.m. saw two suspicious people who matched the general description of people involved in earlier copper thefts. Officers asked one of the subjects, identified as Thomas Foley, 32, if he had any weapons or narcotics on his person. Foley allegedly admitted to having a realistic-looking BB gun on him, as well as a small amount of marijuana. Officers searched Foley before arresting him and found 1.23 grams of marijuana and .54 grams of methamphetamine, according to the complaints. The marijuana and methamphetamine were field tested at the police department and both tested positive. Thomas Foley (Scott County Jail) Robert Hylton III (Scott County Jail) Foley and another defendant, identified as Robert Hylton III, 43, had two bicycles with them that had pull-along carts attached. Bookbags belonging to both men were found inside these carts and officers found various burglar tools inside them. Officers found a large amount of scrap copper wire in Hylton's bicycle cart. Officers searched Hylton and found .92 grams of methamphetamine that field tested positive at the Davenport Police Station. The complaints say the Davenport Police Department received a report of criminal damage and theft of copper from the parking lot pole lights at 3801 Hillandale Road, the Kingdom Hall of Jehovah's Witnesses on April 23. During a post-Miranda interview on May 5, Foley admitted to being present with Hylton during the April 23 incident. They went to the location to steal the copper from the light poles and Hylton was allegedly the person who opened the lights and cut the wire. The incident resulted in about $300 worth of copper stolen and $850 worth of damage done to the property. This incident was partially captured on surveillance footage. Scott County Court records show Foley was arrested on charges of possession of burglary tools, two counts of possession of a controlled substance, third-degree criminal mischief and fifth-degree theft. He has been released from the Scott County Jail on a secured $6,300 bond and is awaiting an initial court appearance. Hylton was arrested on charges of possession of burglary tools, possession of a controlled substance, third-degree criminal mischief and fifth-degree theft, according to court records. A 20-year-old Davenport man faces child-pornography charges after he was arrested on a warrant, according to Scott County Court arrest affidavits and Scott County Jail records. Tyler Rupe faces 23 felony charges of purchase/possess depiction of a minor in a sex act – first offense, according to Scott County arrest affidavits and Scott County Jail records. On Sept. 28, 2023, arrest affidavits say Davenport Police detectives were assigned a CyberTip investigation from the Iowa Crimes Against Children (ICAC) Task Force, which is centered on identifying and prosecuting people who engage in the sexual exploitation of minors through the use of the Internet. Scott County Court arrest affidavits say that three separate reports (two from Microsoft and one from Kik, which is a messaging app that allows users to send messages, photos, videos, GIFs, and even sketches, and supports group chats,) had been made to the National Center for Missing and Exploited Children (NCMEC) ranging in date from July 31, 2021-July 25, 2023, regarding child pornography. 'These reports were found to be linked by a shared IP address,' affidavits show. 'Several search warrants were executed on various ISPs (Internet Service Providers) and social media companies as a part of this investigation,' according to arrest affidavits. Rupe's Dropbox account was seized by law enforcement on or about Oct. 16, 2023, say affidavits, which show 'The account was found to contain 34 videos depicting prepubescent and/or pubescent minor females and/or males in various states of full or partial nudity,' Rupe's cell phone was seized on Jan. 8, 2024, in Davenport, and was found to contain about 190 images depicting prepubescent and/or pubescent children in various states of full or partial nudity, according to affidavits, which say 'Several of these images depict children as young as approximately 4-7 years old. Five of the images were identified by Project Vic as previously identified CSAM (Child Sex Abuse Material).' The phone was found to contain about 75 videos depicting pre-pubescent and/or pubescent children in various states of full or partial nudity, show affidavits, which say 'Several of these videos depict children as young as approximately 4-7 years old. Five of the videos depict minor children engaged in sex acts with animals (bestiality).' After he was read his Miranda Rights, Rupe admitted 'to requesting, receiving and sending child pornography with other users online,' arrest affidavits show, and he 'admitted to having previously viewed child pornography involving a child under the age of 5 years old.'
