BJP ally TIPRA Motha demands voter roll revision in Tripura

The Bharatiya Janata Party's ally in Tripura, TIPRA Motha, met Election Commission officials in New Delhi on Wednesday to demand a special intensive revision of the state's electoral rolls, similar to the exercise underway in Bihar, The Hindu reported. A delegation led by party founder Pradyot Debbarma urged the commission to conduct a detailed survey to identify undocumented migrants allegedly included in the rolls. 'Tripura and the entire North East would suffer if we stayed silent on the infiltration of foreigners,' The Hindu quoted Debbarma as saying. On Wednesday evening, the TIPRA Motha chief said on social media that if the concern was not addressed, Tripura ' will become Assam before long'. He said: 'I am not against citizens of any religion. My single thought is that if illegal people from Bangladesh or Myanmar keep on coming to Tripura and become legal Indians, get Aadhaar card, become MLAs even, get government facilities, whose loss is it?' Tribal communities make up around 30% to 33% of Tripura's population. Of the state's 60 Assembly seats, 20 are reserved for Scheduled Tribes. The autonomous district council governing tribal areas has a 95% reservation for the Scheduled Tribe communities. TIPRA Motha's demand came a week after the BJP-led government in the state formed district-level task forces to identify and deport undocumented migrants, The Indian Express reported. Chief Minister Manik Saha said that the drive would target only those who entered India after December 2014, as those arriving earlier would be recognised under the Citizenship Amendment Act. TIPRA Motha did not specify any cut-off date in its demand. The TIPRA Motha, or Tipraha Indigenous Progressive Regional Alliance, has 13 MLAs in the 60-member Tripura Assembly. The party is part of the BJP-led coalition government in the state. The Citizenship Amendment Act is aimed at providing a fast track to citizenship to refugees from six minority religious communities, except Muslims, from Bangladesh, Afghanistan and Pakistan, on the condition that they have lived in India for six years and have entered the country by December 31, 2014. In June, the Election Commission announced a special intensive review of voter rolls in Bihar, just months before the Assembly elections are expected to be held in the state. As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. Opposition leaders have alleged that the exercise risks disenfranchising a large number of voters as they may not be able to submit the necessary documents.

The ruling BJP's key ally in Tripura, Tipra Motha Party (TMP), on Wednesday met the Election Commission of India to press for its demand for a Special Intensive Revision (SIR), an exercise like the one in Bihar, in the northeastern state. Pradyot Kishore Manikya Debbarma's party has been demanding a revision of voter rolls amid concerns about infiltration. The Tripura unit of the BJP has distanced itself from its allies' demand. According to sources, the poll body has assured the delegation that the voter roll revision exercise will likely will be conducted across the country, including Tripura. "Special Intensive Revision (SIR) in Tripura is our core demand. Illegal migration is affecting our state and northeast and today if we don't identify illegal voters there will be no tomorrow for our next generation," said Mr Debbarma. The party demanded that the poll body take steps to detect, delete, and deport illegal immigrants to Bangladesh, with Debbarma cautioning that if the situation goes out of control, the country's security will be under threat. "We can't share an inch of land in the state with the infiltrators", he said. "Tipra Motha is an independent political party. We put forward our demand for SIR in Tripura. The Congress and the BJP can also place their opinions. We don't require permission to visit Delhi and speak in favour of indigenous people," he said. Earlier, Chief Minister Dr Manik Saha had stated that his government has formed task forces to identify and deport illegal immigrants, particularly Rohingyas and Bangladeshi nationals staying unlawfully in the state.

The TMP letter, signed by Debbarma, the state's two ministers -- Animesh Debbarma and Brishaketu Debbarma -- said: 'It is now an open secret that many illegal immigrants have obtained Electoral Photo Identity Cards (EPICs), Aadhaar cards, PAN cards, driving licences, and even passports, often by fraudulent means. Corrupt officials, local brokers, and political strongmen helped the illegal migrants to procure these documents. In some cases, they have even managed to shift their Register of Residence (RoR) records from one place to another for electoral advantage. The TMP delegation informed the ECI that in September 2012, around 1,46,000 illegal voters were identified in the state. 'Unfortunately, despite the gravity of the situation, these directives were never acted upon, and the anomalies have continued unchecked. Furthermore, a look at the Census data from 1971 to 1991 reveals that Tripura experienced a rate of population growth far above the national average during that period. The pattern continues to this day, and it is visible in various demographic and electoral indicators,' the TMP said. The TMP launched a widespread anti-infiltration campaign across Tripura in May this year.

The Election Commission of India (ECI) has invited a delegation of Tipra Motha Party (TMP) for a meeting on July 23 to discuss the concerns raised by the party about possible enrolment of illegal immigrants in Tripura's voter roll, TMP supremo Pradyot Manikya Debbarma said. The meeting has been called following a request from the TMP, a constituent of the BJP-led coalition government in Tripura. Mr. Debbarma in a social media post said, 'After we raised our concerns about possible enrolment of illegal immigrants in Tripura's voter roll and demanded a Bihar - like Special Intensive Revision (SIR), the Election Commission of India has called us for a meeting on July 23 to discuss these issues.'
