5 initiatives for armed forces personnel
KUALA LUMPUR: The Defence Ministry, through Yayasan Lembaga Tabung Angkatan Tentera (Yayasan LTAT), has introduced five educational initiatives for armed forces personnel, their children and family members. Defence Minister Datuk Seri Mohamed Khaled Nordin said these initiatives were introduced to ensure their wellbeing by focusing on education and skills development. "The first initiative is the e-Perkasa Sijil Pelajaran Malaysia (SPM) 2025 Programme, a collaboration between Yayasan LTAT and Universiti Pendidikan Sultan Idris involving 652 students who are children of armed forces personnel attending schools outside military camps. "Through this programme, each student has been provided with a laptop for free, sponsored by BHIC AeroServices Sdn Bhd, Boustead Petroleum Marketing Sdn Bhd and the Malaysian Armed Forces Trading Corporation," he said at the launch of Yayasan LTAT's 2025 Educational Initiatives here yesterday. Khaled said the second initiative was the SPM Elite Touch Programme, where 658 students from six in-camp schools would benefit from tuition classes, workshops and career guidance programmes. "The third initiative is the Armed Forces Family Skills Programme, which extends education and skills development for armed forces personnel, including members of the Armed Forces Family Welfare Association and their children. "Those pursuing studies in Mara institutions in the field of technical and vocational education and training or equivalent will receive tuition sponsorship of up to RM3,000 per person." The fourth initiative, Khaled said, was the Madani Education Savings Programme, a collaboration between Yayasan LTAT and the National Higher Education Fund Corporation. The fifth initiative is the Science, Technology, Engineering and Mathematics (STEM) Programme, where Yayasan LTAT has formed a strategic partnership with Talent Corporation Malaysia Bhd (TalentCorp) and Universiti Sains Malaysia.

Ukraine's Prime Minister Denys Shmyhal submits resignation
Ukraine's prime minister announced his resignation on Tuesday in the first formal step of what is expected to be a significant reshuffle of President Volodymyr Zelenskyy's government, which could also see the country's ambassador to Washington replaced. "I am tendering my resignation from the post of the Prime Minister of Ukraine," Denys Shmyhal wrote in a letter posted on his Telegram page. Zelenskyy said on Monday that he had offered Shmyhal's job to 39-year-old Yulia Svyrydenko, who is currently deputy prime minister and the country's first female economy minister. Svyrydenko played a key role in negotiating a US–Ukraine mineral agreement. She has frequently represented Ukraine in high-level talks with Western partners, focusing on defence cooperation, economic recovery and reconstruction. The Ukrainian parliament is scheduled to vote on the dismissal of Shmyhal's government on Wednesday. Zelenskyy's Servant of the People party controls the majority of seats so his nomination of Svyrydenko is expected to pass with little opposition. The reshuffle coincides with increasing pressure on the front line by Russia's bigger army and escalating assaults by drones and missiles on Ukrainian cities. The Ukrainian leader recently said that he thought Shmyhal would make a good defence minister — a move that would make the current defence chief, Rustem Umerov, available to take over as Ukraine's envoy to Washington, observers noted. Zelenskyy had previously voiced his intention to replace US Ambassador Oksana Markarova. Umerov, 43, was appointed as Ukraine's defence minister in September 2023, following a series of corruption scandals. He has sought to introduce reforms, but critics said that the Defence Ministry has been plagued by mismanagement.

Ukrainian PM Shmyhal submits resignation day after replacement named
Ukrainian Prime Minister Denys Shmyhal on Tuesday handed in his resignation after more than five years in office. President Volodymyr Zelensky announced on Monday that he was proposing Shmyhal's deputy, Yulia Svyrydenko, to lead a new government. "I thank our defenders, who are holding the line and protecting Ukraine," Shmyhal said in a post on Telegram announcing his resignation. He also thanked Zelensky for his "trust" and his team for their "tireless work." Shmyhal is set to replace Rustem Umyerov as defence minister, with the latter due to take over as ambassador to Washington. The 49-year-old Shmyhal had served as prime minister since March 2020, well before the Russian full-scale invasion in February 2022. He was the longest-serving prime minister in Ukraine's post-Soviet history. The reasons for the reshuffle have not been announced. Under Ukraine's constitution, his replacement must be formally nominated by parliament. Ukraine extends martial law Also on Tuesday, Ukraine's parliament voted to extend martial law and general mobilization for another 90 days, continuing wartime measures as the country fights off Russia. According to lawmaker Yaroslav Zhelezniak, 320 members of parliament supported the extension with just one vote against. The measure will take effect on August 7 and remain in place until November 5, he wrote on Telegram. Ukrainian media noted that this marks the 16th extension of martial law since it was first introduced in February 2022, following Russia's invasion. The most recent renewal was approved in mid-April. Under martial law, both presidential and parliamentary elections remain suspended. Military-age men between 18 and 60 are also barred from leaving the country, except under exceptional circumstances. Drone debris leaves 16 injured in Russia's Voronezh Earlier, Russian authorities said at least 16 people were injured by falling drone debris in the western city of Voronezh. Governor Alexander Gusev said most of the cases involved cuts and shrapnel wounds. "But there are also injuries of a different nature and serious cases," he added in a post on Telegram. "One man is in a coma, another has a lung injury." Several flats in apartment buildings in the city centre were hit, as well as single-family homes in a suburb. The Russian Defence Ministry reported the downing of a total of 55 Ukrainian drones over Russian territory. Most were intercepted over the border region of Belgorod, while 12 drones were hit over the Voronezh region. Kiev is launching drones deep into the Russian interior in a bid to turn the tide on Moscow. But the extent of the damage and the number of victims reported are far lower than the destruction caused by Russian attacks in Ukraine.

HP CM calls on Nitin Gadkari, seeks repair of flash flood-damaged roads
New Delhi: Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Tuesday called on Union Minister for Road Transport and Highways Nitin Gadkari here and apprised him of the massive damages caused by flash floods in the state. CM Sukhu sought support for the repair and reconstruction of damaged roads. He also urged for inclusion of a few roads in the PM Gati Shakti Yojana. He also updated the Union Minister about the delays in National Highway (NH) projects due to various reasons and requested early redressal. The Chief Minister also stressed on adopting tunnelling in the NH road projects and discussed the roads of strategic importance, which have already been raised with the Defence Ministry and urged for speedy action on them. He also urged the Union Minister to sanction more ropeway projects for the state to ease traffic congestion. The Union Minister assured of all possible assistance to the state and gave necessary directions to the officers. Earlier, the Chief Minister met the 16th Finance Commission Chairperson, Arvind Panagariya and sought cooperation for strengthening the financial condition of the state. CM Sukhu said Himachal Pradesh has been following the path of fiscal prudence and is one of the best-performing states in the country on various parameters, including Sustainable Development Goals. The Chief Minister urged the commission to support the state in its recommendations, keeping in view its financial condition. He said hill states incur a much higher expenditure as compared to other states, and added that devolution to a hill state should be at least twice their share of the population. He requested for continuation of the Revenue Deficit Grant (RDG), keeping in view topographical disadvantages and limited scope for raising revenue. CM Sukhu added that the state is facing a financial crisis because of the steep tapering of RDGs by the 15th Finance Commission.
