If you're planning to apply for any government welfare scheme in Delhi, your Aadhar card is now a must. The Delhi government has made Aadhaar mandatory for issuing income certificates, a document required to access several financial benefits. The move, approved by Lieutenant Governor VK Saxena, is aimed at preventing misuse and ensuring that only genuine beneficiaries get subsidies and aid. Why This Matters Income certificates are used to determine eligibility for a wide range of Delhi government schemes, including: Tuition fee reimbursement for SC/ST/OBC students Old age and widow pensions Financial help under Delhi Aarogya Kosh Other state-funded welfare schemes Now, without linking your Aadhar, you won't be able to get this certificate. "Furnishing proof of Aadhaar should be made mandatory," Delhi Chief Minister Rekha Gupta had said in the proposal. Backed by Law The decision falls under Section 7 of the Aadhaar Act, 2016, which allows state governments to make Aadhaar-based verification compulsory for schemes that use money from the Consolidated Fund of India or State. This step follows a UIDAI advisory from 2019, which empowered states to enforce Aadhaar authentication for welfare benefits. What If You Don't Have Aadhaar? Don't worry, you won't be turned away. "It's crucial that genuine beneficiaries are not left out because they don't know the new requirements," said a senior official from Raj Niwas. Aadhaar becomes mandatory for income certificate issuance
New Delhi: Lieutenant governor VK Saxena Tuesday approved the proposal to make the Aadhaar number mandatory for issuing income certificates. These certificates help to determine the eligibility of an individual for availing financial benefits under various govt schemes in the capital. The move is aimed at eliminating irregularities in issuing income certificates to the applicants, officials said, thereby ensuring that only genuine beneficiaries registered under a scheme get the benefit. "LG approved the proposal for notifying the service of 'issuance of income certificate' under Section 7 of the Aadhaar Act, 2016, under which the Centre or state govt can make Aadhaar-based authentication compulsory for the purpose of establishing the identity of an individual for receiving subsidy benefit or service for which expenditure is incurred from the consolidated fund of India or the consolidated fund of state," said a Raj Niwas official. The revenue department, endorsed by chief minister Rekha Gupta, proposed that proof of Aadhaar be made mandatory for this purpose. The revenue department stated in its proposal that the use of Aadhaar as an identity document for the delivery of services, benefits, or subsidies simplifies the delivery processes and enables the beneficiaries to get their entitlements directly in a seamless manner. Aadhaar authentication also obviates the need to produce multiple documents to prove one's identity, it added. Any individual not possessing an Aadhaar number would now be required to apply for Aadhaar enrolment for availing benefits under the various state schemes. In case the applicant is a minor and does not possess an Aadhaar, he or she will have to produce an enrolment identification slip, or biometric update identification slip along with the birth certificate or school identity card containing parents' names duly signed by the principal of the school. Adult beneficiaries not having an Aadhaar number can produce an Aadhaar enrolment identification slip along with either a bank or post office passbook, PAN card, passport, Kisan photo passbook, or driving licence. "The LG has also advised the revenue department to widely publicise the decision to make people aware of the Aadhaar requirements for these schemes so that no bona fide beneficiary is deprived of the due benefits," said an official.
